Construction Observation Report: General Overview
General Overview:
While on-site met with James Slater and Alvis Minter of District. New items discussed where
the progress the District has made with contracting Honey Roofing on the Junior High roof
replacement, preparing for High School ventilation pre-proposal meeting and discussion of
future project to begin in design process.
The second project observed was the replacement of the High School gym floor and paint of
dressing areas. Overall progress is shown in attached pictures. In general, the existing flooring
has been removed and moisture barrier has been placed the contractor is in process of placing
sleepers and first layer of the subfloor.
Some of the material for the second subfloor and finished floor was also on site. The site was
visited at approximately 10:30 AM and no work was in progress at the time of the site visit.

Work in progress was some painting in the dressing area. Only one painter was on site during
the time on-site. Approximately 60% of the areas had been painted including the walls and
ceiling.
Issues / Concerns:
An email to District Staff, prior to site visit, requesting additional concerns/issues was not
returned prior to site visit. During site-visit no new concerns from the District where mentioned.
Existing concerns include the railing at the DC campus. Robert Groppe was final contacted
directly yesterday, 10/20/15, and the issues where discussed. He agreed to becoming involved to
resolve the issue and will be on-site early next week. He agreed to contact HESCO to arrange
meeting time and schedule to visit and discuss issues and remedies.
With predicted rains for the latter part of the week and weekend, it was discussed with Alvis
Minter to instruct the flooring contractor to not install sub-flooring in area where water had been
located under existing gym floor during demo of the floor. The contractor will be instructed to
let sub-floor in this area open so to determine if water was either strictly an HVAC issue or if it
was attributed to rainfall.

New Issues/Actions:
HESCO and the MEP designer met to discuss new project to be included in the winter and next
summer for the District. Currently, the projects in general include restrooms at baseball and
softball fields, High School HVAC replacement and District wide light replacements and
upgrades. The District expressed a light replacement that would begin at McBay campus and
then work upward through the campuses. This approach will be evaluated and recommendations
from HESCO and Estes McClure will be given to the District for review. Currently, I do not
believe this will be the most effective approach, considering the age of lighting in various
campuses, but the Districts wishes will be considered in the evaluations and needs.
