C. QUALIFICATION CRITERIA
Minimum number of The minimum number of 5 years of general experience of the Tenderer in the field of central

Annual Turnover The required average annual turnover shall not be lower than Tk 50 (fifty) crore over the last
5 years.
Credit facility/ The minimum amount of liquid assets or working capital or credit facilities of the Tenderer

Joint Venture A Joint venture among 02 (two) firms is allowed. The value of non-judicial stamp for
Instrument: execution of the Joint Venture agreement shall be Tk. 300.00 (Taka three hundred) only.
The JV agreement shall be registered in Joint Stock company.

D. TENDER PREPARATION
Documents to be The Tenderer shall submit with its Tender the following additional documents:

criteria, operation and maintenance criteria of the offered equipment.
(iii) Catalogue containing detail technical information of the offered equipment.
(iv) Outline dimension & drawings of the offered equipment.
(v) Detail list of equipment, tools and instrument possessed by the Tenderer and
shall be used in installation, testing and commissioning.
(vi) A declaration to the effect that the contractor has got the scope of work fully
clarified.
(vii) Manufacturer’s certificate to the effect that the equipment is suitable for use in
tropical country like Bangladesh.
(viii) Manufacture’s Guarantee and Warrantee certificates.
(ix) Manufacturers must have at least 5 (five) Customers in his customer list those
who are using similar type and brand of equipment in Bangladesh.
(x) Valid and renewed ABC Contractor and supervisory licence of the Tenderer.
(xi) Up to date income tax clearance certificate of the Tenderer.
(xii) Up to date VAT clearance certificate of the Tenderer.
(xiii) Valid and renewed Trade License of the Tenderer.
(xiv) ISO Certificate of the Manufacturer.
(xv) Experience certificates of successful completion of similar works from an officer
not below the rank of executive engineer. The experience certificate shall be
accompanied by the respective work order.
(xvi) Experience certificates of repair & maintenance of HVAC plants. The certificates

shall be accompanied by the respective work order.

(xvii) Price offer of the items shown in the tender schedule. Rate analysis of priced
items shall also be included.
Currency The currency of the Tender shall be as mentioned in the tender schedule.
Additional Document The Technical Proposal shall include the following additional information:
(i) Work plan
(ii) Statement of work methodology
(iii) Technical specification and brochures of machinery plant to be incorporated in
the works
(iv) Detail performance data, viz:
 Computer printout of chiller performance data with full load & part load
performance data, IPLV & NPLV data. Physical dimensions etc. Detail
technical characteristics etc.
 Air Handling unit detail performance data with cooling & heating coil
data, air frictional loss data through different sections, fan performance
curves etc.
 Pump performance curves with selection data. Pump physical
dimensional data.
 Cooling Tower performance and physical dimensional data.
(v) Agency Certificate.
Tender Validity The Tender Validity period shall be 120 days.
Tender Security No tender security is required.
Additional Copy In addition to the original of the Tender, 1 (one) additional copy shall be submitted.

E. TENDER SUBMISSION
Tender Submission All Tender submissions shall be done in sealed envelopes. The inner and outer envelopes
Envelope shall bear the following additional identification marks:
A) Inner : Only Tender Document, Original and One Photocopy.
B) Outer : (i) be addressed to employer as specified in the TDS
(ii) bear the Name and address of the Tenderer
(iii) bear the Name of the tender as specified in the TDS
