3. INTRODUCTION
This Emergency Response Plan indicates practical emergency guidelines that shall be applied
during the start-up of “ALGIERS REFINERY REHABILITATION AND ADAPTATION PROJECT”.
This document aims at defining emergency response procedure to be implemented in the event
of an incident. It will consequently define the local emergency response organization, facilities to
be used, as well as the actions to be carried out in the event of an incident/accident.
4. COMMUNICATION
ATEX Radios (Talkie-Walkie) are used on site to ensure continuous communication all times in
case of any emergency on site.
All emergency numbers are displayed on badges.
A register for ATEX Radios is kept up to date

5. UNITS PRESENTATION:
The objective of the ADU (Atmospheric Distillation Unit) is to provide primary separation of
crude oil to produce straight run blend stocks of distillate products (after suitable downstream
treatment processes) and feedstock for other downstream process units.
Crude oil feedstock is preheated against product and circulating refluxes streams before a
first fractionation in the Preflash Column.
Preflash Column is used to separate unstablilized naphtha from preflashed crude.
Preflashed crude is then routed to another preheating train against product and circulating
refluxes streams before going to a fired heater.
Preflashed crude fractionation is carried out in the crude column and associated side stream
strippers.
Unstabilized naphtha from Preflash column is further processed in the debutanizer column.
Products are cooled and rundown to intermediate storage or further processing as
appropriate.
The unit is designed to operate on RA1G crude oil. OWNER provides the definition of the
quality of RA1G crude oil from the standard analysis of the crude oils.

The existing Gas Plant (GP / U-300) currently processes the following LPG
streams:
LPG from the stabilizer of the Atmospheric Distillation Unit (ADU / U-100)
LPG from Catalytic reforming Unit (U-200)
The existing Catalytic reforming Unit (U-200) will be dismantled.
A new CCR Unit (U-520) will be installed and the existing Gas Plant shall be able
to collect:
LPG from the stabilizer of the Atmospheric Distillation Unit (ADU / U-100)
LPG from new CCR Unit (U-520)
And the design capacity for the revamp of the existing Gas Plant shall be
consistent with the revamp capacities of the ADU and the new CCR unit.

Tank Storage New Unit compromises the storage and handling facilities for intermediate
and finished products, which are located in the offsite area at refinery.
The various sets of tanks and blending facilities within Unit-901 are as follows:

Sphere area is designed to store Propane and Butane separately which are
produced in Gas Plant (U-300) and RFCC unit (U-530).
The sphere storage area is composed of:
existing sphere area, unit 910,
New sphere area, unit 911.
Additional storage capacity for Propane and Butane is provided in New LPG
Storage (Unit 911) to adapt new LPG production rate after rehabilitation of the
Refinery.
The sphere area is now composed of the following equipment:
Four Propane Spheres (910-S-3, 910-S-4, 911-S-008, 911-S-009),
Five Butane Spheres (910-S-1, 910-S-2 , 910-S-5, 911-S-006 and 911-S-
007),
One off-spec propane bullet (910-H-4),
One off-spec butane bullet (910-H-3),
Pumps for export (910-P-1, 910-P-2),
Pumps for off-spec reprocessing (910-P-3, 910-P-011),
Pump for C4 blending (910-G-113),
Compressor (910-P-4),
Separator (910-D-406).
New lines connected on existing Propane/Butane rundown lines from Gas Plant (Unit
300) have been provided to feed the New LPG Storage (U911). New lines from
RFCC Unit (U530) have also been implemented in parallel to feed both storages
U910 and U911. The following scheme is applicable for both Butane and Propane
Spheres feeding:

operation. Products from Unit 300 and from Unit 530 are fed simultaneously to the
same Sphere to maintain constant the quality of exported product.
Export and transfer facilities are located in Existing Pump Station in Unit 910 and
remain unchanged after the rehabilitation of the refinery. New lines have been
provided to connect new spheres with the existing export and transfer facilities.
The target is to produce a hydro treated Naphtha free of Sulfur and nitrogen and to split it into
Light and Heavy Naphtha to feed downstream Isomerization and CCR units.
1.2 Fundamental sections
Naphtha Hydro treating Process is mainly described as in three sections:
REACTOR SECTION
Decompose organic sulfur and nitrogen compounds contained in the Straight run naphtha
STRIPPING SECTION
Recover the hydro treated naphtha without dissolved H2S.
SPLITTER SECTION
The function of the splitter 500-C-002 is to split the full range naphtha into light naphtha to feed
the Isomerization unit (unit 510), and heavy naphtha to feed the CCR unit (unit 520).
The purpose of light naphtha isomerization unit (U-510)is to increase the Research Octane
Number (RON) of the hydrotreated light naphtha cut coming from the naphtha hydrotreating
Unit (U-500) to reach minimum 88.0 on RON with a maximum RVP of 100 kPa.
Isomerate product is the blend of light isomerate and heavy isomerate from the
deisohexanizer column and is sent to the gasoline pool.
The purpose of the Reside Fluid Catalytic Cracking (RFCC) unit is to convert heavy crude oil
fractions RCO + HGO from ADU unit into lighter (light gasoil, LPG), more valuable
hydrocarbon products at high temperature and moderate pressure in the presence of a finely
divided silica / alumina based catalyst.
RFCC unit is designed to process a combined feed rate of 1,000,000 TPA (20,754 BPSD)
of heavy gasoil (HGO) and atmospheric residue (RCO) from ADU (unit 100).

The ERT is composed by the Supervisor of the key disciplines (department) that are working on
daily basis at SITE Level and in a specific areas involved in start-up and operation.
The FFT is the Sonatrach intervention team supported by trained firewatchers and HSE
supervisors from CPECC and subcontractors.

02 doctors, 01 nurse, and 2 qualified ambulance technicians certified for first aid, they
provide good medical assistance 24 / 24h and 7 / 7D.
Two ambulances equipped omnipresent on site, which provide evacuation in case of
accident.
The medical staff is in constant contact with the HSE by radio and ATEX cell phone.
Also Sonatrach have its own medical team which can assist in the emergency if required.
It is detailed here, the roles and/or responsibilities of the ERT members assigned to supervise
the SITE activities and specifically the Units start-up and operation.
The ERT Members must ensure the availability of appropriate tools and equipment requested to
prevent an incident and/or to perform the first intervention in the event that an incident occurred.
For the major incidents cases the emergency will be under Sonatrach management.
11.PRECAUTIONS
Information and warning devices (line wrapping, restriction of areas, warning signs…..)
-
will be displayed. Excavation works, hoisting operations that can damage the pipes to be
controlled and supervised.
- Supervisor or Forman present on the spot, controlling activities with a gas detectors
- Work permit procedure will be in place in commissioned units and around all potential
release points. (Hot work jobs without permit to be strictly prohibited.
- Wind socks to be installed to indicate wind direction and located such that they can
be visible in a wide perimeter.( IN CASE OF EMERGENCY ALWAYS CROSS THE
WIND DIRECTION )

12.INSULATION
As each potential incident requires a specific analysis to establish the best way to interrupt the
gas & crude supply, it aims to eliminate the risk at the source.
The purpose here is not to give the only solution but at least to make sure that isolation points
can be quickly identified and reached (either oil of gas).
Fire Brigade:
- Sonatrach will supply a skilled fire chief and his fire brigade operating on a 24
hours basis as soon as the gas is introduced in the Plant.
- As the NEW fire station is not yet complete, Sonatrach mobile equipment are
available 24 hours and will be mobilized for intervention.
- Communication with the fire brigade will be performed through VHF transceivers
set on the safety standby channel and carried at all time by the one designated
permanence fireman from CPECC (or from a mobile to the fixed telephone in
Sonatrach fire station).
- The quick attack fire truck will be commissioned by Sonatrach and parked nearby
the concerned areas, ready for intervention.
- Sonatrach and CPECC Fire and Safety Manager shall be responsible and
control the good acknowledgement and the efficient application of the enforced
procedures by the manpower under their responsibility.
13.TRAINING
- Shift foremen and firemen mobilized by CPECC will be of course skilled for the
handling and the quick lining- up of any fire-fighting device.
- CPECC safety department will require and participate to emergency tests and
exercises done by Sonatrach
- Acknowledgement and Training Plan of the present procedure and associated
evacuation procedure will be put in place by CPECC Safety Department in such a
way that any PC&C or construction work force present in the commissioned units will
be able to safely evacuate in case of an emergency. (No work permit in the restricted
area will be authorized by CPECC Safety Department to non-previously forewarned
supervisors).
14.EVACUATION

Evacuation procedure in case of a fire or a gas leak shall be instructed by PC&C and/or
construction supervisors in accordance with 9952C-000-PP-0852
The following specific measures and precautions will be in place for the duration of the
temporary Flare operation.
Acknowledgement of the evacuation procedure and associated training to be mandatory for all
PC&C or construction supervisors responsible of a work force in the restricted area. Training
sessions will be organized by CPECC Safety department.
15.FIREFIGHTING EQUIPMENT
Dry powder extinguishers (06 kg) will be in place in possible leak areas.

to intervene to allow the rescue of an injured person at SITE.
