INVITATION TO BID (ITB)

“Supply of Goods for Arnoun and Hibariyeh” LB-TY-01098

Action Against Hunger (ACF) is a non-governmental, non-political, non-denominational and non-profit organization, established
in France in 1979. AAH’s vocation is to save lives by combating hunger, diseases, and other crises threatening the lives of helpless
men, women and children. Action Against Hunger opened a mission in Lebanon in August 2006.

1. Description. ACF Lebanon is inviting competent and interested suppliers to submit their Bids to provide the following products:

“Supply of Goods for Arnoun and Hibariyeh”

Please find detail specifications in RFQ (ref. “RFQ_LB-TY-01098”) which can be requested by e-mail
wzaiter@lb.acfspain.org

2. Deadline for submission. All bids must be submitted before 15/11/2020 (15th of November 2020) at 16:00 in a
sealed envelope or via email. Late Bids will be automatically rejected.

3. Clarification of Bid. Any request for clarification must be received by Action Against Hunger email wzaiter@lb.acfspain.org
at least 3 days before the deadline for submission of bids. Action Against Hunger will reply to bidders' questions at least 2 days
before the deadline for submission of bids

4. Sections of Bid. Bidders are required to complete, sign and submit the following documents (Bid):

1. Annex 1,2,3,4,5 and 6 (signature, stamp and the date on each page);
2. Quotation filled by hand (signature, stamp and the date on each page) or supplier can use their own format.
3. Questionnaire filled (signature, stamp and the date on each page);
4. Copy of valid registration certificate and VAT (if applicable).
5. ID of Owner or Manager.
6. Bank Details.
Failure to provide all of the above and in the formats stipulated may result in disqualification

5.Award Criteria. The contract will be awarded to the technically and administratively compliant offer(s) that is offering the
best quality/price ratio, considering the quality of the products offered and the price of the offer.

Note. No samples will be required to submit together with the Bid. Only shortlisted bidders will be requested to provide samples
of each item for inspection and visit will be in the warehouse of the Bidders

6. General.
- Submission of a Bid shall be deemed as an acknowledgement by the Bidder that all obligations stipulated by this ITB and RFQ
will be met and, unless specified otherwise, the Bidder has read, understood and agreed to all the instructions in this ITB and
RFQ.
- Action Against Hunger is under no obligation to award a contract to any Bidder as a result of this ITB/ RFQ.

‫منظمة العمل ضد الجوع هي منظمة غير حكومية وغير سياسية وغير طائفية وغير ربحية ‪ ،‬تأسست في فرنسا في عام ‪ .1979‬وتتمثل مهمة المنظمة‬
‫في إنقاذ األرواح من خالل مكافحة الجوع واألمراض واألزمات األخرى التي تهدد حياة الرجال والنساء واألطفال العاجزين‪ .‬افتتحت منظمة العمل‬
‫ضد الجوع مهمتها في لبنان في آب ‪.2006‬‬

‫‪ .1‬الوصف‪ :‬تدعو منظمة العمل ضد الجوع الموردين األكفاء والمهتمين لتقديم مناقصاتهم لتقديم المنتجات التالية بموجب اتفاقية إطار العمل لمدة‬
‫توريد مواد لمواقع أرنون والهبارية‬

‫يرجى االطالع على المواصفات التفصيلية في طلب األسعار (مرجع "‪ )"RFQ_LB-TY-01098‬التي يمكن طلبها عبر البريد اإللكتروني‬

‫‪ 16:00‬في ظرف‬ ‫‪ .2‬آخر موعد للتقديم‪ :‬يجب تقديم جميع المناقصات قبل ‪ 15( 2020/11/15‬تشرين األول ‪ )2020‬في الساعة‬
‫مختوم أو من خالل البريد اإللكتروني‪ .‬سيتم رفض المناقصات المتأخرة تلقائ ًيا‪.‬‬

‫‪ .3‬توضيح المناقصة‪ :‬يجب أن تتلقى منظمة العمل ضد الجوع أي طلب توضيح عن طريق البريد اإللكتروني ‪wzaiter@lb.acfspain.org‬‬
‫قبل ثالث أيام على األقل من الموعد النهائي لتقديم المناقصات‪ .‬وستقوم منظمة العمل ضد الجوع بالرد على أسئلة مقدمي العروض قبل يومين‬
‫على األقل من الموعد النهائي لتقديم المناقصات‪.‬‬

‫أقسام المناقصة‪ :‬على العارضين استكمال وتوقيع وتقديم الوثائق التالية (المناقصة)‪:‬‬ ‫‪.4‬‬

‫المرفقات ‪ 5 ,4 ,3 ,2 ,1‬و‪( 6‬التوقيع والختم والتاريخ في كل صفحة) ؛‬ ‫‪.1‬‬


‫التسعير مملوء باليد (التوقيع والختم والتاريخ على كل صفحة) كما يمكن للتاجر استخدام النموذج الخاص به‪.‬‬ ‫‪.2‬‬
‫نسخة من شهادة تسجيل صالحة وضريبة القيمة المضافة (إن وجدت)‪.‬‬ ‫‪.3‬‬
‫اإلستمارة (التوقيع والختم والتاريخ على كل صفحة)‬ ‫‪.4‬‬
‫نسخة عن بطاقة هوية المالك أو المدير العام‪.‬‬ ‫‪.5‬‬
‫‪ .6‬التفاصيل البنكية‪.‬‬
‫قد يؤدي الفشل في تقديم كل ما ورد أعاله وباألشكال المنصوص عليها إلى عدم األهلية‬

‫‪ .5‬معايير منح العقد‪ :‬سيتم منح العقد للعرض (العروض) المتوافقة تقنيًا وإداريًا والتي تقدم أفضل نسبة جودة ‪ /‬سعر ‪ ،‬مع مراعاة جودة المنتجات‬
‫المعروضة وسعر العرض‪.‬‬

‫مالحظة‪ :‬لن تكون هناك حاجة لتقديم عينات جنبا إلى جنب مع العطاء‪ .‬سيطلب فقط من مقدمي العطاءات في القائمة المختصرة تقديم عينات من كل‬
‫عنصر للتفتيش‪.‬‬

‫‪ . 6‬عام‪:‬‬
‫‪ -‬يعتبر تقديم المناقصة بمثابة إقرار من قبل مقدمها بأن جميع االلتزامات المنصوص عليها في دعوة طلب التسعير وطلب األسعار سيتم الوفاء بها ‪،‬‬
‫وما لم ينص على خالف ذلك ‪ ،‬فإن مقدم المناقصة قد قرأ وفهم ووافق على جميع التعليمات الواردة في دعوة طلب التسعير وطلب االسعار‪.‬‬

‫‪ -‬منظمة العمل ضد الجوع ليست ملزمة بمنح العقد ألي مقدم عرض نتيجة ل طلب األسعار ‪ /‬دعوة طلب التسعير‪.‬‬
