32. *Shazia Marri:


(Deferred during 47th Session)

Will the Minister In-charge of the Aviation Division be pleased to


state:

(a) whether it is a fact that the Ex-Chief Executive Officer of the


Pakistan International Airlines (PIA) took one aeroplane of PIA
with him to Germany and handed it to museum in said country;
if so, the details thereof; and

(b) the actions taken to bring back the said aeroplane?

Minister In-charge of the Aviation Division: (a) It is true that a non-


fly worthy Airbus A310 bearing registration No. AP-BAQ was sold for ¤ 47500/-
to a Leipzig museum Germany with the approval of Ex-CEO Mr. Bernd
Hildenbrand. Allegedly, some discrepancies were found in application of PPRA
rules 2004 in the sale of above said aircraft.

(b) An internal enquiry of this matter was carried out in PIA in which the
Ex-Acting Chief Executive Officer Mr. Bernd Hildenbrand was found guilty of
violations. Later on Mr. Bernd Hildenbrand was terminated from PIA service. It is
further stated that FIA is reportedly conducting an inquiry in to the said matter and
its findings are awaited.

50. *Ms. Naeema Kishwar Khan:

Will the Minister In-charge of the Cabinet Division be pleased to state:

(a) the province-wise total amount of financial assistance disbursed


by the Pakistan Bait-ul-Mall (PBM) during the year 2015-16 and
2016-17 alongwith the details thereof; and

(b) the total amount of financial assistance given to the residents


of Rawalpindi and Islamabad by the PBM during the said
period alongwith the details thereof?

1. *Ms. Nighat Parveen Mir:

Will the Minister for Federal Education and Professional Training be


pleased to state:

(a) whether applications for appointments against the posts of LDC


(Urdu) were invited by the Allama Iqbal Open University (AIOU)
during the September, 2016; if so, the details of the applicants
thereof separately;

(b) the total amount collected therefrom alongwith the head-wise


utilization thereof;

(c) the total number of applicants called for the test conducted by
the AIOU therefor alongwith the details thereof separately;

(d) the total number of applicants out of above have not been called
for test against the said posts alongwith the details and reasons
thereof separately; and

(e) whether there is any proposal under consideration of the


Government to return the amount of drafts of Rs.500/- which
was received by the said University with the said applications;
if so, when it will be implemented; if not, the reasons thereof?

Minister for Federal Education and Professional Training


(Mr. Muhammad Baligh-Ur-Rehman): (a) Yes, Allama lqbal Open University
(AIOU) has invited applications against various positions including 03 posts of
LDC (Urdu/Arabic) in August/ September, 2016. Subsequently, 53 applications
were received for said post. The detail of the applicants is attached at Annex-I.

(b) A total of Rs. 17,000/- (34 X 500 = 17000) has been collected
from 34 applicants as an application processing fee, which is non-refundable. The
collected amount has not been utilized so far; since, no test has been conducted
against the said position.

(c) No candidate has been called for test/interview. During the initial
scrutiny, a total of 30 applications satisfy the eligibility criteria, as per advertisement.
These candidates would be called for written test, to be conducted by AIOU
shortly. The detail is attached at Annex-II.

(d) Initial scrutiny of the candidates’ particulars has revealed that 23


candidates do not fulfil the eligibility criteria due to over age (4), and incomplete
applications/without fee/application form/documents (19). However, no written
test for the LDC (Urdu/Arabic) has been scheduled/conducted, so far.

(e) There is no such proposal under consideration, as the application


processing fee of Rs. 500/- is nonrefundable. The fee is utilized against the following
activities, undertaken during the selection process:

i. Punching of Data
ii. Scrutiny of application through Committees
iii. Issuance of call letter through TCS/Registered posts
iv. Remuneration to the examiner for the preparation of test.
v. Conduct of test/interviews through Selection Board/Selection
Committee.

(a) the details of allowances admissible to employees of the Pakistan


Railways at present; and

(b) the details of the welfare projects launched for the said employees

(b) A welfare project worth Rs. 740.000 million was commenced in


2016 for employees from BS-1 to BS-16 for construction of 180 staff quarters in
Narowal, Lahore and Karachi. The expected date of complition of the project is
31-12-2018.

A welfare project worth Rs.160 million was commenced in 2016 for


replacement of two Diesel Generator sets (1 Mega Watt) for service and residential
buildings in Lahore. The project has been completed on 30-06-2017

3. *Ms. Aliya Kamran:

Will the Minister In-charge of the Capital Administration and


Development Division be pleased to state:

(a) whether it is a fact that a number of letters have been written
by the Constitutional Bodies to the Capital Development
Authority for installation of tiles in the Constitutional Bodies/
departments; if so, the details thereof;

(b) the time by which the installation work of tiles will be completed;

(c) the names of those Constitutional Bodies where the said work is
pending at present alongwith the details thereof;

(d) the total expenditures to be incurred thereon; and

(e) whether the approval has been taken for the said expenditures;
if so, the date; if not, the reasons thereof?

(b) The work for fixation of tiles in M/o Parliamentary Affairs will be
completed in a period of one month subject to availability of funds.

Where as the estimates for Law & Justice , M/o Planning & Development
&Reforms and Ministry of Interior are under process and will be put to tendering
in 3rd quarter release 2017-18.

(c) M/o Law & Justice, M/o Planning, Development & Reforms, and
M/o Interior.

(d) Total expenditure amounting to Rs. 6.8 (M) will be incurred to


complete the job,

(e) Yes, the work of M/o Parliamentary Affairs & M/o Interior have
been approval by the competent authority. The work for M/o Planning, Development
& Reforms and M/o Law & Justice are under approval. The work will be carried
out on receipt of 4th quarter release 2017-18 from the Government of Pakistan.

Will the Minister In-charge of the Establishment Division be pleased


to state:

(a) the names of officers of BPS-20 belong to Multan, Bhahawalpur


and Dera Ghazi Khan Divisions, who have been considered for
promotion by the Central Selection Board (CSB) since June 1,
2013; and

5. *Sheikh Salahuddin:

Will the Minister In-charge of the Capital Administration and


Development Division be pleased to state the steps being taken by
the present Government for transparent and fair admission policy in
the educational institutions in Islamabad?

Minister of State for Capital Administration and Development


Division (Dr. Tariq Fazal Chudhary): Federal Directorate of Education issues
Admission Policy at the commencement of new academic session for Classes
Prep to IX after due deliberations with all the stakeholders. Following steps are
have been taken to make transparent and fair admission process:—

 Residents of Islamabad and FG/ semi Government employees are


eligible for admission of their children.

 Documentary requirements are made flexible.

 Age relaxation of one year in the upper age limit (5-6 years) has
been made for admission in Class I.

 Students passing Centralized Annual Examination for Class-V


conducted by FDE are eligible for admission to Class-VI in nearby
school without admission test.

 Preference in admission is given to the children belonging to same


family.

6. *Sahibzada Muhammad Yaqub:

Will the Minister In-charge of the Aviation Division be pleased to


state:

(a) the details of earnings accrued from premier service of the


Pakistan International Airlines;

(b) the performance of the said service; and

(c) the details of aircrafts hired for said service?

Minister In-charge of the Aviation Division: (a) Total earnings for


Premier Service from 14th August 2016 till 8th February 2017 remained around
PKR 0.96 billion. The loss incurred remained on PKR 1.14 billion (on Direct
Operating Cost) and PKR 2.88 billion (on Total Operating Cost).

(b) Premier Service was started on 14th August, 2016 with A330 aircraft
on Islamabad/Lahore-London­Lahore/Islamabad sectors. The aircraft on wet lease
was acquired from Srilankan Airline in order to provide better quality services to
its customers at par with other international airlines.

It is further to be mentioned that as per National Aviation Policy an aircraft


cannot be wet-leased for more than six months. Accordingly, PIA’s Agreement
with Sri Lankan Airlines for wet lease of one Airbus A330 expired on February
09, 2017 and the aircraft was returned.

The PIA fares were worked out to be increased in anticipation. However,


owing to capacity glut the overall fare levels did not increase and PIA had to settle
for the min fare range (all incl.) of GBP 532-682 against competitor fare range (all
incl.) of GBS 520-670.

It was therefore decided that till the time PIA’s own fleet (B-777s) are
upgraded with value added services (Wi-Fi and flatbed seats, IFE) the premier
Service be suspended.

It is also to be mentioned that after suspension of Premier Service, the


flight operation to London has not been reduced. The premier service was on six
frequencies out of total ten. PIA still operates same number of flights to London by
its own fleet of Boeing 777s.

(c) Tender for Wet Lease of upto (04) Wide Body aircraft was floated
on May 19, 2016 and bids were opened on June 30, 2016. Following three
bidders submitted their bids:

Bids received were technically evaluated and the evaluated bidder with
the lowest cost per seat per Block Hour as per the tender floated was selected.

7. *Mr. Junaid Akbar:

Will the Minister for Climate Change be pleased to state:

(a) the effects of climate change on food production in the country;

(b) the steps being taken with regard to these effects; and

(c) the decrease made in food production due to said effects since


June, 2013?

Minister for Climate Change (Mr. Mushahid Ullah Khan): (a)


Agriculture is central to human survival and is probably the human enterprise
most vulnerable to climate change. The agriculture sector, as the single largest
sector of Pakistan’s economy, is its lifeline. It accounts for 45% of the labor force,
21% of GDP and 70% of total export earnings. Agriculture in Pakistan is greatly
affected by short-term climate variability and could be significantly impacted by
long­term climate change. As the duration of crop growth cycles is related to
temperature, an increase in temperature will speed up crop growth and shorten
the time between sowing and harvesting. This shortening could have an adverse
effect on productivity of crops and fodder for livestock. The hydrological cycle is
similarly likely to be influenced by global warming, necessitating the agriculture
and livestock sectors, particularly in rain-fed areas, to adapt to climate change.

 The National Climate Change Policy gives overarching guide lines


and gives considerable weightage to research which is greatly lacking. The policy
identifies the key guiding principles as far as research in Agriculture is concerned.

 Develop appropriate digital simulation models for assessment of


climate change impacts on physical, chemical, biological and financial aspects of
agricultural production systems in various agro-ecological zones;

 Develop new varieties of crops which are high yielding, resistant to


heat stress, drought tolerant, less vulnerable to heavy spells of rains and less prone
to attack by insects and pests;

 Develop and introduce better breeds of livestock with higher milk


productivity and which are less prone to heat stress and more drought tolerant;

 Develop quality data sets on crop, soil and climate related parameters
to identify ideal cropping patterns for each region and facilitate research work on
climate change impact assessment and productivity projection studies;

 Enhance the research capacity of various relevant organizations to


make reliable predictions of climatic parameters and river flows for seasonal, inter-
annual and inter-decadal timeframes, to assess the corresponding likely impacts
on various crops and to develop appropriate adaptation measures;

 Promote targeted research on adoption of sustainable land
management practices;

 Enhance the capacity of the farming community to take advantage of


the scientific findings of relevant research organizations.

(b) The first On Farm Water Management Program (OFWM) in Pakistan


was implemented, on pilot basis, from 1976 1980 with the financial assistance of
the United States Agency for International Development (USAID) It included
seven tehsils of the Punjab for farm level participatory conservation of irrigation
resources through improving conveyance and application systems. This was
followed by various OFWM projects by upscaling its different activities in the
entire province with funding from international donor agencies such as the World
Bank, International Development Association (IDA), and International Fund for
Agricultural Development (IFAD), Japan Bank for International Cooperation
(JBIC), Asian Development Bank (ADB) and Food and Agriculture Organization
(FAO).

Since inception of these programs, about 43,000 watercourses have been


re­modelled and reconstructed according to prescribed engineering design in the
canal commanded areas of the Punjab. This increases conveyance efficiency by
reducing seepage, evaporation, and operational losses. The government picks up
80% of the cost of construction materials and provides technical guidance while
the farmers are required to contribute 20% of the cost of construction materials
and labour for improvement of the watercourses.

 LASER land levelling technology was introduced in Punjab in 1985


through OFWM program. 20 -25% irrigation water is lost during its
application to crops because of uneven fields and inappropriate farm
designing (GoPb; 2011) This leads to excessive application to low-
lying areas and under-irrigation of higher spots. Over-irrigation
leaches soluble nutrients from the crop root zone and under-irrigation
of elevated parts of fields results in yield loss due to insufficient water
besides accumulation of salts in such patches. This ultimately results
in less crop productivity, degrades groundwater quality, causes water
stress, and restricts efficient application of agricultural inputs.

 High Efficiency Irrigation Systems (HEIS) was introduced in Pakistan


in 2007 through a federally funded project called “Water
Conservation and Productivity Enhancement through HEIS Systems

in Pakistan”. The target for Punjab through that project was 1, 40,000
acres in 5 years. However, by 2010, when devolution to the provinces
through the 18th Constitutional amendment took place, 9000 acres
had been covered. After that the project was discontinued. The next
project for HEIS was the Punjab government funded “Pilot Testing
of Drip Irrigation for Cotton Cultivation in Thal” in 2010-2011. This
project aimed to cover 3000 acres. The cost was Rs.85000 per
acre and the , government gave a subsidy of Rs.70,000 per acre.

(c)  Increase in frequency and intensity of extreme and erratic weather


events such as floods, cyclones and droughts;

 increased variability in both monsoon and winter rainfall with erratic


and uncertain rainfall patterns;

 Agriculture and livestock productivity likely to suffer due to high


temperature, droughts, floods, cyclones and soil degradation endangering food
security of the country.

 Recession of the Hindu Kush-Karakoram-Himalayan (HKH)


glaciers due to global warming and carbon soot deposits from trans-boundary
pollution sources, threatening water inflows into the Indus River System (IRS);

 Increased siltation of major dams caused by more frequent and intense


floods;

 Rising temperatures resulting in enhanced heat and water-stressed


conditions, particularly in arid and semi-arid regions, leading to higher
evapotranspiration and depletion of soil moisture. This would result in increased
requirements of irrigation water, less availability of water and decrease in agricultural
productivity;

 Decrease in the already scanty forest cover, from too rapid change
in climatic conditions to allow natural migration of adversely affected plant species;

 Increased threat to biodiversity, which is already at risk due to


land­use/cover change and population pressure;

 Degradation of rangeland and further deterioration of the already


degraded cultivated land areas such as those suffering from water erosion, wind
erosion, water-logging, salinity etc.;

 Weakening eco-systems

 Increased intrusion of saline water and salinity in deltaic regions due


to sea-level rise and reduced discharge of major rivers, adversely affecting coastal
agriculture, forestry such as mangroves and biodiversity such as breeding grounds of fish;

 Abundance of insects, pests and pathogens in warmer and more


humid environment, particularly after heavy rains and floods;

 Threat to coastal areas due to projected sea level rise and increased
cyclonic activity due to higher sea surface temperatures;

 Increased stress between upper riparian and lower riparian regions


in relation to sharing of water resources;

 Increased health risks and climate change induced migration.

 Increased requirements of irrigation water due to higher


evapotranspiration at elevated temperatures; while less water will be available.

8. *Shaikh Rohale Asghar:

Will the Minister In-charge of the Capital Administration and


Development Division be pleased to state the steps taken for the
development/improvement and extension of the National Institute of
Rehabilitation Medicine, Islamabad during the tenure of the incumbent
Government?

Division (Dr. Tariq Fazal Chudhary): During the tenure of the incumbent,/
Government a number of improvements have been made in various departments
of NIRM to optimize patient care and to provide maximum possible services to
the disabled patients.

 New C.T Scan unit installed in Radiology Department.

 Up-gradation of Physiotherapy department and establishment of a


separate Gymnasium for admitted patients. With the establishment
of this latest gym, admitted male patients now have access to
improved, personalized physiotherapy services on a need-based
approach.

 Provision of Traction Unit which is extensively helpful for the patients


having spinal problems.

 Up-gradation of Laboratory: Following equipments were replaced
to provide excellent services to the patients.

1. Hematology auto analyzer


2. ERBA Chemistry autoanalyzer
3. Microscope.

2. In addition to the above, during the said period, to provide better


services to the handicapped patients and to strengthen the present set-up 17 new
posts of various cadres have been created in the Institute.

Efforts are being made for expansion of the present Institute. For the
purpose the Capital Development Authority (CDA), Islamabad provisionally
allotted a plot measuring 4,167 sq yards adjacent to the present building of the
Institute. On the advice of CDA the Institute deposited the premium of
Rs. 46,87,876/- including ground rent. Whereas, the CDA allotted only 2777.77
sq yards instead of original piece of land i.e. 4,167. The case was taken up by the
Audit department in the PAC. The PAC issued a directive to CDA for allotment of
entire plot of land. The CDA authorities have agreed to handover the remaining
piece of land. As soon as the possession of entire plot i.e. 4,167 sq yards is
handed over, the expansion of this Institute will be started.

9. *Mr. Muhammad Muzammil Qureshi:

Will the Minister for Federal Education and Professional Training be


pleased to state:

(a) the prescribed criteria to accredit a degree programme of a


University by the Higher Education Commission (HEC) at
present;

(b) the status of those students of universities who either have


completed their degree programmes or their study programmes
are in process but the HEC revokes the recognition of university
as a whole or its degree programme partially;

(c) whether the degrees of those students are acceptable who have
completed their degree programmes and the HEC duly verified
their degrees of such universities; if so, the details; if not, the
reasons thereof; and

(d) the steps being taken by the HEC to safeguard the future of


such students and universities?

accredit a degree programme of a university by the Higher Education Commission
(HEC) at present is as follows:

i. Adequate physical infrastructure having 2 classrooms per department

ii. 6 regular faculty members i.e. 1 Professor, 1 Associate Professor,


2 Assistant Professors and 2 Lecturers per department

iii. 1500 books and related journals

iv. availability of ICT facilities

v. related laboratories (if necessary)

vi. Accreditation from the relevant professional accreditation councils


(mandatory), in case of professional degree programs.

However, new programs can only be offered in accordance with the


provisions available in the Charters/Acts of the Universities, after seeking necessary
statutory approvals from the respective University authorities.

(b) HEC recognizes degrees of students after assurance of necessary


rules and procedures required for verification. Generally, Universities are provided
adequate time to fill in the gaps and meet the deficiencies.

However, issues have been reported wherein many private sector


Universities have operated academically at various unlawful places and issued
degrees to unlawful graduates from their principal seats without mentioning the
exact place of study of the students. HEC has taken up this matter and started
record validation of these students. Resultantly, the Universities were forced to
provide data about their legitimate and illegitimate students. Consequently, their
degree verification process is on halt until and unless record validation gets
accomplished.

Further, degree verification matters pertaining to various Universities who


have operated unlawfully are currently sub-judice various courts of law; thereby
restricting HEC to take any parallel action in this regard.

(c) HEC recognizes degrees of students studied at the legitimate and


approved places of study of recognized Universities after assurance of necessary
rules and procedures required for verification.

However, degrees which have been issued without record, whether


attested or otherwise, stand null and void as per the judgement of the honorable
Supreme Court of Pakistan in the Civil appeal No. 47 of 2010 titled Haji Nasir
Mehmood, (the then MPA PP-III) - Gujrat vs Mian Imran Masood and others in
which the degrees awarded by the University of EAST, Hyderabad without having
proper academic record were nullified by the Court.

(d) In order to check mushrooming of illegal /substandard universities /


institutions, the Commission is working in close cooperation with all the provincial
governments. A list of such institutions is also being maintained on our website and
regular periodic public alerts are also published in the electronic and press media
cautioning parents, students and general public not to seek admission in such
unlawful universities / institutions as qualifications held from them would not be
recognized / validated.

The lists of illegal universities/institutions have also been forwarded to Provincial


Governments for taking necessary action for closure of such universities / institutions.

10. *Ms. Naeema Kishwar Khan:

Will the Minister In-charge of the Capital Administration and


Development Division be pleased to state:

(a) whether it is a fact that the construction works of roads of the


sub sectors of Sector G-13, Islamabad have not been completed

employees who retired after 1-1-2016 have been paid commutation amount

Minister In-charge of the Cabinet Division: (a) Cabinet Division with


the approval of the Federal Cabinet vide Memorandum dated 6th June, 2017
transferred Federal Government functions of five (05) Regulatory Authorities i.e.
NEPRA, PTA, FAB, OGRA and PPRA from Cabinet Division to their respective
line Ministries / Divisions and also amended the Rules of Business, 1973 vide
SRO Notification dated 12-06-2017. The said Memorandum was challenged in
the Islamabad and Lahore High Courts and the Courts suspended the operation
of Memorandum. Thenceforth, the operation of the Memorandum is suspended.
In the circumstances, above Regulatory Authorities are working under the cabinet
Division.

(b) The Regulatory Authorities work in accordance with their statue /


law. The placement of a Regulatory Authority under a certain Division of Federal
Secretariat does not involve any deviation from their prescribed statue / law and
policy. Moreover, the transferring of Regulatory Authorities from Cabinet Division
to line Ministries / Divisions will not affect their administrative and financial autonomy
as their parent legislation stands unchanged.

(c) The business of the Divisions may be modified from time to time.
The relevance of the subject to a Division is kept in view while assigning functions
to a Division for efficient service delivery, good governance and improving
performance of the Federal Government. Keeping in view the aforesaid facts,
Regulatory Authorities were transferred from Cabinet Division to their respective
line Ministries / Divisions.

(d) It is to mention that Regulatory Authorities are working in


accordance with their statutes / laws. The administrative, financial and operational
autonomy or independence of a Regulatory Authorities is enshrined in their parent

and has approved environmental friendly policies to build a cleaner, healthier
environment for people of Pakistan. The area of high importance includes programmes
which will ensure clean air, land and water for all. To address the environmental
challenges major policies and framework are as follows.

 At International level, Pakistan is party to numerous Multi-Lateral


Environmental Agreements (MEAs)

 Ministry of Climate Change is also custodian of Male Declaration on


Transboundary Air Pollution.

However, after the 18th Constitutional Amendment, the subject of


“Environmental Pollution and Ecology” has been devolved to the provinces.
Resultantly, provincial governments have enacted/ formulated their own
Environmental Protection Acts and allied regulations. The same are being enforced
under the respective provincial jurisdictions. Jurisdictions of M/o CC are limited
to ICT only.

(c) The Ministry of Climate Change in collaboration with provinces


undertook plantation of 783.101 millions saplings during the last three years.

(d) The total number of trees planted in the country since 01-01-2014 is

17. *Mr. Sher Akbar Khan:

Will the Minister In-charge of the Establishment Division be pleased to


state whether there is any proposal under consideration of the Government

being regularized since long; if so, the reasons thereof; and

Division (Dr. Tariq Fazal Chaudhry): (a) There are 02 Nos. of employees working
in Parliament House on contractual basis and their case for regularization will be
processed in pursuance of Establishment Division’s Office Memorandum dated
11-05-2017 duly adopted by CDA Board vide notification dated 17-10-2017 (Copy
enclosed at “A”). However no contractual employee is working in Parliament House
Mosque. One is working there on daily wage basis for 89 days.

(b) Establishment Division, Government of Pakistan vide Notification


No. F.53/1/2008-SP, dt. 11-05-2017 has issued new criteria for appointment on
regular basis of Contract / Contingent Paid/ Daily Wage / Project employees. The
sane has been adopted in CDA vide notification dated 17-10-2017 (Annex “A”).
In pursuance of guide lines conveyed by Establishment Division, a circular dated
01-11-2017 (Annex “B”) has been issued to all formations of the Authority to
provide details of their Contract / Contingent Paid/ Daily Wage / Project employees.
On receipt of requisite information, regularization process shall be initiated as per
guide lines/mechanism conveyed by Establishment Division in above mentioned
Office Memorandum.

19. *Ms. Khalida Mansoor:

Will the Minister In-charge of the Capital Administration and


Development Division be pleased to state the location-wise federally
administered liver transplantation centres and hospitals in the country
at present?

Minister of State for Capital Administration and Development


Division (Dr. Tariq Fazal Chaudhry): The jurisdiction of Capital Administration
& Development Davison is restricted to Islamabad Capital Territory (ICT). The only
facility of liver transplantation was started at Pakistan Institute of Medical Sciences
(PIMS) on the direction of Prime Minister of Pakistan in November 2010. The Center
for Liver Disease & Liver Transplant started functioning on December 21, 2012.

Funds worth Rs. 233 million were released in the financial year 2010-2011
& 2011 & 2012 and were utilized under four components i.e. Civil Work,
Procurement of Equipment, hiring of staff and operational expenditures of the project.

20. *Ms. Aliya Kamran:

Will the Minister In-charge of the Establishment Division be pleased


to state:

(a) whether it is a fact that 20 percent quota has been allocated for
domicile holders of Islamabad; if so, the names of institutions
where it will be applied alongwith the details thereof;

(b) whether it is also a fact that a number of institutions working


under the Federal Government where the said quota is being
applied is less than 20 percent at present;

(c) the time by which said quota will be implemented in said


institutions;

(d) the total number of posts/vacancies lying vacant in said institutions


separately at present alongwith the details thereof; and

(e) the time by which appointments will be made on said vacant


vacancies?

Minister In-charge of the Establishment Division: (a) In compliance


with the judgment of Islamabad High Court, Islamabad in Writ Petition No. 1648 of
2015 dated 03-09-2015, Establishment Division vide O.M No.4/3/93- R-2 dated
26-01-2016 (Annex-I) has issued instructions regarding allocation of 20% quota for
residents of Islamabad Capital Territory to all posts to be filled on All-Pakistan basis to
the extent of offices of ICT whose functional jurisdiction is restricted to [CT. Ministries/
Divisions have been requested for provision of names of institutions where it will be
applicable alongwith details thereof.

(b) After its promulgation, 20% quota is implementable for recruitment


to all posts to be filled on All-Pakistan basis to the extent of offices of [CT whose
functional jurisdiction is restricted to ICT. Institutions working under the Federal
Government are liable to adhere to the said quota policy.

(c) The said allocation of 20% quota is effective from the date of issue
of O.M dated 26-01-2016 and is being implemented.

7(d) & (e) The desired data/detail is not readily available. Ministries/Divisions
have been requested and the same will be provided accordingly in consolidated

Will the Minister for Railways be pleased to state:

(a) the date on which the operation of trains for Dargai-Charsadda-


Mardan-Peshawar from Nowshera was discontinued alongwith
the reasons thereof;

(b) the steps being taken by the Government for the restoration of
the said trains;
 
(c) the land of the Railways in said areas are lying under
encroachments at present alongwith the detail thereof; and

(d) the steps being taken by the Government to vacate the said
encroachments?

Minister for Railways (Khawaja Saad Rafique): (a) Two passenger/


Mixed trains ( P477/ 9478 & P479/P 480) were plying between Dargai-
Charsadda- Mardan from Nowshera which were discontinued on 31.01.2000
being not commercially viable, while the section is open for freight traffic. However
train service on Nowshera-Peshawar section is in operation.

(b) There is no proposal under consideration to restore passenger train


service in near future.

(c) The encroached land in Peshawar, Dargai, Mardan, Nowshera &


Charsadda is summarized as under:—

(d)  Most of the encroachments are on the temporarily non-operative


stations except Peshawar & Nowshera. The encroachment removal
operation is an on-going process which will continue till the elimination
of all encroachments.


The railway land measuring 42 acres have been retrieved in Khyber
Pakhtunkhwa w.e.f 24-06-2013, out of which 16.052 acres have
been retrieved on following stations so far.

 Efforts were made to retrieve the 11.92 acres land in Peshawar which
was leased out to Farhad Khan for agriculture purpose but the Ex-
lessee filed a Civil Suit in Civil Court, Peshawar which is being
contested in the court. Next date of hearing is 12-12-2017.

 In order to regularize the commercial encroachments, a policy for


remedial management of all un-authorized commercial structure has
been introduced all over the Railway network. Willingness of the

un-authorized occupants is being obtained to execute agreement by


paying land lease charges and annual rent as per policy in vogue.
Policy for the remedial management of un­authorized residential
structure is also under consideration.

 The occupation of railway land by government departments has also


been taken up with the concerned provincial authorities and frequent
meetings are being held for an amicable solution.

 A comprehensive policy has also been framed to prevent further


encroachments. This policy makes the concerned Pakistan Railway
Officers/officials and Railway Police officials jointly responsible in
case of any new encroachment.

Standard Operating Procedure (SOP) and joint procedure order have


since been issued for strict implementation of this policy.

22. *Ms. Naseema Hafeez Panezai

Will the Minister for Information Technology and Telecommunication


be pleased to state the district-wise total number of towers installed
in Balochistan under the USF or any other programme/fund during
the last two years alongwith future plan thereof?

(Ms. Annusha Rehman Ahmad Khan): Ministry of IT & Telecommunication
through its umbrella organization USF Co. has taken several steps to provide
telecommunication services to the people of Baluchistan. These services have
been enabled by deploying state-of-the-art telecommunication infrastructure.

In this regard, 317 cell towers have been installed since July 2015 and
additional 248 will be deployed in the forthcoming years under USF. District-wise
list of towers installed/planned under USF are placed at Annex-I.

In addition, the telecom operators as per their commercial viability have


deployed 429 towers since July 2015 and additional 266 are under their planning
phase in Baluchistan. District-wise list of towers installed/planned by commercial
operators are placed at Annex-II.

Will the Minister for Climate Change be pleased to state whether it is


a fact that the climatic changes in Pakistan are adversely affecting
water resources in the country; if so, the initiatives taken by the
Government to overcome said situation?

Minister for Climate Change (Mr. Mushahid Ullah Khan): Water


resources are inextricably linked with climate; this is why the projected climate
change has such serious implications for Pakistan’s water resources. Freshwater
resources in Pakistan are based on snow and glacier-melt and monsoon rains,
both highly sensitive to climate change. Country specific climate change projections
strongly suggest the following future trends in Pakistan:

Decrease in glacier volume and snow cover leading to alterations in


the seasonal flow pattern of the Indus River System (IRS); increased
annual flows for a few decades followed by decline in flows in
subsequent years; increase in the formation and outburst of glacial
lakes; higher frequency and intensity of extreme climate events coupled
with irregular monsoon rains causing frequent floods and droughts;
and greater demand on water due to higher evapotranspiration rates
at elevated temperatures.

These trends will have a significant impact on the spatial and temporal
distribution of water resources on both annual and inter-annual basis
in the country. This will further exacerbate the already difficult situation
of a water stressed country facing demand increases due to population
growth and increasing economic activity.

The Ministry of Climate has also developed National Climate Change


Policy, which was approved by Federal Cabinet in September 2012.
The policy amongst other has very specific recommendation for Water
Resources. These adverse effects of climate change have been
acknowledged in the National Climate Change Policy. In the above-
mentioned policy, the Government of Pakistan aspires to address
the impact of climate change on water resources and to enhance
water security and enlists a number of measures it intends to undertake.

To ensure the implementation National Climate Change Policy,


Ministry of Climate Change has developed a framework which

identifies projects for each sector including water. For the protection
of the water resources the framework identifies stakeholders at
federal and provincial levels, municipalities, civil society, academia,
water conservation campaign groups, electronic media etc. Further
the framework has also assigned priority in terms of time which
includes priority action to be taken in 2 years, short term actions:
within 5 years; midterm actions within 10 years and long term actions
within 20 years.

In the meeting of National Climate Change Policy implementation


Committee chaired by the Minster for Climate Change it was decided
that all provincial governments will developed their action plans based
on the Framework for the implementation of National Climate Change
Policy. The action plan would also act as long term plan for protection
of water resources.

Other than this, to address the issue of drinking water a National


Drinking Water Policy has been developed. The Policy lays down
mechanism to ensure access of clean drinking water to the population.
After the 18th Constitutional amendment the subject of “Drinking
Water, Sanitation and Human settlements” was devolved, which is
yet to be allocated back to the Ministry of Climate Change. The
case for reallocation is pending with the Secretaries Committee.

After the 18th constitutional amendment, provinces have been


empowered to develop their action plans and allocate resources in
their budget for issues related to drinking water. The role of the
Ministry of Climate Change in this regard is to coordinate and report
implementation of national and international obligations.

has taken notice of mushroom growth of unauthorized
educational Institutions/universities  across the country; if so,
the city-wise details including names thereof;

(b) whether it is a fact that different chartered universities/educational


institutions have opened/establish its campuses illegally in
various cities in the country; if so, the details thereof; and

(c) whether it is also a fact that HEC has failed to control such


unauthorized/illegal educational institutions/campuses; if so, the
steps being taken by the Government to stop such establishment?

(Mr. Muhammad Baligh-ur-Rehman): (a) Yes, the Higher Education Commission
has taken serious notice of mushroom growth of unlawful educational institutions
and has declared such institutions/universities as illegal/ fake across the country. The
city-wise list of illegal/ fake institutions/ universities is enclosed at Annex-I.

(b) Yes, few universities/institutions have violated the provisions of their


Charters, as well as the policies and guidelines prescribed by this Commission by
overstepping their prescribed jurisdiction in the form of establishing unauthorized
and illegal campuses across the country. Such include:

ii. Global Institute, Lahore

(c) No, HEC since its inception is striving hard to overcome the issue of
illegal educational institutions by floating advertisements/ public alerts in the National
Press as well as informing to all public/ private institutions of higher learning. Copies
of the same are attached at Annex-II.

Besides HEC has also placed a list of illegal/ fake institutions/ campuses
on the HEC website for awareness of general public/students.

In addition, HEC has already requested the respective provincial


Governments to take action against the illegal/ fake institutions of their province.
Moreover, the operations of following unlawful Institutions have been stopped

Will the Minister for Federal Education and Professional Training be


pleased to state whether it is a fact that  there are two separate polices/
criteria of the Higher Education Commission (HEC) for admission
of students living within the FATA and outside in various Universities
and Colleges of the country affiliated with HEC; if so, the details
alongwith the reasons thereof?

(Mr. Muhammad Baligh-ur-Rehman): There is no separate policy/criteria of
the Higher Education Commission for admission of students living within the FATA
and outside in various Universities and Colleges of the country affiliated with HEC.
HEC admission policies and guidelines are based on uniform standards and apply
equally to all the students, without any distinction of province/regions. However,
FATA students are offered special seats and are also included in fee-reimbursement
programme and certain other programs. For this purpose their domicile is enough
to ascertain that they hail from FATA.

For admission to under graduate programs, across the board admission


criteria/policy is set by the University itself; in accordance with its statutes defined
in its Act/Charter; whereas, for admission to MS/PhD programs, HEC has set an
elaborate criteria applicable to all the universities and degree awarding institutions
across Pakistan.

27. *Ms. Khalida Mansoor

Will the Minister In-charge of the Capital Administration and


Development Division be pleased to state whether it is a fact that it
has become impossible to start work on the extension project of
the Federal Government Polyclinic, Islamabad?

in Islamabad High Court. Due to which the said project has been temporarily
delayed. However, this hospital has submitted the comments to Honourable Court
but decision is still awaited.

2. Furthermore, PC-II for Extension of FGPC amounting to Rs.47.896


million has al-ready been approved by DDWP. The process of feasibility study
will be completed during the current financial year.

3. Hopefully the said project will increase beds from 545 to 1100 and
the new expansion will provide well equipped state of art facilities to the patients.

28. *Ms. Saman Sultana Jaffri:

Will the Minister In-charge of the Capital Administration and

(a) whether there is any Regulatory Authority for regulating the fee
structure of various medical tests, investigation and procedures
in the private hospitals in Islamabad Capital Territory (ICT) at
present;

(b) the details of the consultation fee being charged by the private
hospitals in the ICT alongwith the regulations thereof; and

(c) whether said hospitals are paying tax on said fee; if so, the

is 2+2 lanes from Zero-point to traffic signals near Serena Hotel, Islamabad.

separation facility at intersection of Kashmir Highway and 7th Avenue. Kashmir
Highway shall also be widened in this project package from Zero-point to Darbar
Hazrat Sakhi Mahmood Shah. PC-I of this project is under approval and
completion period is one (01) year.

(c) In a second proposal, widening of Kashmir Highway from the Darbar


to Murree Road is under consideration. This phase is presently at feasibility stage,
Engineering Consultants shall be hired for detailed designing & resident supervision.
Completion time frame cannot be provided at this stage.

30. *Sheikh Salahuddin:

(a) whether it is a fact that buildings of educational institutions in

(b) Following steps are being taken for maintaining quality of work of in
the educational Institutions: -

• Project Implementation Cell has been established in sector G-8 to


carry out all the work under the supervision of Project Director for
execution as well as for ensuring the quality.

• 06 Monitoring teams have been formulated under the respective Area


Education Officers to gauge the quality of work, shortcomings if any,
are reported to the Project Director (PIC) of PMERP.

and Literary Heritage (Ms. Mariyum Aurengzeb): (a) Yes, the honorarium
equal to four months basic pay was announced by the Finance Minister during his
budget speech of 2017­18 for employees of the PTV staff deployed in the Parliament.

(b) The said honorarium has not been paid to PTV staff deployed in the
Parliament House due to insufficient funds with PTV as the said honorarium involves
payment of an amount of Rs.1,33,42,716. PTV has therefore, requested to the
M/o IB&NH vide letter dated 20-07-2017 to take up the matter with the Ministry
of Finance for provision of funds to PTV for payment of said honorarium to the
PTV staff deployed in the Parliament Secretariat.

(c) PTVC has not received any such instructions from M/o IB&NH or
Finance Division Islamabad.

(d) The list of 75 PTV employees who were deployed in Parliament


House during the budget session 2017-18 were forwarded to M/o IB&NH vide
letter dated 29-08-2017 with the request that as per policy decision taken by the
PTV Management with the approval of Secretary M/o IB&NH, payment of the
said honorarium can be released on the receipt of the funds from M/o Finance
(Annex-A).

(e) PTV makes correspondence with the Ministries/Divisions/


Departments including M/o Finance through M/o IB&NH. The M/o IB&NH has
already been requested to take up the matter with the Ministry of Finance vide
PTV letter No.HPP/185/4345 dated 25-07-2017(Annex-B).

(CDA) for Sector E-12, Islamabad;

(b) whether it is a fact that plots have been developed in said Sector;

(c) the names of persons alongwith their father’s names to whom


plots have been allotted in said Sector so far alongwith the
criteria adopted therefor;

(d) the prices of said plots separately; and

(e) the names of officers of the CDA who deal with the allotment of
plots in said Sector?

(Dr. Tariq Fazal Chudhary): (a) The total land acquired by the CDA for the
Sector E-12 is 7200 Kanal.

(b) No development has taken place till now, as the sector is in adverse
possession of the affectees. Efforts are under going to resolve the issue.

(c) The plots were allotted in Sector E-12, Islamabad in the Years-
1989 through balloting as per following criteria:—

(i) GENERAL PUBLIC: All eligible persons can apply in this category.

(ii) SERVING FEDERAL GOVERNMENT EMPLOYEES:


Serving Federal Govt. employees, including employees of Federal
autonomous/semi-autonomous bodies and civil employees paid out of
Defence estimates, can apply provided they have attained the age of
45 years or have put in 20 years service which ever is less as on 25
April 1989. First priority would be given to those nearing the age of
superannuation i.e. those above 57 years of age as on 25th April 1989.

Allotment of this category would be made on the basis of age. In


case there is a TIF, Seniority in service will be the basis of allotment.
Plots if any left over would be balloted.

(iii) OVERSEAS PAKISTANIS: Pakistanis residing/serving abroad


at the time of submission of applications. They will send their deposits/
advance money in foreign exchange.

(iv) PROFESSIONALS: Professionals e.g. Engineers, Architects.


Doctors, journalists, Men of Letter, National level Sports men,
Chartered Accountants, Cost Accountants, Lawyers and Artists etc
can apply under this category provided they are not Federal
Government Employees or Employees of Federal Autonomous/semi-
autonomous bodies and civilians paid out of Defence Estimates.

(v) SERVING DEFENCE PERSONNEL: Their applications will be


considered according to the criteria laid down by the Ministry of
Defence. Defence Personnel will submit their applications direct to
W&R Directorate GHQ, A.G.’s Branch Rawalpindi. Applications
sent by them direct to Habib Bank Ltd., will be considered under
the General Public category.

(vi) INDUSTRIAL WORKERS OF SMALL TRADERS/ SHOP


KEEPERS OF ISLAMABAD: Persons working in Industrial
Establishments at Islamabad for at least 10 years as on 25 April 1989.
Small Traders doing business in Islamabad for at least 10 years as on
25 April 1989. The Industrial Workers as well as Small Traders/Shop
keepers will have to produce documentary proof in the shape of
certificate from employer/ ownership of shop/business etc.

NOTE: Retired Government Servants including retired employees


of personnel should apply in the category of General Public.

The list of plots allotted through balloting to low paid CDA employees as
per seniority in the Year-2006 is at Annex-“A”.

The list of plots allotted to all Citizen of Pakistan, including overseas


Pakistanis through balloting in the Year-2013 is at Annex-“B”.

However, one month time may please be granted for preparation of list of
plots allotted in the Year-1989.

NDMA as a follow up issued several reminders to PDMA KP. Now, PDMA
KP vide its letter No. PDMA/AD/(R) /NDMA/Fax/17-18 dated 4-12-2017
(Annex-I) has informed that:-

i. The cases of Mr. Ayaz Muhammad Khan S/o Tora Baz Khan and
Mr. Jamshed Khan S/o Wali Dad Khan residents of District
Nowshera were forwarded to the Deputy Commissioner, Nowshera.
However, reply is still awaited form District Administration.

ii. The case of Madar Khan S/o Toti Khan was forwarded to Deputy
Commissioner, Upper Dir. As per reply of DC concerned the
prescribed Proforma for Earthquake Compensation was not
attached with his application resultantly, his case was not considered
by the committee constituted for the purpose of compensation.

NDMA vide its letter dated 4-12-2017 (Annex-II) has requested


PDMA KP that:

iii. Deputy Commissioner Nowshera may be asked to furnish report


regarding payment of financial assistance to Mr. Ayaz Muhammad
Khan and Mr. Jamshed Khan.

iv. Deputy Commissioner, Upper Dir may be directed to re-assess and verify
the claim of Mr. Madar Khan as per instructions already given vide
NDMA’s letter No.17(9)/2015/ NDMA(R&R) dated 24-5-2017
(Annex-III).

Final report in the matter, will be submitted to the National Assembly


Secretariat upon receipt of reply from concerned Provincial Authorities.

In the wake of 18th Amendment to the Constitution, the concurrent list


stands abolished. Subjects of Education and Health etc. no longer remain in the
purview of the Federal Government. Therefore, the Ministries of Education Health
and fifteen other ministries were devolved from 5th April, 2011 to 30th June, 2011.

The Ministry of Professional & Technical Training was established on


29th July, 2011. Later on the Ministry has been renamed as Ministry of Federal
education & Professional Training vide Cabinet Division’s Memorandum
No. 4- 1/2011-Min-I dated 19-06-2014.

The Ministry has been assigned the following functions:-

• Non Formal Basic Education.

• Adult Literacy.

• Technical Education & Vocational /Professional Training.


• Higher Education and Standards in Higher Education.

• International Cooperation.

• Coordination with Provinces / Areas.

• Secretariat of Inter Provincial Education Ministers’ Conference


(IPEMC).

• National Curriculum Council (NCC)

• National Education Policy (NEP).

rules pertaining to Civil Servants. Uptil now PPARC has published 31 Manuals.
Major publications are Esta-­Code (Ed-2015), Secretariat Instructions, Manual
of Pension Procedure and A Hand Book for DDO’S etc. The complete list of
publications is annexed.

(b) The subject-wise list of the Manuals and Codes is attached as annexure.

(c) Amendments in laws, rules and regulations is a regular function of


the concerned Ministry/Division. All the laws, rules, regulations are updated
compiled and published by PPARC, Establishment Division.

(d) This is a regular feature of Establishment Division.

(e) Reference regarding removal of anomalies are regularly made to


Regulation, Career Planning and Discipline Wings of the Establishment Division.

retirement within next three years under the cover of merger of
Senior School Teachers with Deputy Headmasters; and

(b) whether it is also a fact that 18 Deputy Headmasters (BPS-17) of


FDE have not been promoted to the post of Headmaster (BPS-18)
due to up-gradation/re-designation of Trained Graduate Teachers
(BPS-16) as Senior School Teachers (BPS-17) on 01-01-2011?

Minister of State for Capital Administration and Development


Division (Dr. Tariq Fazal Chudhary): (a) All the Deputy Headmasters (BS-17)
have served for more than 20 to 30 years in the same grade. The Deputy Headmasters
got promotion on interval basis. The existing Deputy Headmasters were promoted
as Deputy Headmasters on 31-05-2008 and were awarded Time Scale (BS-18)
on 01-01-2011. They have never been deprived from promotion. The proposal for
re-designation of Deputy Headmaster as Secondary School Teacher is under-process
which will not affect the right of promotion of the existing DHMs as they are provided
a cover against merger of the intra­cadre seniority in the proposed recruitment rules.

(b) In order to fill the vacant posts of Headmasters/Vice Principals (BS-18), a


case was initiated by the FDE. Meanwhile a writ petition bearing No.1490/2017, dated
12-10-2017 was filed in the Islamabad High Court by Mr. Muhammad Ayyab Vs
Secretary, DG (FDE) etc wherein the court has directed for maintaining a status quo. The
petition is pending adjudication in the court.

Will the Minister for Federal Education and Professional Training be


pleased to state:

(a) the post-wise difference in pay scale of the part time/visiting


Lecturers and regular faculty presently working in the
International Islamic University (IIU), Islamabad alongwith the
details thereof separately;

(b) whether pay scales of part time teachers/visiting Lecturers of


the IIU have not been revised since long; if so, the reasons
thereof; and

(c) whether there is any proposal under consideration of the


Government to revise the pay scales of visiting Lecturers; if so,
when it will be implemented?

(Mr. Muhammad Baligh-ur-Rehman): (a) International Islamic University
employs visiting faculty on semester/credit hour basis in order to meet deficit of
qualified human resource. Since, salary against such appointments, varies according
to the program and position, it cannot be compared with Faculty members employed
on Basic Pay Scale or Tenure Track System. University’s policy for appointment
of Visiting Faculty members is at Annex I.

(b) The remuneration packages of part time teachers were revised in 2015
vide Notification No. IIU-D. Acad (08) / 2008 -149, dated 24-04-2015. Notification
is attached at Annex-II.

(c) There is no such proposal under consideration of the IIU to revise


the remuneration packages of visiting lecturers at present.

8. Ms. Khalida Mansoor:

Will the Minister In-charge of the Capital Administration and


Development Division be pleased to state:

(a) the total number of Islamabad Model Schools for Boys (I-X) that
are functioning under the Federal Directorate of Education;

(b) the names of Headmasters/Vice Principals (BPS-18) who have


been appointed on regular basis for said Schools;

(c) the names of persons who are temporarily occupying the posts
of Headmasters/Vice Principals (BPS-18) in said
Schools alongwith period/duration thereof; and

(d) the reasons for not filling the vacant posts of Headmasters/Vice


Principals (BPS-18) for said Schools?

Division (Dr. Tariq Fazal Chudhary): (a) The total number of Islamabad Model
Schools for Boys (I-X) functioning in Rural and Urban areas of ICT under the
FDE are 45.

(b) At present, 87 Headmasters/Vice Principals (BS-18) are working


on regular basis in Boys Educational Institutions under FDE. List of their names is
placed at Annex-A.

(c) At present, there is no person temporarily occupying the posts of


Headmasters/Vice Principals (BPS-18) in the educational institutions.

(d) At present, there is no vacant posts of Headmasters/Vice Principals


(BPS-18) in the said schools.

9. Ms. Khalida Mansoor:

Will the Minister In-charge of the Capital Administration and


Development Division be pleased to state:

(a) the reasons for not promoting the Deputy Headmasters (BPS-17)
working under the Federal Directorate of Education (FDE) by
following their service rules against the vacant posts of
Headmasters (BPS-18);

(b) whether it is a fact that Trained Graduate Teachers under the FDE
were designated/upgraded on 1-1-2011 due to which they are
creating hurdle for promotion of Deputy Headmasters (BPS-17)
who were in service on the said date; and

(c) whether it is also a fact that Service structure for Senior School
Teachers in the FDE is yet to be finalized; if so, the justification
for not initiating promotion process of the Deputy Headmasters
BPS-17?

Division (Dr. Tariq Fazal Chudhary): (a) Fact is that the case for promotion of
Deputy Headmaster (BS-17) to the post of Headmaster/ Vice Principal (BS-18)
was initiated by the FDE. Meanwhile a writ petition bearing No.1490/ 2017,
dated 12-10-2017 was filed in the Islamabad High Court by Mr. Muhammad
Ayyab Vs Secretary, DG (FDE) etc. The petition is pending adjudication in the
court.

(b) Fact is that the post of Trained Graduate Teacher (BS-16) was
upgraded/re-designated w.e.f 01-01-2011 by re-designating as SST (BS-17).
The promotion cases of Deputy Headmasters (BS-17) to Headmasters (BS-18)
were stopped due to writ petition filled in the Islamabad High Court.

(c) Amendment/revision of the recruitment rules for PG Schools is under


process which also includes the post of SST. The promotion cases of DHM was
initiated, however due to writ petition filled in the Islamabad High Court the process
is stalled yet.

10. Dr. Nikhat Shakeel Khan:

Will the Minister for Federal Education and Professional Training be


pleased to state:

(a) whether it is a fact that advertisements have been given in the


newspapers by the Allama Iqbal Open University (AIOU),
Islamabad for appointments of disabled persons against various
posts since June, 2013; if so, the cadre-wise details of said posts;

(b) whether the AIOU has failed to appoint said persons; if so, the
reasons thereof; and

(c) the steps being taken to make appointments of disabled persons


in the said University?

(Mr. Muhammad Baligh-ur-Rehman): (a)Allama Iqbal Open University
(AIOU), Islamabad has advertised various posts in March, and August /
September, 2016. Later on, the AIOU published corrigendum on 26-11-2016 to
observe the disabled, women, and monitories quota as per Federal Government
Policy. The cadr-wise detail of posts published in dailies is at Annex-I.

(b) The test and interviews of the candidates with major / minor disability
against the advertised posts have been completed and final selection is under process.

(c) AIOU strictly adheres to the disabled quota as per Federal


Government Policy.

11. Mr. Waseem Akhtar Shaikh:

Will the Minister In-charge of the Capital Administration and


Development Division be pleased to state:

(a) whether it is a fact that the street lights for Sector D-12/4,
Islamabad have not been installed so far; if so, the reasons
thereof; and

(b) the time by which street lights will be installed in the said Sector?

lights have been installed in sub-sector D-12/4, due to incomplete civil works like
water supply, Drainage, sewerage etc.

(b) However, the street lights network have been installed at Services
Road South, East and major Roads 1, II,III and IV where civil work is completed.
Whereas, at Services Road East, North D-12 and Markaz D-12, the street light
network will be installed in the next two months as the tendering process is in progress.

12. Mr. Waseem Akhtar Shaikh:

Will the Minister In-charge of the Capital Administration and


Development Division be pleased to state:

(a) whether it is a fact that the roads of Street No.142, 147 and 148
of Sector D-12/4, Islamabad are in deteriorated condition since
long; if so, the reasons thereof; and

(b) the time by which the same will be constructed?

Street No. 142, 147 and 148 of sector D-12/4 Islamabad are in deterrorated
condition since long. TST has been carried out as per contract agreement Carpeting
of these street roads will be done in the upcoming favourable seasons.

(b) The carpeting of streets will be arranged after completion of


development work through MPO in the next year.
