88
Series of 2020
December 14, 2020

WHEREAS, ​on March 16, 2020, to prevent the sharp rise of COVID-19 cases in the
country, the President placed the entirety of Luzon under Enhanced Community Quarantine until
April 14, 2020;

WHEREAS, ​on March 30, 2020, to develop a science-based approach in determining the
risk-based classification of areas in the country, the Inter-Agency Task Force (IATF) convened a
sub-Technical Working Group tasked to develop the LGU Epidemic Response Framework and
to define parameters in assessing recent developments in the Philippine COVID-19 situation;

WHEREAS​, on April 30, 2020, the Office of the Executive Secretary issued Executive
Order (E.O.) No. 112 Imposing an Enhanced Community Quarantine in High-Risk Geographic
Areas of the Philippines and a General Community Quarantine in the Rest of The Country from
01 To 15 May 2020, Adopting The Omnibus Guidelines On The Implementation Thereof, And
For Other Purposes;

WHEREAS​, on May 27, 2020, the IATF released an updated risk classification in all
Provinces, Highly Urbanized Cities and Independent Component Cities in the country, placing
localities under different classifications of community quarantine with the goal of balancing
economic activity and public health;

WHEREAS, ​on September 16, 2020, the President issued Proclamation No. 1021
(s.2020) extending the period of the State of Calamity throughout the Philippines due to
Coronavirus Disease 2019 declared under Proclamation No. 929 (s.2020);

WHEREAS, ​as of December 13, there are a total of Twenty-One Thousand Nine
Hundred Eighty (21,980) active COVID-19 cases in the Philippines;

NOW, THEREFORE, BE IT RESOLVED, as it is hereby resolved, that the IATF


approves the following:

A. Escalation of the province of Isabela, excluding Santiago City, an Independent


Component City situated within the province, to General Community Quarantine
(GCQ) effective immediately and until 31st of December 2020, based on the
Moderate risk cross-tabulation of the Average Daily Attack Rate (ADAR) and
2-week Daily Growth Rate (2WGR). The imposition of GCQ in the province is
without prejudice to the imposition of localized Enhanced Community Quarantine in
areas of special concern. Further, Coordinated Operations to Defeat the Epidemic

Teams assigned in the province is directed to strengthen their activities to curb
community transmission;

B. With the updated pathways for inbound international and interzonal domestic
travelers, the Revised Interim Omnibus Guidelines for Prevention, Detection,
Isolation, Treatment, and Reintegration Strategies of the Department of Health is
adopted;

C. To immediately arrest and control the resurging community transmission of


COVID-19 cases in the country due to the observance of the holiday season, the
IATF strongly cautions the public in the conduct of domestic travel and reiterates the
pertinent provisions of the Omnibus Guidelines on the Implementation of
Community Quarantine in the Philippines, as amended, as follows:

SECTION [4] GUIDELINES FOR AREAS UNDER GENERAL


COMMUNITY QUARANTINE. Areas placed under GCQ shall observe the
following protocols:

1. Minimum public health standards shall be complied with at all


times for the duration of the GCQ.
2. The movement of all persons in areas placed under GCQ shall
be limited to accessing essential goods and services, and for
work in the offices or industries permitted to operate
hereunder. Provided, that movement for leisure purposes shall
not be allowed.

12. Mass gatherings such as but not limited to, movie screenings,
concerts, sporting events, and other entertainment activities,
community assemblies, and non-essential work gatherings
shall be prohibited. Gatherings that are for the provision of
critical government services and authorized humanitarian
activities while adhering to the prescribed minimum health
standards shall be allowed. Religious gatherings in areas
under General Community Quarantine shall be allowed up to
thirty percent (30%) of the seating capacity. Provided that,
religious gatherings shall be limited to the conduct of religious
worship and/or service; Provided further, that there is no
objection from the local government unit where the religious
gathering may take place. The religious denominations should
strictly observe their submitted protocols and the minimum

public health standards, particularly the social distancing
measures and non-pharmaceutical interventions such as the
obligatory wearing of face masks and immediate availability of
hand hygiene necessities on the premises.

SECTION [5] GUIDELINES FOR AREAS PLACED UNDER MODIFIED


GENERAL COMMUNITY QUARANTINE. Areas placed under MGCQ shall
observe the following protocols:

1. Minimum public health standards shall be complied with at all


times for the duration of the MGCQ.

5. Mass gatherings such as but not limited to, movie screenings,


concerts, sporting events, and other entertainment activities,
religious services, and work conferences shall be allowed
provided that participants shall be limited to fifty percent
(50%) of the seating or venue capacity.

Furthermore, in view of its effectiveness in reducing the risk of transmission


between persons, and the availability of supply and relatively low-cost, the wearing
of face shields shall henceforth be required whenever persons go out of their
residences. For this purpose, Paragraph 5, Section 8 of the Omnibus Guidelines on
the Implementation of Community Quarantine in the Philippines shall be amended
as follows:

SECTION [8] GENERAL PROVISIONS

5. All persons are mandated ​to wear full-coverage face shields


together with face masks, earloop masks, indigenous,
reusable, or do-it-yourself masks, or other facial protective
equipment which can effectively lessen the transmission of
COVID-19, whenever they go out of their residences, pursuant
to existing guidelines issued by the national government
subject to fair and humane penalties or punishments that may
be imposed by LGUs or implemented by law enforcement
agencies, respectively. LGUs are hereby enjoined to use

IATF-endorsed contact tracing and contact monitoring
applications (StaySafe.ph and TanodCOVID) where they are
available or use community-based contact tracing and contact
monitoring. Concerned LGUs are hereby enjoined to issue the
necessary executive order or ordinance to this effect.

D. The recommendations of the IATF Technical Working Group are hereby approved,
the specifics of which are as follows:

1. Recognizing that the conduct and administration of insurance agents’


qualifying examinations is a critical government service, the face-to-face
Insurance Agents’ Qualifying Examinations shall be allowed to resume in
areas under General Community Quarantine following the health and safety
protocols as may be prescribed by the Insurance Commission and approved
by the IATF;
2. As endorsed by the Philippine Sports Commission, the request of the
Philippine Olympic Committee to resume the training of national athletes
vying for the Tokyo Olympics in a “bubble-type” setting is approved. For
this purpose, the Philippine Sports Commission, the Games and Amusement
Board, and the Department of Health are directed to amend their issuance
accordingly. Furthermore, in compliance with IATF Resolution No. 79
issued on October 15, 2020, the conduct of the training in a “bubble-type”
setting shall be made in coordination with the Regional Task Force where
the training shall be conducted and the local government unit with the
jurisdiction of the proposed venue;
3. Provincial buses in point-to-point routes approved by the Land
Transportation Franchising and Regulatory Board (LTFRB) and the local
government unit of destination, including their stop-over/transit terminals

may resume their operations. Point-to-point here buses shall be
allowed unhampered passage through the different LGUs en route to the
LGU of destination. For this purpose, the Department of Transportation,
through the LTFRB, is directed to craft the necessary operational guidelines.

RESOLVED FURTHER, ​that ​the Chairperson and the Co-Chairperson shall be duly
authorized to sign this Resolution for and on behalf of the Inter-Agency Task Force.

APPROVED ​during the 88th Inter-Agency Task Force Meeting, ​as reflected in the

on the Management of Emerging Infectious Diseases created under Executive Order
No. 168, series of 2014 and chaired by the Department of Health (DOH);

3. The IATF Secretariat holds office in the DOH Main Office, San Lazaro Compound,
Tayuman, Sta. Cruz, Manila;

4. I am the custodian of the records of the IATF, including the Minutes of Meetings
and Resolutions;

5. In the Regular Meeting of the IATF held on ​14 December 2020 via teleconference
during which a quorum was present and acted throughout, IATF Resolution No. ​88
was unanimously approved and adopted;

6. The foregoing resolution has been signed by Secretary Francisco T. Duque III upon
the authority of the IATF Members;

7. The aforesaid resolution has not been altered, modified nor revoked and the same is
now in full force and effect;

8. I am executing this Certification for whatever legitimate purpose this may serve.
