LESSON I

THE NORMS OD
CONDUCT FOR PUBLIC
OFFICIALS AND
EMPLOYEES
COMMITMENT TO PUBLIC INTEREST

1. Dispose garbage properly.

2. Take care of office equipment as if they are your own so that they will not
breakdown easily.
3. Preserve public properly and domain.
4. Recycle office supply.
5. Use office supplies economically.

Reflection for Deepening

How can you show your commitment to public interest?

For me, to show commitment to public interest one individual should possess
concern and respect among the people or in general public. In entering in the
government field, you always tend to deal with different types of people, and dealing
with those people might be hard as you need to adjust yourself for you to gain their
trust and to have a good harmonious relationship with others especially to the public.

Moreover, when we say public interest from the word itself one individual
should not do things in favor of their personal interest and always think on the things
on how the public can benefit more and always do things that are best for everyone
not just for yourself. A key in having a successful commitment in showing
public interest is being a people person and bringing out the best in people is
having an attitude of kindness, respect and faith in them. Love and respect
can take on many forms. It can be shown in deeds of kindness, in concern
for others, through words of comfort, encouragement and appreciation, and
even by simply giving a smile or remembering to speak positively.

Public interest simply means that no matter what work we do as

employee especially the one who is working under the government, we will
undoubtedly come in contact with different types of people, but the important
thing is; how we view them or the mindsets we have when working with them.
This will go a long way in determining whether we will ultimately be
successful in helping them. There is also other way in showing public interest
not just in other people that surrounds you but also in the public funds and
properties that the public owns, as a public employee or government
employee the supplies must be used in efficient manner and being
resourceful is much more needed in saving resources which community or
the public provides. Resourcefulness does not mean coping with deprivation
hence, it can be a virtue that opens the door to greater accomplishment in such a
creative way.
PROFESSIONALISM

How can you become more professional? How can you improve the work you
do in the office to improve your service to the public?

To show professionalism in working especially in government field one must

possess the characteristic of being sensitive enough in working, for me, to become
more professional, one individual should always Act like a professional and when we
say act like a professional it really means doing what it takes to make others think of
you as reliable, respectful, and competent. And to improve professionalism and the
service to public some of these things or values must possess by individual. Having
a competence in working can enable you to do your job well and you can show to
others that you are good on it and you may handle your job properly. You can also be
more professional if you built the trust in your coworkers to let them know you are
reliable in that case professionalism can enhance by acknowledging you as a
trustworthy person, also if you secure the trust of other always make sure that
honesty is always on the right path. When we are honest, we build strength of
character that will allow us to be of great service to others, and being honest comes
out with integrity in working. When you are known as a person with integrity
everyone would be able to see you as a person with consistency in working. Integrity
is the foundation on which coworkers build relationships, trust, and effective
interpersonal relationships and it also lead to draw others to them because they
are trustworthy and dependable individual.

Moreover, to improve the work you do in the office and also to improve
service to public for me one of the most important things that an employee
should have is the respect for others. Showing respect is the main thing or
value that you can use to easily show professionalism in working. Respectful
behavior displays personal integrity and professionalism and it practices fairness and
understanding which demonstrates respect for individual rights and differences and
encourages accountability for one's actions. To improve the kind of work you are
showing in public service one individual can built a respectful workplace which
enables him/her to gain new skills, knowledge and confidence and in that way you
can create and maintain a respectful workplace. And to improve more in
professionalism in working especially to public service, one thing must avoid;
discrimination. You must understand the roles, rights and responsibilities of your
coworkers or the citizens for you to maintain a respectful working environment. And
instead of it, you can show to others that you can be a good example of having a
good public service by staying positive in working, constructive conversations are
empowering and leave people a little better off from having participated in them.
Become the kind of person who takes your time and words seriously.

Improve your work environment by establishing good and harmonious

relationship and practices with others. Learn how to enhance workplace relationships
by making more effective labor relations decisions and actions. These things will help
you improve consistency when applying especially in government-related offices
which needs a lot of patience in public service.
POLITICAL NEUTRALITY

How can you put into practice political neutrality?

For me, political neutrality is doing your job professionally as a citizen with
fairness with others. To put into practice one must be open-minded in the no matter
what issues are presented especially today, political issues are popular. Everyone
have their own political views but it is important to become more careful on what to
say and avoid being biased.

We as a Filipino citizen we are given a chance or power to vote for

government officials during Election Day. We can show practice of political neutrality
in a way of refraining yourself in getting involved personally with the candidates and
just vote on political candidates wisely without having a biased decision. You should
replace or your personal biased decisions on what is good for everyone.

As an employee in the government, you must be open your mind especially in

the opinions of others. It is not necessary for an individual to easily acknowledge
your visions in life. Hence, despite their different beliefs in life you must entertain
each and every one with all fairness.

You can practice political neutrality you must treat everyone equally, by
commitment to equality it may be mean the you are making sure that in everything
we do, we will work to ensure that everybody is treated fairly; encouraged to
contribute fully to the community; and enabled to enjoy the benefits of belonging to
the community.

Moreover, to practice the political neutrality as what is stated you are not
supposed to favor any individual or group because of his/her political party affiliation.
In that case you must know that being biased is prohibited. You must refrain from
being affiliated with political parties personally especially when you work in
government field. You must be professional in handling your relationship between
them.

Always set your boundaries by means of becoming more aware in everything

you do and say, to develop the capacity for active conscious involvement, to know
what needs to be done for yourself. You need to be more sensitive this only means
that you are able to separate your thoughts, feelings, and beliefs from others and in
that way you may be able to avoid having being affiliated especially in political way.
JUSTNESS AND SINCERITY

Can you recall an experience when your dishonesty was tested? Or

when you became a victim of dishonesty?

In my today’s living and knowing that I am an employee or staff in a Court,

honesty is one of the most important things that I should possess. Working in Court
reflects justice in everyone. Knowing the kind of work that I had, truth should always
prevail, so to prevail truth in working I should always possess honesty in everything
that I do.

In the field of work that I had, honesty is important because justice is what
everyone wanted to have. In doing the Order of the Court you need to be honest in
everything that you include there most importantly those things are very sensitive
when having the cases for decisions. The justice is in our hands, and in order to give
equal justice to every people you must be honest in making the Order of the Court or
else there are lots of consequences to face and I do not want it to happen.

I, myself to be honest was a victim of dishonesty years ago when I was a

student. The eagerness to pass the examinations triggered me to do cheating with
my classmates because I did not study well the lectures but, as a result yes I do
passed the examination but the feeling of passing the examination without the
honesty is not satisfying for me. So to satisfy myself, I assure to myself that on the
next examination I must study well and so I did. I passed the examination without
even cheating and trusting the knowledge that I had. It feels so satisfying and I
learned a lot of things on it, that in order for you to satisfy yourself you must work for
it and face the entire struggle.

Honesty is important; because of honesty you enable others to trust you. By

telling the truth, others will respect and trust you. Honesty gives you peace of
mind and fulfills a sense of justice within you. Practicing honesty gives you self-
respect and self-confidence and honesty enhances the bond, deepening the
relationship with others and it creates a closer and more meaningful connection.

It is easy to show justness and sincerity in working, for me the things that you
need to show those things are empathy and patience. Being able to understand what
other people's feelings is a great skill. It would make you more able to be tolerant of
their behavior and to help them more effective. It also makes you a more trustworthy,
and helps you to have a smooth relationship with the others. You need to learn how
to be patient at work. This will improve your relationships with everyone around,
people will like you more, and the workday will pass more quickly and more
pleasantly.
RESPONSIVENESS TO THE PUBLIC

How can you show Responsiveness? What realizations did you gain
from this session? List down below your answer.

In our present situation today, it is sad to say that the difference between the
wealthy and the poor is growing wider every day. The rich becomes richer while the
poor becomes poorer. And I think poverty is one of the most important things that our
government should focus on. The growth of poor people may continue if they cannot
seek for the attention coming from the people with power.

Being responsible in public may be shown off though in small things. Yes, as a
normal citizen we can offer our help to others but it takes a whole group to make it
more effective, in other words if other people know how to help in responsible way
majority of the problem especially in poverty may be resolve. You do not need power
to become responsible.

There are people who have much more than they need to live while others
have barely enough to survive. The more you give to poor and needy people, the
more you strengthen their dependency. If you give them the chance or opportunity,
you’ll see an effective and long-lasting improvement in their lives. In other words, on
of the better thing that you can do to help them is through giving them moral support,
showing heartfelt humility and respect them to make them more aware that someone
really does care about them and trying to improve their condition, in that way you will
be able to provide or open some opportunities for them to improve their condition in
life. Their self-esteem may increase and you may also be able to help them discover
more of themselves in discovering their capabilities and capacity.

Some of my realizations in this session are; you do not need to be rich for you
to be able to help the poor. Not at all times you need money to help them out. You do
not need to be a President or a politician for you to be able to do something for those
who are helpless, hence, through simple ways; you can make a difference in the
society and you may be also be a good example or image to everyone and they
could be inspired of what you do, and they would act to help the poor too in the near
future.

But in general, the poor require something more than money. They want
intelligent sympathy, moral help which no money can afford and they want to be
treated as human too and not as creatures from another world or a dirt in our
country. And for you to be able to give those things to the poor people you must have
a larger heart, a broader mind and more personal sacrifice those things are the
things that money can’t buy.
NATIONALISM AND PATRIOTISM

What does nationalism and patriotism means? To enable you to answer this
question, it would be good if you could first get in touch with your feelings
about being a Filipino.

My feelings as a Filipino

Being a Filipino is one of the things that we should be proud of. Being Filipino
means being a part of a wonderful culture. A culture filled with amazing foods,
beautiful languages and having a great homeland to go to. As a Filipino we always
love whoever comes our way and spread positive vibes and smiles. Moreover, as a
Filipino anyone we consider a loved one, is a part of our own family.

Even in your own place or province, you have so many things, famous people
and places to be proud about, haven’ you? Can you recall them?

I personally do not have any province to be proud of because I am a Manila

girl. But, I do love travelling in different places and to my own experience I do really
say that I am proud of the place especially the different tourist spots that you can
found here in our country. I must say that it is worth to be proud of. We are all familiar
of the saying that “It is more fun in the Philippines”, indeed it really applies because
whenever you visits in the different tourism attraction that Philippines can offer you
will satisfy your eyes with the attraction and also your stomach with the different
delicacies and dishes.

I’ve been into Ilocos tour for about three days, and I can say it is one of the
most beautiful places in the Philippines. I must say that those places can compete
with the rest of the world in terms of tourism. I wish though that the tourism services
will be improved overtime and will be on part with other world class destinations.
Reflection for Deepening

A. How do you feel now for the country? Do you now feel a sense of pride
for our country knowing how “powerful” Filipinos are as people? How
would you show your love for our country? How much do you care
about our country? Write your responses below or in one sheet of paper.

By being patriotic, one example for this is to show respect of our flag, singing
the national anthem heart fully, studying and applying our Philippine culture and
tradition, buying local items and the sense of respect and love are some other
factors that can show love for our own country. For me, this is one of the most
important things that a Filipino must know. Patriotism is not something that you can
buy from the market or promise to see in your back garden. Rather it is a trait that is
found in the genes it is also love of justice and democracy for all of your fellow
citizens.

Moreover, for me one of the things that you can do to show and to become
responsible enough to care for our country is to pay taxes. Being a good taxpayer
can contribute a lot in our country. And when we say we contribute the contribution
as to the expenses incurred by government to manage an economy. These
expenses include: health care, education, garbage collection and operating
government business entities. In that way, you can be a more effective citizen of our
country.

In our generation today, we blindly shout we love our country and say that we
are proud to be a Filipino but in reality you don’t have the heart to respect our
country. You can’t just say you’re proud to be a Filipino without knowing anything. We
blindly shout we love our country and say you’re proud to be a Filipino but you don’t
have the heart to respect our country. You can’t just say you’re proud to be a Filipino
without knowing anything. Patriotism is representing what is best about your country,
and putting its best face forward, to the rest of the world.
B. Enumerate eight (8) things you can be proud about Filipinos or about
the Philippines.
DESCRIPTION WHY DO YOU SAY SO?
1. Filipinos are hospitable. Filipino always makes everyone feel the
feeling of belongingness and the way
they deal with other people with the
sense of warmth and friendliness is
amazing.
2. Filipino’s culture. There are a lot of cultures that only in
the Philippines can be found, and in that
case all the values and beliefs of our
ancestors are preserved and it can be
more helpful for us as to recalling the
beautiful history that our country has.
3. Filipino’s foods. Filipinos are good in cooking especially
in different places in the Philippines they
have their own signature dishes that
make them more popular and it is also
one of the reasons why a lot of tourist
patronizes our country.
4. Tourist attraction. Philippines is famous as one of the
country that has the most beautiful
places to go, and we are considered as
a country that every tourist love not just
in the beautiful places that we can offer
but also to the way on how we treat
them.
5. Filipinos are creative. Filipinos are famous around the world in
terms of having the most creative minds
and also in the matter of music,
performing arts; our country is rich with
visual artists, fashion designers,
animators and many other artists.
6. Filipinos are respectful. We respect our relatives and when
family reunions roll around, we treat our
grandparents with great fondness; we
grasp their hand and put it against our
forehead (pagmamano).
7. Filipinos are self-sacrificing. We care about everyone’s feeling. That
is why whatever chance we can get,
real or virtual, we connect with them.
We are naturally empathetic and a loved
one’s problem becomes our problem.
8. Filipinos are beautiful. Filipinos usually have
the kayumanggi or brown skin. And it is
one of things that make us more unique
among others. Like in our generation
today, Philippines is one of the country
who produces a lot of beauty queens.
And most especially Filipinos are not
just beautiful outside but also beautiful
by heart.
COMMITMENT TO DEMOCRACY

Reflection of Deepening

Write in one paragraph your feelings or insights about the importance of

democracy in a free and just society?

In our generation today everyone is lucky to have a country that has

democracy as a government system. Democracy is important nowadays considering
that people today has their own opinions in life. In democracy freedom is dominant.
Every people have its own freedom of speech. Sometimes, democracy is often
compared with dictatorship and these are the following reasons that for me makes
democracy important. Democracy and Dictatorship are two types of governance over
a nation. Both show difference in terms of their methodology and perception. But in
general in our generation for today, democracy is more efficient, important and
effective than dictatorship. Most of the time democracy is said to be the best form of
government because it derives its power from all of the people, and not just in a
small group. Democracy literally means the rule of the people. Democracy is better
than dictatorship in different aspects such as it is defined as the government by the
people, people choose what is good for them, the power lies in the hand of the
people, this governance allows people to be free, people can create, change and
enact the laws, the justice is met with, due to proper laws and the most important
thing is freedom is respected in this kind of governance. Hence, dictatorship there is
only one person ruling the entire nation. Moreover, dictator is the one who chooses
what is right for the people without even consulting the majority, the power lies in the
hands of the dictator. This governance dominates the people and the laws are
created by the dictator and the people have nothing to do with it. In general, the
things that make democracy way better than dictatorship is that the rights of the
people to have freedom of speech and people can live as they wish unlike
dictatorship it controls the life of people and have no rights no voice out their
opinions and there can be no freedom of thought or speech.
SIMPLE LIVING

Reflection for Deepening

Write your insights by completing the following sentences. You can come up
with as many sentences as you can.

I feel..

Happy, I felt happy because in my life today I do consider myself as a person

who is living in a simple life. I never considered myself a shopper and definitely not a
hoarder.  I have always been diligent about going through our things every season,
disposing of ruined objects and taking bags of things to Goodwill.  I’ll wear my shoes
until there are holes in the soles before I drag myself out to buy new ones.  I am
happier to slow down, enjoy small pleasures and challenge myself to provide for my
needs in a more hands-on way, than to sign myself over to a narrow full-time occupation.

I realize..

In this session one thing that I have realized is that Simple living is a way
of life that focuses on simplicity, intentionality and living life with regard to
simplifying your activities, eating habits, home, emotions and thinking.
Living simply looks different for each individual, depending on your own
personal values and views on life and what is important to you. However,
there are basic similarities among those who have chosen to integrate
simple living into their everyday lives.

I will..

Continue to live my life in a simple way. Being contented is one of the key on
how I can retain my life in a simple way. The good thing on it is that a commitment to
a simpler lifestyle provides a path through which those decisions can be more
carefully considered. I don’t spend my hard-earned money on impressive stuff
anymore; hence, I will be more conscious in everything. I am choosing the simple life
because for me it is the good life. I want a life rooted in mindfulness, not things. I
want to live in equitable and peaceable relation to others. I want to cultivate self-
reliance in making sufficient provision for my authentic material needs, and as much
as possible, live in a nonviolent relation to nature and to other people. Above all, I
want a life which is oriented toward spiritual and personal development, not material
accumulation, ostentation or power. Simple living is a skillful means of promoting and
preserving all these values, as well as an expression of them.

LESSON III

THE CASES
CASE STUDY #1

AN ISLAND STORM

In today’s generation we are all familiar about the one of the biggest problem
of our country, pollution. In this case, water pollution is the problem concerned. Even
if I am not a government official concerned in this problem. As a Filipino citizen I am
still affected on it. Having those kinds of problems in the community is normal, but if
the problems are not properly handled it may lead into big problem. And the major
sources of water pollution includes untreated industrial wastes, domestic dumps and
garbage, thermal power stations, agricultural pesticides and insecticides, those
things are because of the people who does not have enough knowledge on how to
take care of environment.

If I were the official concerned in this problem, I will personally talk to the
people concerned especially the owners of the establishments. It may take a quite
long time for me to do but it is more effective. I will inform them of the status of the
environment where their establishments are placed, the sewage treatment should be
treated properly so that they become environmentally safe. Adequate care should be
taken to ensure that effective sewage treatment process is in place and that
contaminated water does not get mixed with the environment. Moreover, if I have the
power I want to conduct seminar around the beaches so that more people would be
more aware of the laws of environment, laws and legislation relating to pollution
should be strictly followed by all. People should be made aware that adherence to
water laws is in their own interest. And after the seminar, I will encourage those
people to help in implementing solutions to take care of the environment for example
planting of trees. Ponds, lakes and wells meant for human use should be routinely
cleaned and treated, so that it remains fit for human use. It is an essential step that
should not be avoided. A system of regular testing of pond and lake water can be
introduced to ensure the safety of the water. And the most important thing is
everyone should have disciple in their selves. If you cannot help in cleaning the
environment do not to things that would cause its damage. Everyone is affected in
these problems, everyone is the reason why these problems occur so in order to
prevent and avoid these kinds of problem everyone should help. Our environment
plays one of the most important roles in our community.
CASE STUDY #2

WANTED: DEAD HEROES

Illegal logging is also one of the main reasons why flood and landslides
happens. Years ago cutting of trees especially the young trees are prohibited by law.
Illegal logging is not just a problem from the person who is cutting the trees itself but
there are various causes of illegal logging but often it is a symptom of
wider governance problems, such as inappropriate legislation, weak institutions,
unclear forest tenure, corruption and a lack of law enforcement. This problem is
really common in our country considering that our country is rich in these kinds of
treasure.

If I were in Rick’s shoes in his situation in this case, I will still not allow Alonzo
to pass. Why? First, knowing that Alonzo is a government official with an allegedly
high position he himself should be more aware of the problem that our environment
had. He should know more about the laws and he should do his responsibility in
more effective way. Alonzo should be a good example to his fellowmen but what he
is doing is an implementation that may result into bad leadership and being a role
model to his fellowmen. I will not explain to him why I am not allowing him to pass
because it is clear that he is an official he should know the do’s and don’ts of our
country. I am just going to ask him if he has a permit to conduct the cutting of trees
and if they do not show me any permit then the case is close even if he explains to
me the reason why they are doing it, it may be a good intention for them but doing
wrong things in order to help others is not satisfying. They may help the family of
their dead comrades but the consequences of what they have done may affect the
whole community or not just the community around the forest but also the whole
country.

After that, I will just endorse them to the concerned person with a higher
position than me to take action in the incident. The authorities should teach them a
lesson and I, myself will continue to perform my duties and responsibilities in order to
help conserving our environment.
CASE STUDY #3

WHAT ELSE CAN I DO?

It is really hard to know something that is very confidential. It feels so hard to

keep because it will always bother you likewise; it is also hard to tell because it is so
hard to trust nowadays. You’ll never tell who will support you.

In this case whistleblowing takes effect. It is the act of exposing something or

any king of information or activity that is illegal, unethical or not proper in the
organization either private sector or public. In this case, Glenda belongs in the public
sector which makes it more difficult for her to decide. It is true that whistleblowers
can give information in both external and internal. In Glenda’s situation she already
tried to informed her Division Chief of the circumstances, hence, the chief wants her
to ignore or to set aside the fact that ACME has no proper Environmental Impact
Assessment Clearance and also to give ACME a permit for mining, then the only
choice she have is to give the information that she knows to their Chairman
considering that it is already obvious that her Division Chief has nothing to do with
the problem as it is an order from the powers.

Having involved in this kind of situation is quite difficult especially for a normal
employee in any kind of workplace. But, it is always a must to always know first all
the facts, circumstances and consequences about the situation. Especially in our
generation today, fake news is the latest trend of problem that our country is facing.
In that case, everyone who may be involve in this kind of situation, you should know
first everything most especially when a lot of people may be affected. Know the
advantages and disadvantages of the action that you are going to make.

In this case, I don’t like the way how Glenda responses in the problem.
Because if she continue to go to the press, the problem might get bigger. And a lot of
people especially those people who are included in the organization where she
belongs might be affected too. And it may be a big harm to her security.
CASE STUDY #4

PICK ME UP

Before the government hired you as a public official we should know first the
rules and regulations of the government regarding in being a good servant. In this
case Ronnie was a government official, he was the one who process all the
requirements needed in order his/her client be awarded the title of the said land.
According to the statements given he did his task with no delay and fast as he could
for Ms. Santos. But then Ms. Santos as a good client she pays back Ronnie for being
a good public servant she gave an envelope with money as a sign of appreciation
and gratitude. In the statement given, Ronnie did not yet open nor kept the envelope
because Ms. Santos already left his office.

If i was the one to be asked what should i do? For me, I won’t accept it,
because as employee whether you are a public servant or not you should not accept
it. No, because you don’t want to but because helping other people is one of my top
priorities that is why I am here as a public servant. I am giving my help to other and
do my job together with my integrity. And as a good servant I need to follow my
duties and responsibility with loyalty and dedication. I won’t accept it because I know
in the first place that it is not right to accept anything whether it is money or gifts to
our clients/customer. You need to be honest all the time especially when you are in
your working area, even if your supervisor or big bosses are around or not. That’s
the loyalty and integrity works for me.

It is also stated in the “Republic Act 6713” “code of conduct and ethical
standard for public officials and employees” that all employees or personnel of the
government shall not receive any compensation regardless with the amount given to
them. All public at all times be accountable to the people and shall discharge their
duties with utmost responsibility, integrity, competence and loyalty, act with
patriotism and justice, lead modest lives, and uphold public interest over personal
interest” meaning we need to do our job in the most efficient and with honesty way.
In every transaction that we do from to our clients or even in our subordinates we
should not ask for something or we should not expect anything from anyone while
doing our job.

And if this situation happen again I will still not accept anything to them even if
it is for paying back for the effort that is I gave to them, i will explain it to them that it
is okay to say thank you to show their appreciation than to receive anything from
them because my integrity and dedication to my work is more important to me than
having stained my name just because of that situation.
CASE STUDY #5

BRING HOME OFFICE GOODIES

Cynthia’s and Mely conversation about bringing home office supplies is more
likely to happen in anywhere and everywhere. In this situation also tackles that
everyone even if they are in high position or Chairperson does this in their office. It
look likes like normal to Mely that her other subordinates bring home this kind of stuff
even though she is aware that it is not right to do those kind of stuff.

In this case I will choose the side of Cynthia because yes she is right that
bringing home office supplies without the prior notice to your supervisor or in-charge
is stealing, because those stuffs and supplies are given by the government to use for
office purposes only not for your own sake or for your own benefits. All the supplies
and equipment used in the government is come from the money of the Filipino
people. They pay their taxes in order to support the projects of the government. You
are stealing from your family, friends and co-workers. This kind of situation is very
chronic nowadays so if you don’t make them stop they probably do the same thing
over and over again. If I we’re in the place of Cynthia still i will not allow it, I will
inform my superior regarding to this kind of situation. Because i do believe that if you
don’t do, who else will do it? Not everyone in your office is same as what you think
and dedication when it comes to work but they should also understand that in this
kind of situation we need to stand firm for the better. How can someone trust you in a
big things when in a small things or situation you cannot do it right, stealing is like
lying. Being concern to your workplace is not bad because you do it for the better not
for your own sake. We cannot say we love our country if we keep on stealing.
Following what’s on rules as a public servant should be implemented with or without
your superior. I could not accept Mely’s point of view because she should also
understand that it is like also wasting government’s funds. They are becoming
greedy when it comes to this. Being a public servant we should do our job with the
dedication and with honesty and loyalty. Stealing office supplies might look like not
that big issue but the fact that you are getting things that is not yours it is still
consider “Stealing” you are stealing from government funds and for the people who
pays their taxes properly.

And if ever it happens again, I will educate my coworkers with regarding to

this for them to realize that it is not right to do it and as public servant we should not
allowed it or do nothing about this kind of issue. In this simplest way we can gained
the trust and respect of our Filipino people by providing the best public service and
for them, they will not underestimate the government or they will not think that the
government are greedy just because of this.

MORE THAN CASINOS

When we say legal, it is a form of action that is allowed by the law or it

conform the rules of the law. And when we say moral it concerns to what is right and
wrong in human behavior or in ethical for everyone, it may be based on the internal
and external sense of what is right or good. It is not necessary to consider all legal
matters as moral values.

Philippine Amusement and Gaming Corporation (PAGCOR) is one of the

organization or business communities that give help to those people who are in
need. They usually provide assistance with the help of the government to build
schools and also to help those people who are less fortunate. They also help in
supporting those people who are victims of typhoon which I found good and helpful
to everyone.

If we look on the different aspects, PAGCOR is really legal as the government

allows them to operate. But in the other side, no matter how helpful it is to everyone
we still can’t hide the truth that it is also a gambling field. Everyone knows that
gambling is not good yet there are still a lot of people who take their chance to bet on
something without assurance. They still risk the chance of winning or losing just for
the sake of money. And we cannot hide the fact that gambling is addictive, in fact a
lot of people loss their money because they failed to win. Sometimes they even risk
their properties just because they are assuming that it will all be reciprocated with
money. Sometimes it is one of the reasons why there are a lot of people who do not
want to strive hard enough in working. They will just depend their life in the fortune of
gambling without even knowing the consequences that they might face. In that case,
they are just teaching some people to become unproductive and lazy as they know
they can get an instant wealth without striving hard.

I CAN AFFORD ANYWAY

As a government employee we are the one of the many people that benefits
from the taxes of every Filipino people. People that we encounter on our way to our
work and going home from work or most especially when we are in the service
sector such as public hospitals, schools, and other type of service that involves
interaction with every single people that pays tax to our government might judge
persons’ state of living based on their appearance. That is why we still need to show
simple living at all times in front of every people we are dealing with as a public
servant, in order to provide good image for the government because people are
aware of the issues of corruption in the government.

Moreover, as a public servant, we also need to be dressed properly in order to

create a fine and professional image worthy of the pay we get from the government.
But the term “dressing properly” doesn’t mean that we need to wear expensive
clothes and luxurious jewelries.

As a conclusion, as a responsible public servant who serves and benefits

from the country people. Maintaining a simple image means giving a clean and
corruption free image of the government and a professional employee that brings
satisfaction to the public.

GIFT GALORE

Adora on the first side was doing her duties and responsibilities that is why
she was being recognized and being appreciated by the PNP Personnel. It is good
as a public employee because she’s being well functional and worthy of the task
assigned to her.

Furthermore, Josie on the other side was making some points with relevance
to the Section 3 of the Republic Act 6713 stating that receiving any gift includes the
act of accepting directly or indirectly, a gift from a person other than a member of his
family or relative as defined in this Act, even on the occasion of a family celebration
or national festivity like Christmas, if the value of the gift is neither nominal nor
insignificant, or the gift is given in anticipation of, or in exchange for. Since adora
continuously receives gifts from her clients’ even if it is nominal or insignificant
individually, if consolidated it will cost a lot.

In this case, we can say that Adora received nominal or insignificant gifts in
the start but as time passes by, more tokens of appreciation were received by Adora.
However as a public servant, she should’ve avoided receiving gifts as an
appreciation especially because it could be a subject for bias in her judgement as a
consultant of the PNP personnel. Fairness in her judgement is critical for the proper
administration of her clients.

It is true that giving gifts as an appreciation was a Filipino culture and

declining it was an insult but as a government employee we are obliged to be neutral
in all kind of situation.

FOR OFFICIAL USE ALSO

For a government employee, especially when you are with care of their
belongings for example a service car, you are responsible in everything that might
happen on it. And including on that responsibility is the fact that you still have to
follow the rules and regulation on it.

In this situation, I will talk with the Director to get little information, maybe
Minda at first side is correct that they had a meeting in the Supermarket and decided
to have lunch there. But if the Director said that she is with her family then that is the
time that I will do few necessary things but I will not go to the ombudsman, I will go
first to the CSC so that they will know my concern and give the director her first
warning. Then I will suggest that the CSC along with the ombudsman will put GPS
tracker in each and every service vehicle that they give to the officials so that they
can monitor where the official go did. My suggestion can help the CSC to discipline
those officials who are over using their gas allowance and vehicle for their own
wants.

In that way, it may help in the near future to improve the society. In may also
prevent and avoid corruption because it may be a small thing to do, to use those
service vehicle in personal but it is also considered as corruption as the money used
in the maintenance and gasoline of that vehicle is from the budget of the people of
the Philippines.

HE DOES, I DO

Tardiness is one of the habits that an employee should avoid. Employees

have got their own reasons for being late but if this became habitual, excuses might
no longer be acceptable. You might also be unconsciously building up a bad
reputation about punctuality so putting an end to this tardiness is necessary.

In this situation or case, I will go on Roy’s side. Because in all aspects in life
people should be fair and should be treated equally with or without power. When it
comes to a sense of fair pay, it's not just about the amount of the paycheck that
matters. The transparency of the compensation system and a clear commitment to
equity by the organization are critical in ensuring people feel fairly paid. Fairness
shouldn’t be just something you hope for in the workplace. Fairness should be a
standard, a staple for survival like food, clothing or shelter. Fairness in the workplace
is not as black and white as you might think. Being underpaid or yelled at by your
boss daily are more obvious examples of abuse at work, but the struggle for
employee justice goes much deeper.

It is really important to have a fair treatment between an employee and

bosses because treating people with respect and dealing with everyone in a fair and
open matter are just two essential requirements for successful and to have a good
and harmonious relationship in working in the workplace you have.

In Roy’s boss he should treat his employees fairly and focus on navigating the
challenges in front of them. They feel respected, cared for, and they develop trust in
you as a manager. Instead of focusing on gamesmanship or one-upmanship,
employees focus on working towards individual and group goals.  When you treat
others fairly two things happen. Your employees notice and respect you for it. Your
reputation for fair play reinforces their belief in you. Second, the people who you
treat fairly will respond in kind. You are teaching through your actions and modeling
the behavior of fairness in the workplace.
