1. GENERAL
SITE DESCRIPTION
The Saudi Arabian Oil Company (Saudi ARAMCO) is the owner of the development of
HAWIYAH GAS PLANT EXPANSION Project (HGP). The project is located in the Eastern
Province of Saudi Arabia, approximately 65 km southwest of the City of Hofuf in the Al-Hasa
region and approximately 175 km southwest of Dammam. CONTRACTOR has been awarded the
engineering, procurement, construction, installation, pre-commissioning activities, commissioning
& start-up support to provide additional gas processing facilities at Hawiyah Gas Plant (HGP) to
process 1070 million standard cubic feet per day (MMSCFD).
CONSTRUCTION CONTRACTOR has been awarded the execution of the Civil, Mechanical,
Electrical, Instrumentation and Telecom activities until Mechanical Completion.
2. SCOPE
This Method statement explains the planned and safe execution method of various stages of
concrete work in accordance with project specification and latest Issue for Construction
Drawings.
3. REFERENCE DOCUMENTS
Standard references will be based on the standard cut-off date of the project. The latest revision
of the following Project Specification base on cut-off date of the project shall be used as a
reference and part of this method statement in the execution of survey works.

5.2. QC SUPERVISOR
Submit and verify the approval of all documents that are necessary for inspection (Material –
MS – Procedures)
Ensure that all other discipline activities that must be inspected within the concrete works
construction program have been inspected and cleared.
Organize and allocate inspection works to the Site Quality Control Inspectors.
Coordination between TPTL and Site QC Inspector for the required testing as well as follow up
the issue of laboratory reports.
Ensuring that all inspections are performed and recorded as per project requirements / specs.
Coordination between CONSTRUCTION CONTRACTOR & CONTRACTOR QC teams for
solving quality issues
Follow up the clearance of non-conformances and quality issues
Preparation of all handing over dossiers to the other disciplines
Review and Maintain proper document system with tracing facilities and logs for all
construction activities including IFC updated drawings , Approved Mix Designs ,MS and
procedures , ,Calibration Certificates , Material Approvals, Material Receiving , TPTL Test
Reports, Third Party Test Reports , approved R.F.I ,NCR and Quality Issues,
Regular reporting to CONTRACTOR QC Supervisor.
Attend the regular quality meeting with CONTRACTOR and COMPANY.
5.3. SITE QC INSPECTOR
Verify all construction activities are completed and ready for inspection in coordination with
construction team.
Perform / ensure that all inspections are performed in a timely manner and record as per
Specifications, ITPs and QCPs requirements.
Ensuring that notification times to CONTRACTOR and COMPANY are upheld as per ITPs and
QCPs
Coordination with Batch Plant QC Inspector and to ensure the correct type of concrete mix and
no concrete released from batch plant before acceptance of pre-pouring inspection by
CONTRACTOR and COMPANY.
Coordinates with other QC Disciplines, as necessary.
Inform CONTRACTOR/COMPANY inspectors by the official Request for Inspection, and when
their presence is required to carry out Inspections.
Accompany CONTRACTOR/COMPANY inspectors to carry out Inspections and release
hold/witness points.
Sign and obtain signatures from CONTRACTOR/COMPANY representatives on the various
Inspection & Test Plans, as required.
Follow up the implementation of the corrective actions for any Non-Conformance as well as
raising any NCR to the QC Supervisor.
Follow up concrete placing process from the start to concrete finishing and curing.
Coordination with TPTL on site before and during concrete placing process for concrete
sampling.
Coordinate with Batch Plant QC Inspector for any incidents (ie. Rejection of concrete due to
delay or unauthorized re-Tempering).
5.4. BATCH PLANT QC INSPECTOR
Fully present in concrete batch plant during the whole pouring time with well contact facility
Full Coordination between worksite both quality team & construction team and concrete batch
plant for ordering the correct mix ID (Class – Cement Type ) & quantities and arrival time
Coordination between TPTL and concrete batch plant for the start of loading
Initial check for batch plant conditions before loading the concrete
Initial check for the fresh concrete (visual – print out check)
Follow up concrete delivery to the pouring location

8. METHADOLOGY
8.1 The interrelationship between the three activities (formwork, rebar fixing and
concreting) and their logical sequence is presented by way of a flow chart as shown in
Fig. 1. The items of work quantified suitably so as to arrive at resource requirements
and organization structure to meet the requirements.

9.1 It is proposed to use timber formwork for all the works. The main panel of the form will be
made with 18mm laminated ply board. Lesser thickness may be used in the case of minor
items. In any case, the forms will be made strong enough to with stand the liquid pressure
of concrete and also water tight during concrete pouring and compaction.
9.2 All internal surface of the formwork will be coated with approved formwork releasing
agent before installation.
9.3 The main panels will be stiffened using timber beams fixed along the length and width of
the panels.
9.4 Steel soldiers will be used to hold the panels together, where the height of the form is
more than 1.5 meter.
9.5 Steel props will be provided to support the beam soldiers. The props will be of push pull
type so that the verticality of the form can be adjusted accordingly.
9.6 The spacing between the faces of the form can be adjusted by using steel tie rods
running through the forms. They are screw in type so that the spacing can be adjusted.
9.7 Where these tie rods go through the concrete, it will be cut after curing to provide enough
cover, the ends will be coated with epoxy paint and then the form cone space on
concrete surface will be patched up with approved material.
9.8 If possible, Tie rods will be fixed in such way not to pass through the concrete’s
length. (applicable for columns / pedestal)
9.9 For wall structures, Tie rod will go throughout the concrete with PVC sleeves pipe and
cone. In case, of water tight basins structures, the tie rods shall be connected with water
stop connector from inside the concrete to ensure water tightness of the structure.

9.10 Elevated slabs will be casted on laminated ply of 18mm thickness resting on aluminum
beams, which in turn will be supported transversely with main joists. The main joists will
be supported by jack type props.
9.11 It will be ensured that the jack type props are resting on firm ground. If the ground
is unstable, rigid base will be provided using suitable materials.
9.12 The design and construction of the form will be in accordance with ACI-347.
9.13 External exposed corners of the structures above ground level will be formed with 20
mm chamfer.
9.14 For vertical and narrow structures like walls and columns where access is not possible
window openings will be provided in strategic location to facilitate cleaning, pouring
and concrete compacting.
9.15 Reinforcing bar will be secure against the formworks using approved PVC spacer
placed sufficiently to hold the reinforcing bar in its final position.
9.16 Structures like compressor table, where structural concrete slab exceeds 1000 mm thickness
formwork design will be calculated and submitted for approval.
9.17.1 The formwork will be checked prior to each casting to ensure that the dimensions
as per latest revision of IFC drawing.
9.17.2 The position of every insert will be specifically checked before and after the
form fabrication and fixing.
9.17.3 On completion of formworks along with reinforcing bars and inserts, application
request for inspection prior to closure will be submitted to CONTRACTOR and
COMPANY. The concreting will then be carried out only after getting approval
all parties.
9.18.1 Removal of forms will be done as per ACI 347R without damaging the newly concrete
surface.
9.18.2 Forms for columns, walls, side of beams and other vertical beams which not
supporting the weight of concrete will be stripped only after 24 hours after placing
of concrete (if the concrete is hardened sufficiently). The concrete surface will then
be cured continuously as per SAES-Q-001.
9.19 For special structure in line with special scaffold as per GI 8.001

9.19.1 Formworks shoring, personnel access platform, etc., constructed from scaffolding
materials (e.g., tube and coupler or system scaffolding components) shall comply
with GI 8.001
9.19.3 Drawings and plans shall be prepared for all elevated formworks. These drawing
and plans shall shown the needed forms, shoring, jack layout, working decks and
personnel access scaffolding that is integral with the formwork, etc.
9.19.4 Formwork drawing and plans shall be reviewed and approved by a degreed
structural engineer. Approved formwork shall be erected in full compliance with the
approved drawings and plans.
9.19.6 If system scaffold is used for formwork shoring, only SA approved types of
system scaffolding shall be used.
9.19.7 Formwork shoring, access platform, etc., constructed of scaffolding materials shall
be erected under direct, on-site supervision of SA certified Scaffold Supervisor.
9.19.8 Formwork shoring, access platforms, etc., constructed of scaffold materials shall
be inspected and scaffold platform shall be tagged by SA certified Scaffold
Supervisor and Inspector as per GI 8.001. Other types of formworks shall be
inspected by authorized (competent) person. These inspections shall occur
immediately prior to concrete placement and shall verify that the formwork is
constructed as per the approved formwork drawings and as the compliance with
project standards.
9.19.9 Formwork must be design, fabricated, erected, supported, braced and maintained so
that it will be capable of supporting without failure on all vertical and lateral loads
that might be applied to the formwork. As per compliance with SAES-Q-001.
9.19.10 The formwork structure must be maintained within all design tolerance specified
for plumbness.
10. REINFORCEMENT
10.1 The reinforcing steel conforming to SASO SSA-2 with specified yield strength 422
Mpa, will be used for all reinforcing work (Fusion Bonded Epoxy Coated Steel Rebars).

10.2 The fusion bonded epoxy coated rebar shall confirm to 09-SAMSS-106 and the rebar to
be used shall be as per project specification and SAES-Q-001 requirement for above
and below ground.
10.3 Welded wire fabric shall conform to ASTM A767 and ASTM A884 as required by
SAES- Q-001 Section 6.1.4
10.4.1 Reinforcing steel will be handled with care so that no damage will caused to
the epoxy coating during shipment, handling, fabrication and placement.
10.4.2 Number of spacing of supports will be such that there is no sagging of the
stacked bars.
10.4.4 The stacked rebar steel will be covered with tarpaulins or such other means and
protected from mud, mortar, oil or any other thing that causes damage to the
epoxy coating.
10.4.6 Bar bending schedule shall be prepared based on IFC drawing and approved
by CONTRACTOR prior to start fabrication.
10.4.7 All reinforcement will be cold bend and not to re-bend. The rebar bending shall
comply with the Standard Drawing for Rebar Arrangement. The minimum
bend diameter for the rebar will be as per the following table.

Note: Mandrel will be made of such material, as not to cause damage to the
epoxy coating on steel at the time of bending.
10.4.8 Each bundle of bent bars will be tagged and identified by the drawing
number, structure, mark number, bar size and quantity.
10.4.9 Reinforcement bar shall not be welded, unless specifically shown in drawing
or specific approval from CONTRACTOR.
10.4.10 The reinforcement will be loaded near the foundation location by placing on
wooden runners without contacting any soil upon completion of lean concrete.
The rebar will then be lifted by crane without causing damage and will be
placed in position on the top of the lean concrete.
10.4.11 Final location of reinforcement bars (rebar) are properly fixed or ties using
approved binding wires (recommended ties shall be in staggered or alternately
at every rebar intersection).
10.4.12 Experience riggers to be involved for any lifting of rebar’s cages, Cranes
of having enough capacity shall be used for lifting activities
10.4.13 The rigging shall be done with the lifting belts at 2 or 4 locations of the rebar
cage depending upon the size of prefabricated rebar cage.
10.4.14 Proper barricade and adequate safety supervision shall be provided at the time
of lifting.
10.4.15 North direction of footing shall be marked on the rebar cage to ensure the
correct orientation as per drawing.
10.5.1 All reinforcement steel shall be placed as per the location designated on
latest revision of IFC drawings
10.5.2 Rebar shape, diameters, length and quantity shall be verify as per latest revision
of IFC drawing and Bar-bending schedule.
10.5.3 PVC spacer block shall be placed to maintain the required concrete cover
protection for rebar. Require cover shall be maintained as per IFC drawing
for Concrete General Notes – Civil
10.5.4 Fabricated Steel Chair shall be provided for TOP reinforcement bar of
Footing Foundation.
10.5.6 Coated PVC tie wire shall be used to secured and fixed reinforcement steel to
his proper location. Used single “X” shape to tie rebar alternately and double “X”
shape on all corner bar.
10.5.9 Reinforcement steel shall be thoroughly clean and free from grease, oil and
any harmful materials that will reduce the bonding of reinforcement to concrete.
10.5.10 All protruding reinforcement steel onto which employees could fall shall be
guarded to eliminate the hazard of impalement.
10.5.12 Reinforcement steel for walls piers, columns and similar vertical structures
must be adequately supported to prevent overturning and collapse.
10.5.13 Employees must take measures to prevent unrolled wire mesh from recoiling.
Such measures may include, but are not limited to, securing each end of the roll
or turning over the roll.
11.2 Suitable templates will be designed for the positioning and fixing of the embedded
items. Templates as supplied by the CONTRACTOR will be used in case of foundations
for large Skirt Mounted Vessels.
11.3 The aptness, adequacy and positioning will be checked by the supervisor before
submitting Request For Inspection to the CONSTRUCTION CONTRACTOR QC. The
QC will check them in turn before forwarding this request to the CONTRACTOR QC.
This procedure ensures the right kind of embedded items are in right place and in right
quantities.
11.4 Where there are large numbers of embedded items, a checklist of embedded items
will be prepared and the same will be signed by the CONSTRUCTION
CONTRACTOR Supervisor and Countersigned by the CONSTRUCTION
CONTRACTOR QC Engineer before submitting the Request For Inspection to the
CONTRACTOR QC department.
11.5.1 To hold the standard items in place without displacement before and
during concreting.
11.5.3 In order to get certain formations of the surface of the cast members.
11.6 Where applicable, all welding works shall be done in compliance with approved
welding procedures.
11.7 When templates are used for the positioning of the inserts, they will be screwed on to
the main body of the form or held in position by the supporting elements. In any case a
rigid positioning of the template will be ensured.
12. CONCRETING
12.1 Concreting will be carried out using the approved design mixes and as specified in
IFC drawing. The concrete from approved sources will be used for all concreting
works.
12.2 The cement used in concrete will be conforming as specified in SAES-Q- 001 for all
structures, foundations and paving concrete unless otherwise mentioned in the
latest revision of IFC drawings.
12.3 The cement source shall be uniform throughout the project. Any source changes to
be approved by CONTRACTOR.
12.4 All rebar steel and forms will be cleaned by using compressed air to remove debris and
foreign materials before pouring. Concrete will be placed in accordance with ACI 301 &
304R and SAES-Q-001.
12.5 It will be ensured that the temperature of the concrete at the time of placing does not
exceed more than 35⁰C. If the temperature of the steel is more than 49⁰C, the forms
and reinforcement will be fog sprayed with water just prior to placing of concrete.
12.6 The concrete pouring will be done within the initial setting time of the cement. For
the purpose of this clause, the time of batching as marked on the delivery sheet will
be considered and monitored.
12.7 During hot weather, additional crew may be engaged to expedite the finishing of
newly placed fresh concrete.
12.8 The concrete will then be poured into the mould / form after final inspection has
been done and all other QC requirements are complied.
12.9 The concrete surfaces shall be finished as per the requirement in the project
specification and as specified in IFC drawings.
12.10 The concrete will be laid in layers not exceeding 400mm in thickness; each
layer compacted separately before the next layer.
12.11 Concrete vibrator to be used shall be poker vibrators of needle immersion type with non-
metallic head to avoid damages on the rebar’s coating. At least minimum of two units
shall be available at site, where one of them acts as a stand-by. The numbers of
vibrators will or may be increased according to the number of groups engaged & volume
of concrete to be poured.
12.12 All concrete will be consolidated by vibration so that the concrete is thoroughly worked
around the reinforcement, around embedded items, and into corners of forms,
eliminating all air or stone pockets which may cause honey-combing, pitting, or planes of
weakness.
12.14 In case of mass concrete pouring, the pouring shall comply with the requirement of
SAES-Q-007 section 5.2.8. Concreting shall be properly plan to avoid interruption that
may cause cold joints. However, in case of slabs/ paving construction joints will be
provided based on IFC drawing or pre- approved pour scheme. In any case,
concessive layers not poured more than 1 hour, approved bonding agent shall be
applied on the previous concrete layer.
12.14.1 A firm seating of foundations will be assured by casting it over lean concrete
of thickness not less than 50mm. The lean concrete will be 14Mpa at 28-day
compressive strength.
12.14.3 Control joints, if any, will be cut within 24 hours of placing of concrete.
12.14.4 All surfaces shall be finished as per project specification.
12.15 CONCRETE PLACEMENT
12.15.1 Concrete placement without concrete pump shall be used for the
following structure with help of wheel loader equipment.
12.15.2 Concrete placement with using of concrete pump shall be preferably used
for concreting of the following structure:
12.15.3 Concrete placement using of concrete bucket shall be used in areas where
inaccessible to any means of transporting concrete or in absence of
concrete pump.
12.15.4 Concrete will be deposited as nearly as practicable in its final position to avoid
segregation due to re-handling or flowing. Concrete will not be subject to any
procedure which will cause segregation. Tremies or similar acceptable
devices will be used to limit the free fall of concrete
13.2 A sample of concrete for compression tests shall be taken each day concrete is poured
for the project. The concrete shall be sampled, cured and tested for compressive
strength in accordance with ASTM C172, C31 and C39. There shall be four (4) test
cylinders per sample. In the case of small pours, there shall be one (1) sample as a
minimum. For large continuous pours, one (1) sample shall be taken for each 110 M³
or part of it.
13.3 Slump Test will be conducted at the start of operation every day; whenever the
appearance of the concrete indicates a change in consistency or for each set of
test cylinders in accordance with ASTM-C-143.
13.4 Temperature of fresh concrete will be recorded in accordance with ASTM C1064
and ACI 301.
13.5 Test Cylinders will be dated and numbered consecutively. Each cylinder of each set
will be given an identifying tag. The tag will contain the following details:

13.6 Four Test cylinders shall be cured under standard moisture and temperature
conditions in accordance with ASTM C31. Three (2) samples shall be tested 7-days
after the concrete poured and other three (4) shall be tested at 28-days after the
concrete poured. In case of needed a field-cured sample (one cylinder) shall be stored
and tested when directed by the CONTRACTOR and COMPANY.
14.2 The curing and protection of concrete will be done in accordance with ACI-301 and
ACI-308. Concrete will be protected from premature drying, excessive heat or frost
and mechanical injury. It will be maintained relatively constant temperature for a period
of which the hydration of cement and hardening of concrete. The duration of wet
curing
will be base as per the requirement set in the project specification indicated in SAES-Q-
001.
14.3 Exclusive crew will be engaged for carrying out the curing of concrete alone. Care
will be taken to check the loss of moisture from concrete by adopting one of the
following means:
14.3.2 Covering with burlap at top of concrete bed and keeping it wet always.
14.4 Immediately on completion of the curing time, concrete moisture field test shall be
conducted before application of concrete coating as required by SAES-H-003
section
8.1.4. The concrete surfaces shall be applied with approved protective coating as
indicated in the concrete general notes. Dry Film Thickness will be ensured as per
requirement.
15.12 The necessary precautions shall be taken to prevent damage to the project site and
to property and the environment adjoining the worksite and to keep it clean, tidy in
good order at all times.
15.13 CONSTRUCTION CONTRACTOR shall confine its operations strictly with the limits
of the working strip.
15.14 Existing cables, P/L and other underground facilities or services if indicated on the
drawings shall be detected, located and exposed by cable detector, hand
excavation; proper notification shall be given in advance of excavation.
15.15 CONSTRUCTION CONTRACTOR shall utmost take care to mark all exposed
underground facilities or services and to avoid any damage to surfaced roads and
other above ground facilities.
15.16 Underground facilities or services shall not be moved or disturbed without
specific agreement in writing from COMPANY representative.
15.17 The sides of trenches excavated in week soil to be safely sloped shoring benching etc.
15.18 Work permit will be received by an approved work permit receiver prior to start of
any activity.
15.19 All heavy equipment operations shall have both SAG license and SA Certificates
according to GI 7.025.
15.20 All lowering activities that require road closures will be in accordance with GI-1021.00.
