I. AUTHORITY:

1. Blotter entry docketed under 2019-12- 2153 dated December 10, 2019.

II. MATTERS INVESTIGATED:

2. To determine the circumstances surrounding the abduction of a Chinese


national that transpired at about 9:10 PM of December 9, 2019 along Paseo De Roxas
corner Perea St., Legazpi Village, Barangay San Lorenzo Makati City identified as Mei
Zhou, 28 years old, and a resident of Eton Residences, Greenbelt, Legaspi St., Legaspi
Village, Barangay San Lorenzo, Makati City.

3. To establish the identities and liabilities of involved Chinese national suspects.

III. FACTS OF THE CASE:

4. On December 10, 2019, at about 1:30 AM, PMAJ ANTHONY BAGSIK, Chief,
PCP 5, Makati CPS received information regarding the alleged abduction incident. The
said incident was uploaded in the Facebook by a concerned citizen and went viral with
million views and negative comments from the public. Based on the uploaded video, a
woman was screaming for help while being dragged by suspects inside a colored gray
van.

5. PEMS Daniel Cempron and PCpl Daniel Alvin Batbat, both personnel of PCP5
conducted ocular inspection at the crime scene wherein they interviewed some
witnesses. Thereat, they learned that one (1) unidentified female Chinese National
wearing face mask casually boarded the van with plate no. LSA 880 together with two (2)
unidentified male Chinese suspects. After a few minutes, victim was trying to alight from
the van while screaming for help. Suspects also forcibly put the victim back to the van
and immediately fled to unknown direction. A brown envelope containing a Dead of Sale
of a motor vehicle with IDs of Tangbin Chen and Jianwei Zhu which was allegedly fell
from the van was turned over to the first responders by the roving security guard.

6. During verification thru Globe 2600, the plate no. LSA 880 that was attached to
the suspect’s vehicle was registered to a Mitsubishi L300, 2011 model with chassis/color
aspen white, contrary to the description of the vehicle’s used that was shown in the
uploaded video. Based on the said vehicle’s (LSA 880) record obtained from the LTO, it
was last registered on November 11, 2018, has no LTO apprehension, and no alarm
reported. At that instance, PMAJ ANTHONY BAGSIK, Chief, PCP5 relayed the gathered
information to the investigator to conduct thorough investigation.

7. Moreover, team of investigators led by PMAJ GIDEON T INES JR, Chief,
SIDMS immediately conducted follow-up to locate the person of Tangbin Chen with
given address at Eton Residences Greenbelt, Legaspi St., Legaspi Village, Barangay
San Lorenzo, Makati City. It was found out that the said Chinese national is a resident of
the said condominium unit and according to SG Froilan E Tiu Jr., he noticed that Tangbin
Chen went out from the condominium at about 3:00 pm of December 9, 2019 and since
then, he never came back.

8. Likewise, Jianwie Zhu, based on his issued driver’s license, he is a resident of


4C Richview Residences, 33 Ortigas St., Pasay City but upon checking, said unit
address is not existing according to SG Rodolfo Bauat Perez Jr., duty security guard. As
per LTO record, the plate number LSA 880 is registered to a certain Fen Cao with
registered address at Eastwood Ave. Bagumbayan, Quezon City.

9. Police elements of ANCAR, MCPS led by PEMS Noli P Jucal with two others
were dispatched to locate the above addressed in coordination with Barangay authorities
thereat and it was found out that the said address indicated in the record of ownership of
the vehicle is not existing.

10. At about 12:30 PM of December 10, 2019, one Chinese National named Wen
Yu Chen later known as the sister of Tangbin Chen and representative from New
Weather Pogo company personally appeared to this office. During further questioning,
they confirmed that the victim indeed worked as an area manager of New Weather Pogo
company.

11. At about 4:00 PM of same date, PMAJ GIDEON T INES JR received a call
from a certain person informing that Tangbin Chen requested to be interviewed at
Alphaland Makati Place in the presence of his wife’s boss, an alleged owner of New
Weather POGO Company, due to security reason. Taking cognizance of the request,
PMAJ GIDEON T INES JR and the investigator-on-case immediately went to the place to
conduct interview and investigation. According to Tangbin Chen, he was having a
meeting at Rockwell Center when he received a call from his wife (victim) at about 11:00
of December 9, 2109. He was able to talk to his wife from cellphone no. 09086415187
and only gave a few words such as “FINISHED WORK”, “KIDNAPPED” and “WAIT FOR
A CALL”, then the phone was already turned off.

12. At about 3:36 PM of December 10, 2019, Tangbin Chen again received a call
from cellphone no. 09065806608 from a certain Chinese national allegedly demanding
66 million RMB (China currency) but didn’t give any details regarding his wife’s
whereabouts. During interview, it was learned that the husband has no capability to pay
for the released of his wife and the New Weather POGO Company offered for financial
assistance if there will be a demand for money for his wife.

13. At about 11:20 PM of December 10, 2019, probers received text messages
about the vehicle’s used in the abduction. Accordingly, the said vehicle was seen at the
vicinity of Guijo St., Phase 4, Multinational Village, Parañaque City. PMAJ GIDEON
INES, Chief, SIDMS, PSSgt Glen Marvin M Gallero, with three (3) other Intel personnel
conducted follow-up operation and immediately headed to the given place but the said
vehicle was not there. As of 4:00 PM of December 12, 2019, there is no call from
suspects demanding ransom money to the victim’s husband. Tangbin Chen was
instructed to immediately inform the investigator-on-case if he will receive a call from the
suspects.

14. In the course of further investigation, it was revealed that the true plate
number of the vehicle used in the abduction is NKO 803, describe as Chrysler color
bright silver, Van type, Town and Country model 2009. The vehicle was registered under
the name of Yongming Xue, Chinese national and a resident of West Ayala located
along Sen Gil Puyat Avenue, Barangay Pio Del Pilar, Makati City.

15. Another follow-up was conducted at West Ayala to verify the report but the
security of the building did not allow investigators to conduct investigation. Hence, a
formal request was made to the management of the building for the identity of the owner.
CONFIDENTIAL
At about 4:00 PM of December 13, 2019, Yongming Xue, owner of the vehicle used
appeared at this office and gave information about the possible hideout of the suspects
in a secluded condominium in Pasay City.

16. With the given information, at about 7:00 PM of same date, team led by PMAJ
GIDEON T INES JR conducted follow-up operation at Unit 3910 South Tower La Verti
Residence, Pasay City. Thereat, the team met Yongming Xue, wherein he stated that he
owns the car uploaded in the video. He further stated that he sold the car to Wanshun
Guo, Chinese national sometimes in October 2019 in the amount of Php 600, 000.
Wanshun Guo with four (4) other Chinese nationals also rented the said condo unit. The
team recovered several Identification Card of different Chinese nationals and handcuffs
inside the condominium. Yongming Xue also informed the team that Wanshun Guo also
leased one unit located at Lot 34 Block 16 Guiho St., Multi National, Paranaque City,
owned by a Filipino identified as Cathy Almario.

17. The team immediately rushed to the said address and upon arrival thereat, it
was closed and locked. The team conducted inquiries to the neighborhood and
according to witness (name withheld), she saw a female Chinese national being dragged
by three (3) male Chinese looking national from the van heading inside the said house
unit between 10:30 pm to 11:30 pm of December 9, 2019. With due permission from the
owner, investigators opened the house and they were able to recover plastic tie up wire
and it seems that the suspects already abandoned the house due to the presence of left-
over foods, plastic bottles bed and pillows. Investigators requested the owner to lock the
house to preserve the scene.

18. At about 7:00 PM of December 15, 2019, the investigator-on-case received


information that the victim was already got home. The information was confirmed by S/G
Froilan Tiu Jr. of Eton Residences thru phone call. The investigator-on-case, with three
(3) others went to Eton Residences and asked about the details wherein S/G Froilan Tui
confirmed that victim together with her husband went inside the building at about 3:24
AM of December 15, 2019 and eventually went out at about 3:58 AM of same date.
Since then, the couple did not come back to their unit.

19. At about 11:50 PM of same date, PMAJ GIDEON T INES JR received a text
message from Tangbin Chen, informing that his wife already got home safely and
requested that they will give their statement after the meeting with their lawyer. He also
informed this office that he lacks enthusiasm to pursue any legal action to those Chinese
behind the abduction.

IV. DISPOSITION:

20. With the foregoing chain of events, and gathered pieces of evidences, this
particular case is considered cleared since the suspects has already been identified. As
of this time, probers is consolidating those documents and waiting for the victim to give
her formal statement prior to the filing of appropriate charges in the Makati City
Prosecutors Office against the suspects.
