RESOLUTION NO. 2019-16

RE-ORGANIZING THE BARANGAY LITERACY COORDINATING COUNCIL
WHEREAS, it is the policy of the state to give the highest priority to the adoption of measures
for the total eradication of illiteracy;
WHEREAS, the National Literacy Coordinating Council has been created pursuant to Republic
Act 7165;
WHEREAS, pursuant to Administrative Order No. 324 of the Republic of the Philippines, all
concerned Government Agencies and Local Government Units are mandate to adopt the
National Literacy Coordinating Council blueprint for action as framework or guidelines in
developing policies and implementing programs and projects related to literacy;
WHEREAS, pursuant to Ordinance No. 2015-684 of the municipality, all concerned barangays
are required to create its Barangay Literacy Coordinating Council;
NOW, THEREFORE, in compliance to the said ordinance and in the interest of public service, I,
ELIZABETH L. TRINIDAD, Punong Barangay of Barangay OLD CENTRO PROPER by virtue of
the powers vested in me by law, do hereby order the Reorganization of the Barangay
Literacy Coordinating Council, as follows:
SECTION I: COMPOSITION

SECTION II: FUNCTIONS AND RESPONSIBILITIES

1. Conduct periodic monitoring to observe and review the performance of the Barangay Literacy
Workers;
2. Consolidate all the programs and project that aim to effectively address the specific
educational needs of the Out-of-School Youth and adults in the barangay;
3. Consolidate all reports and submit to the Liga ng mga Barangay President for filing;
4. Perform such other functions and responsibilities as mandated by the Municipal Literacy
coordinating Council.
SECTION III. EFFECTIVITY
This order shall take effect immediately, done this 16th day of July 2019 at San Mateo, Isabela.

RE-ORGANIZING THE BARANGAY COUNCIL FOR THE PROTECTION OF CHILDREN
(BCPC)
WHEREAS, Section 15 of Republic Act 9344, otherwise known as the Juvenile Justice and
Welfare Act of 2006 provides for the establishment and strengthening of Local Councils for the
Protection of Children (LCPC) to serve as the primary agency to coordinate with and assist the
LGU concerned for the adoption of a comprehensive plan on delinquency prevention, and to
oversee its proper implementation;
WHEREAS, it is imperative to support the legal mandate and to ensure the full implementation
of the rights of every child to live in a society that offers or guarantees him safely, health, good
moral, environment and facilities for his wholesome development;
NOW, THEREFORE, I, ELIZABETH L. TRINIDAD, Punong Barangay of Barangay OLD
CENTRO PROPER, San Mateo, Isabela by virtue of the powers vested in me by law, do hereby
order the Reorganization of the Barangay for the Protection of Children, as follows:

SECTION II. FUNCTIONS AND DUTIES

1. Foster the education of every child in the barangay;
2. Encourage proper performance of duties of parents;
3. Protect and assist abandoned and maltreated children;
4. Take steps to prevent juvenile delinquency and assist parents of children with behavioural
problems;
5. Adopt measures for the health of children;
6. Promote opening and maintenance of playgrounds and child development center and other
services necessary for child and youth welfare;
7. Coordinate the activities of organizations devoted to the welfare of children and secure their
cooperation;
8. Promote wholesome entertainment in the community especially in the movie houses;
9. Assist parents whenever necessary in securing expert guidance counselling from the proper
government or private welfare agency; and
10. Protect working children from abuse and exploitation.
SECTION III. EFFECTIVITY
This order shall take effect immediately, done this 16th day of July 2019 at San Mateo, Isabela.

A RESOLUTION DESIGNATING A BARANGAY CHILD-FRIENDLY MOVEMENT (CFM)
FOCAL PERSON
WHEREAS, the barangay strongly supports the different programs, projects and activities of the
government;
WHEREAS, in support to RA 7610 and PD 603 and to ensure the child’s survival, development
protection and participation, there is a need to establish a Barangay Child-Friendly Movement
CFM Focal Person;
WHEREAS, as Barangay CFM Focal Person, he/she should attend meetings/seminars/trainings

orientation regarding CFM; assist/help in the formulation and implementation of plans,
programs, and policies for children; help establish and maintain database on children in the
barangay;
WHEREAS, in the case that he/she have other existing position or function, please be advised
that this additional workload shall not be in any manner, the reason for such decline of
performance from his/her original functions. As such he/she may be entitled to a
compensation/honorarium as provided by law;
WHEREAS, after through deliberation and unanimous accord of this body, it was;
RESOLVED, as it is hereby resolved to designate GRETA D, TORALBA as the Barangay CFM

Focal Person and Barangay Literacy Worker;
RESOLVE FURTHER, to submit copies of this resolution to the Local Government Unit of San
Mateo through the Municipal CFM Focal Person and other concerned agencies.
UNANIMOUSLY ADOPTED this 16th day of July 2019.
