P214 Module 1 Study Guide

This document is a study guide for a module on standard land uses for a diploma program in land use planning. It introduces standard land uses from the HLURB Model Zoning Ordinance and different ecosystems. The learning objectives are to define standard land uses, identify existing land uses using the framework, and categorize land uses by ecosystem, open space/built-up area, development sector, and policy area. Individual and group activities involve classifying land uses in these categories and discussing definitions. The goal is to create an integrated diagram classifying all standard land uses. A summative quiz will assess learning.

University of the Philippines Open University

Diploma in Land Use Planning
P214: Planning Analysis
Module 1: Standard Land Uses
Study Guide

Introduction
A clear understanding and differentiation of the standard land uses (or zones and
sub-zones) is essential to a logical analysis of land use. This module introduces the
standard land uses listed in the HLURB Model Zoning Ordinance, the ecosystems as
classified in the Ridge-to-Reef Integrated Watershed Ecosystems Management
Framework, and the four land use Policy Areas.

Learning Objectives
By the end of the module, you should be able to:
1. Define and differentiate the standard land uses (base zones) listed in the
HLURB Model Zoning Ordinance.
2. Identify existing land uses in your city or municipality using the standard land
uses as a framework.
3. Categorize the standard land uses in the HLURB Model Zoning Ordinance
visually and existing land uses in your city or municipality by Ecosystem, Open
Space or Built-Up Area, Development Sector, and Policy Area in collaboration
with your group.

Individual Learning Activity

1. Read the HLURB CLUP Guidebook Volume 3: Model Zoning Ordinance (download
link), with focus on Article III: Definition of Terms (pages 7 to 18); Section 6
and 7 of Article IV (pages 18 to 20); and Land Use Categories and Coloring
(pages 83 to 84).

Study Questions
a. Differentiate base zones from overlay zones.
b. How are the base zones organized or classified?
c. How are the base zones represented in maps? Familiarize yourself with the
standard colors for each zone or land use. Use these standard colors in all
outputs throughout this course.
d. What uses and activities are allowed in each base zone?

2. Identify which standard land uses are in your city or municipality and cite
examples. Use the following table.

exclude “zone” and Municipality)
“sub-zone” from the

Post your answer in the forum labeled “Individual Learning Activity”. This
activity is not graded.

3. Read the HLURB CLUP Guidebook Volume 1: The Planning Process (download
link), specifically pages 6, 17 (Section 4.1), 94 (Figure 6-1), and 105 (Table 6-
4).

Study Questions
a. What are the five ecosystems from ridge to reef? Define the coverage of
each ecosystem. Refer to the following.
• DENR Administrative Order 99-53
• CBFM Study or ESSC Study
• RA 8550
b. What management plans cover each ecosystem?
c. What standard land uses could be present in each ecosystem?

4. Identify the ecosystems in your city or municipality. Update your table to

include a column for ecosystem to indicate where each existing land use in
your city or municipality is located.

5. Search for the definition of “Open Space” in the HLURB CLUP Guidebook
Volume 3: Model Zoning Ordinance and the definition of “Built-Up” in HLURB
CLUP Guidebook Volume 2: Sectoral Analysis and Tools for Situational Analysis
(download link).
P214 Module 1 Study Guide 3

Study Questions
a. Define “Open Space” and “Built-Up” in the city or municipality level.
b. Define “Open Space” in the residential subdivision level. See P.D. 1216.
c. Define “Open Space” in the individual lot level. See Section 803 of the IRR
of the National Building Code.
d. How is “Open Space” defined by the Food and Agriculture Organization
of the UN? See the footnote under Section 3.1 in this FAO Legal Paper.

Come up with your integrated, harmonized, or reconciled definition of “Open

Space” and “Built-Up Area” and use it to classify the existing land uses in your
city or municipality. Update your table to include a column to indicate whether
each land use is classified as an open space or built-up area. Also indicate your
integrated definitions below the table.

6. Read the proposed National Land Use Act, specifically, Sec. 13 on the Categories
of Land Uses for Planning Purposes as well as Rationalizing the Local Planning
System, specifically, the Four Policy Areas under Section 2.2.3.

Study Questions
a. Define the four Policy Areas.
b. What land uses are included in each Policy Area?

Update your table to include a column to classify the existing land uses in your
city of municipality according to the four Policy Areas.

Group Learning Activity

Proceed to this activity only after completing the Individual Learning Activity. This
activity aims to develop teamwork as well as skills in the use of collaborative online
applications. The instructions for this activity are as follows.
1. Create a free account in Miro, an “online collaborative whiteboarding platform
that enables distributed teams to work effectively together, from brainstorming
with digital sticky notes to planning and managing agile workflows.”
2. Create a board and invite team members to access the same board.
3. Using both Miro and an online group calling or conferencing app (e.g.
Messenger Rooms, Google Meet, or Zoom), work together to create an
integrated diagram or set of diagrams classifying the standard land uses by
Ecosystem, Built-up or Open Space, Policy Area, and Sector of Development
(i.e. Environmental, Social, Economic, Infrastructure, and Institutional). Use
any combination of visual organizers. Do not use the actual land uses of a
specific city or municipality. Instead, use all the standard land uses from the
Model Zoning Ordinance.
4. Design your visualization in such a way that you can use it in your own
presentations, lectures, or workshops.
5. Post your output (jpeg or png) in the forum labeled “Group Learning
Activity”. Include the names of your groupmates.
6. Post feedback on the work of other groups.

This activity is not graded.

Summative Assessment
Take Quiz No. 1 to assess how much you have learned from this module.
• Items: 10
• Time limit: none
• Attempts allowed: 2
• Scoring: Higher of the 2 attempts
• Restrictions: Open for two weeks only, no extension
