002 Series of 2020

AN ORDER CREATING THE BARANGAY ECOLOGICAL WASTE MANAGEMENT


COMMITTEE (BESWMC)

WHEREAS, Section 10 of RA 9003, otherwise known as the Ecological Waste Management Act of 2000
emphasized the vital role of the barangay in the successful implementation of the program, particularly the
segregation, collecting and recycling waste source;

WHEREAS, to carry out this mandate, a Barangay Ecological Waste Management Committee
(BESWMC) shall be created;

WHEREAS, DDB Regulation No. 3 S. 2017 provides for the powers and functions of BADACs in the
Barangay Drug Clearing Program and Classification of Barangays;

NOW, THEREFORE, I, JONAR T. LIMOS, Punong Barangay of Mapalad, Tarlac City, by virtue of the
powers vested in me by laws, do hereby reconstitute BESWMC, to wit:

SECTION 2. FUNCTIONS OF THE COMMITTEES. The committee shall perform the following
functions:

1. Formulate community waste management program consistent with that of the city;
2. Be responsible for the segregation and collection of solid waste specifically for biodegradable,
compostable, and usable waste;
3. Establish within the barangay or cluster of this barangay a Materials and Recovery facility (MRF),
redemption eco centers in the barangay owned or leased land or any suitable open space to be
determined by the Sanguniang Barangay. The MRF shall receive recyclable waste for final sorting,
segregation, composting, and recycling in an efficient and environmentally sound manner and to be
sold in bulk to buy-back center or “junk shops.” The remaining residual wastes shall be collected by
the city;
4. In establishing the MRF, the building and/or layout and equipment must be designed to accommodate
efficient and safe materials processing movement and storage;
5. Allocate funds for the barangay ecological waste management program, approved by the Sanguniang
Barangay;
6. The BESWMC shall organize a Core of Area/Street Coordinators through the conduct of trainings for
barangay residents on segregation, composting, recycling and livelihood opportunities from use of
recyclable waste and to monitor their implementation;
7. Integrate the Ecological Solid Waste Management program in the Barangay Development Plan and/or
Annual Investment Plan;
8. Find alternative sources of funds other than the regular barangay budget; and
9. Submit monthly report to the municipal ESWMC on the progress of the program, copy furnished the
local DILG office.

SECTION 3. This order shall take effect immediately and shall remain in effect unless otherwise
repealed and/or superseded by succeeding orders.
