0 Organizational Background
In 1991, a group of parents with disabled children has formed PIBAKAT Miri, which it
stands for Persatuan Ibu Bapa Kanak-kanak Cacat Sarawak. While on 27 December 1997, it
started known as PIBAKIS (Persatuan Ibu Bapa Kanak Kanak Istimewa Miri) after the
visiting and committee’s meeting by Yang Berhormat Datuk Paduka Hajah Zaleha Ismail,
Department of National Unity and Ministry of Social Development. It is a non-profit
organization and was formally registered with the Registrar of Societies Malaysia under
section 7 of Association Act 1966 on 9th June, 2000. It adopts and carries out PDK (Pusat
Pemulihan Dalam Komuniti Miri) program implemented by Government and assisted by
Social Welfare Department. PDK program is purposely providing Day Training Program
(DTP) and Early Intervention Program (EIP) for the local disabilities with the assistance of
their parents.
According to the statistic developed by PIBAKIS Miri, there are about 180 disabilities
individuals joined the organization in year 2010. For the earlier year, the statistics of numbers
of disabilities are shown in the table below:

3.1 Public
In creating the awareness of helping the disabilities communities, PIBAKIS Miri are
mostly depends on word of mouth and through public media to spread out the awareness
of the organization.
PIBAKIS Miri do not have any developed web site, hence most the public might not
know the existence of the organization, and existing address and information about it.
Since it is the NGO for the disabilities, it able to gain the supports from certain groups of
the public
The support from the public is influential for the organization as it needs their
contribution to help the communities by doing voluntary works. Without the support
from the public, the organization will hardly in obtaining the volunteers for their daily
operaition
3.2 Competitors
Other than PIBAKIS Miri, Sunflower Centre Miri also providing vital skills to disabled
children. Sunflower Centre Miri also existed as non-profit organization, but it required
the parents to pay a certain amount per month to help keep the Sunflower Centre running
It also provide similar day-care program which managed by the Malaysian Red Crescent
which offers physiotherapy, community support program, confidence-nurturing and
sports-training to the children.
Besides Sunflower Centre Miri, Penyayang Kanak-Kanak Istimewa Miri (PPKKIM) are
also one of their competitors. It formed during 2009 and had formally registered on 11
December 2009 with registration no 2524-09-SWK, with officially opened by YB Tuan
Hj. Ahmad Lai Bin Bujang and members of the Parliament Malaysia P.218. it also
provide service to care for the disabilities children.
In term of goals, the organization has set up four objectives which provide guidance for the
organization towards the creation of the self independent society. The four objectives are to
establish greater rapport among parents with handicapped children; To provide moral support
to parents of the children with all kinds of disabilities; To give views to the relevant
authorities in developing appropriate services for the handicapped children; To promote
greater awareness among the public regarding the special needs and rights of handicapped
children.
PIBAKIS Miri currently adopting PDK Program, which is a strategy that helps to build a
community which integrate, transform and building the self-independence and self-reliability
on the disabilities and their family for a more harmony life. Moreover, it aims to help to train
parents in the caring of handicapped children. PIBAKIS Miri is now going to set up a
resource centre to cater the needs of the Association. Besides, they would need to raise funds
to finance the activities and facilities of the Assocation. Lastly, PIBAKIS Miri is also
acquiring any property, land or building for any of the purposed of the Association.
Moreover, the stereotyping of the public to the disabilities is another issue. This would prevent
the people from being participated in the organization as volunteer. As most of the people do not
dare to approach and make interaction with the disabilities, as they have different diseases or
mentally problems. Thus, it results in reluctant to help or only provide minor assistance to the
disabilities.
Furthermore, lack of awareness among the public also one of the key issue. This is due to there
are no website developed for PIBAKIS Miri. This is because the organization had lacked of the
talents or expertise in field of advertising or increase public awareness. The public only will
know the existence of the organization unless they passing through the place and through word
of mouth.
6.0 Challenges
The disabilities are speaking different languages as they came from different ethics background.
It post a challenges there are some communication problems between the disabilities and also
with the trainers. The trainers might not know what exactly their wants and needs. While going
on the recovering process or therapy, the disabilities would not know how to express their
emotion or feelings as some of them having mentally problems. Therefore, trainers would need
to communicate using different language is a challenge, especially during the coaching or
training session.
Besides, there might there are lack of full time staff at the organization. As the organization are
mostly run by the volunteers. There can be visible whereby the organization provide day-care
training for the employees. The time spent by the volunteers in the organization would be
limited, which resulting in not enough in providing essential therapy or recovering process, and
teaching for the disabilities.
In addition, the funding for the organization would also be challenges. This is because the
organization existed as a non-profit organization, they solely reply on the funding provided from
the government. As during the client brief, the organization has known their expenditure more
than RM30,000 per month for their daily operation and maintenance cost. It is a challenge for
raising funds for the organization through the public, or through sponsorship from the general
public at large. This would be time-consuming and could be not achieved in short period of time.
Another challenge faced by the organization is building the self-confidence and self-reliability on
the disabilities. As some of them having autistic, they might afraid to have interaction or
communicate with others or person they do not know.
To embark on the consultancy work, it is necessary to conduct the meeting with all the
committees of PIBAKIS Miri, which discussing about the key issues and challenges faced by,
and come out with the strategy or solutions for each of that. Firstly, the meeting will include
what are the ways to increase the number of volunteers for the organization, which is the human
resource for PIBAKIS Miri. Secondly, it is a need to know what are the activities going on and
projects development and any other information to get to know what the expenditures are would
involved. By doing so, the consultant team is essential to take part in the social activities held to
allow more insight into the actual situation within the organization. These would require minor
market research and report the outcome to the President of the organization once a week. After
that, there will be another meeting on the following month to discuss about the issues.
8.0 Recommendation
Based on the identified key issues and challenges discussed as above, increasing public
awareness towards the organization is the most important. PIBAKIS Miri are suggested to create
a Website which providing information to the public to know more about the organization.
Furthermore, PIBAKIS Miri can organize certain seminar or talks in schools or colleges to gain
more public awareness and funding. As PIBAKIS is a non-profit organization, it could actually
getting sponsorship from some company to make any advertisement through banners or flyers.
The reporter could attain the president of PIBAKIS Miri for interviewing without any charges for
publishing. This able to let the public know the current situation of the organization, the
background, and the needs for volunteers. Thus, it would not incur excess costing to the
organization buy it will be an more effective and cost-saving way to create more awareness
towards the public.
