The DECS Values Education Framework

The Department of Education, Culture and Sports (DECS) Values Education


Program was introduced by then secretary, Dr. Lourdes Quisumbing, through a
department order –DO 6, S. 1998 (penned on January 25, 1998).

Values Education is supported by the preamble of the Philippine Constitution of


1987 in its objective to build a just humane society which calls for a shared culture and
commonly held values such as truth, justice, freedom, love, equality, and peace. In the
pursuit of this thrust, the DECS embarked on values education program after the
February 1986 EDSA Revolution. The order served as a guide in the school’s
organization of their values education program.

Value is the overall perception of how good and desirable a thing is; and the desire
to acquire them influences attitudes and behavior in turn. Values, on the other hand, are
the bases of judging what attitudes and behavior are correct and what are not.

Values Education is the process by which values are formed in the learner under
the guidance of the teacher and as he interacts with his environment. It involves not just
any kind of teacher-learning process; it has a direct and immediate relevance to the
personal life of the learner. The process is not just cognitive, but involves all the
faculties of the learner and the teacher must appeal not only to the mind but the heart
as well. This learning is by identification; hence, the teachers personal values play an
important role in learning.

*Goal: To provide and promote values education at all levels of the educational
system for the development of the human person committed to the building of
a
just and humane society and an independent and democratic nation.
*Objectives: Develop Filipinos who are self-actualized, have sense of responsibility,
are productive, have a deep sense of nationalism, have a faith in God.
