SUBJECT : Spot Report on Found Dead Female Person

1. Reference: Police Blotter (Dispatched of Personnel) with entry number


2021-06-10 and page number 0143 dated June 10, 2021.

2. At about 1:25 PM of August 2, 1995, one (1) Rolando Cayago, of legal age,
marred and a resident of Brgy Santolan, Pasig City reported to this station that allegedly
he saw the decomposing body of his wife at the abandoned barangay hall of Santolan,
Pasig City. Immediately SPO2 Belino Zinampan Jr, SPO2 Antonio Paulite, a police
photographer and the reportee proceeded to the said abandoned barangay hall to verify
the report.

3. Upon arrival thereat, the group saw the dead and decomposing body of a
woman who later identified by the herein reportee on recognizing the shoes worn by her
as his wife named Myra Cayago. Afterwards the responding policeman immediately
cordon the area and requested for SOCO to processes the crime scene

4. The cadaver of the victim was brought to funeral parlor for autopsy
examination while Cayago was invited to this station for further investigation.

SUBJECT : Progress Report on Found Dead Female Person

DATE : June 10, 2021

1. Reference: Spot Report on Found Dead Female Person with blotter entry
number 2021-06-10 and page number 0144 dated June 10, 2021.

2.This pertains to the reported Found Dead female person identified as Myra
Cayago who was on the stage of decomposition at the abandoned barangay hall of
Santolan, Pasig City.

3. Be informed that at the time Cayago’s statement was being taken, several
inconsistent on his statements were noticed promping them to advise him to
undergo a polygraph examination at Camp Crame and On August 3, 1995, when
Cayago was about to be brought to Camp Crame for a polygraph test, he requested
permission to go to the nearby church which agreed by SPO2 Delos Reyes. Thereat,
Cayago admitted that he killed his wife and was willing to give his statement
relative to said killing. Atty. Reynario Campanilla, who agreed to assist Cayago and
conferred with him at the Office of the Investigation Division and after apprising
Cayago of his constitutional right, Cayago admitted that he killed his wife and
executed an Extra-judicial confession again in the presence of said counsel and who
signed said statement together with Cayago.

5. Pertinent Documents are being readied for filing a Parricide case against
Roando Cayago in court.

II. MATTERS INVESTIGATED:

III. FACTS OF THE CASE:

5. one (1) Rolando Cayago, of legal age, marred and a resident of Brgy
Santolan, Pasig City reported to this station that allegedly he saw the decomposing
body of his wife at the abandoned barangay hall of Santolan, Pasig City.
Immediately SPO2 Belino Zinampan Jr, SPO2 Antonio Paulite, a police
photographer and the reportee proceeded to the said abandoned barangay hall to
verify the report.

6. In the investigation conducted, on August 2, 1995, the group saw the dead
and decomposing body of a woman who later identified by the herein reportee by
recognizing the shoes worn by her as his wife named Myra Cayago. Afterwards the
responding policeman immediately cordon the area and requested for SOCO to
processes the crime scene

7. At the time Cayago’s statement was being taken, Police Sr. Inspector
Pajota noticed Cayago’s several inconsistent statements. Pajota subsequently
instructed Zinampan, SPO2 Paulite and SPO2 Delos Reyes to further interrogate
Cayago and, who, thereafter concluded that Cayago was ‘reluctant and
inconsistent in answering simple questions.’ Pajota then advised Cayago to
undergo a polygraph examination at Camp Crame. On August 3, 1995, when
Cayago was about to be brought to Camp Crame for a polygraph test, he
requested permission to go to the nearby church. Cayago requested that he be
accompanied by SPO2 Delos Reyes, who agreed. Thereat, Cayago admitted to
SPO2 Delos Reyes that he killed his wife Myra Cayago and was willing to give
his statement relative to said killing.

8. Upon such information, Sr. Inspector Pajota instructed Zinampan to


secure a lawyer to assist Cayago. Zinampan then requested Atty. Reynario
Campanilla, who agreed to assist Cayago. Atty. Campanilla conferred with
Cayago at the Office of the Investigation Division. After apprising Cayago of his
constitutional rights, Cayago admitted that he killed his wife. Atty. Campanilla
then advised Cayago to personally write down his confession which Cayago did
for about an hour in the presence of Atty. Campanilla. Thereafter, with the aid
of a tape recorder, requested Cayago to read his admission. After informing
Cayago of his constitutional rights against self-incrimination, SPO2 Delos Reyes
started taking down Cayago’s extra-judicial confession again in the presence of
Atty. Campanilla and who signed said statement together with Cayago.

9. In the statement of Rolando Cayago narrated that at about 11:30 in the


evening of August 1, 1995, he arrived at the abandoned barangay hall to meet his
wife and because there were already passersby his wife pushed him, he
requested her to go to inside the abandoned barangay hall, to have a talk.
Thinking that they settled everything but still pushing him to produce money
and then to stop her, he held her, embraced her until suddenly she was
breathless already and she just stopped resisting until fell down prompting him
to ran away and left her behind.

10. He admitted that in an attempt to confuse authorities as to the true


cause of his wife’s death, appellant removed all her clothing including her panty
and bra to make it appear that she was raped. This shows the probability that
the victim sustained injuries in her vaginal opening and lacerations in her
uterus, as found in the autopsy report

11. The examining physician explained his findings on the victim’s cadaver
which was already in an advanced state of decomposition at the time it was
recovered two (2) days after the killing.

12.  They were married before a judge in San Carlos City, Pangasinan on
April 18, 1991 as shown by their marriage contract. 11 A marriage
certificate/contract is the best proof of the relationship between the accused
and the deceased in cases of parricide of a spouse.

IV. DISCUSSIONS/FINDINGS:
13. In the case at bar, it is clear that appellant strangulated his wife
resulting to her death. This is supported by appellant’s own testimony, his
confession to the police and the medical findings corroborating that she died of
asphyxia by strangulation.

14. Yet the medical findings revealed injuries on the neck which is shown
by the presence of fracture on the victim’s windpipe and hemorrhage inside the
windpipe.

V. CONCLUSION:

15. After a careful perusal surrounding this particular incident, a fact that the
the cause of death of the victim after the internal examination is asphyxia by
strangulation because of the presence of fracture on windpipe and also the
presence of hemorrhage inside the windpipe which was caused by the application
of extensive pressure on the neck, anterior aspects of the neck

VI. RECOMMENDATION:

16. Wherefore, in view of the foregoing, the undersigned respectfully


recommends that a case of Parricide be filed against the suspect in court.
