Why Government Schemes are important?

Government schemes play a very important role in Phase 1 + Phase 2 of RBI Gr B and NABARD Gr
A/B, their weightage is especially high in Phase 2 of both these exams.

What to cover for Government Schemes?

All the newly launched schemes in past one year and the old schemes that have been in news and
are directly/indirectly related to the syllabus of the examination.

How are we covering it?

We advise you to refer to this document for the coverage of the above-mentioned Government
Schemes. It contains summary + latest data/current information of all the schemes that are newly
launched and also the old schemes that have been in news (either any update or mention in
parliamentary sessions/media), starting from the month of October 2020.

You are advised to refer to the following parts of already provided ESI schemes document, for the
detailed coverage of schemes -

Note –

1 Scheme in News from the month of April 2021

1.1 Special Assistance to States for Capital Expenditure


What’s in News?
• Ministry of Finance has released an amount of Rs. 11,830 crore to States under the scheme
“Special Assistance to States for Capital Expenditure”.
• Capital expenditure proposals of Rs. 11,912 crore of 27 States have been approved under the
scheme by the Department of Expenditure in diverse sectors of economy like, Health, Rural
Development, Water Supply, Irrigation, Power, Transport, Education, Urban Development.
• 11 States have been given allocation under Part-III of the scheme.
Background
• The Ministry of Finance has decided to provide an additional amount of upto Rs. 15,000 crore
to States as interest free 50 year loan for spending on capital projects.
Scheme Summary
Launch year 2020
Ministry Ministry of Finance
Aim To boost capital expenditure by the State Governments who are facing difficult
financial environment this year due to the shortfall in tax revenue arising from
the COVID 19 pandemic.
Key Features • The capital expenditure projects have been approved in diverse sectors of
economy like, Health, Rural Development, Water Supply, Irrigation, Power,
Transport, Education, Urban Development.
The Scheme has three parts.
• Part – I – Covers the north-eastern region.
o Under the part, Rs.200 crores is allocated to 7 north-eastern States
(Arunachal Pradesh, Meghalaya, Manipur, Mizoram, Nagaland,
Sikkim and Tripura).
o Assam has been allocated Rs.450 crores under the scheme.
• Part-II - All other States not included in Part-I.
o An amount of Rs.7,500 crores is earmarked.
o It has been allocated amongst these States in proportion to their
share of central tax as per the interim award of the 15th Finance
Commission for the year 2020-21.
• Part-III – Pushing various citizen-centric reforms in the States.
o An amount of Rs.2000 crores is earmarked which will be available
only to those States who carry out at least 3 out of the 4 reforms
specified by the Ministry of Finance.
• The reform has linked additional borrowing permissions.
o The 4 reforms are –
One Nation One Ration Card
Ease of doing Business Reform
Urban Local Body/ Utility Reform
Power Sector Reform.

1.2 Production Linked Incentive (PLI) Scheme for White Goods (Air Conditioners and LED Lights)

• Union Cabinet has approved the Production Linked Incentive (PLI) Scheme for White Goods
(Air Conditioners and LED Lights) with a budgetary outlay of Rs. 6,238 crore..

Aim To offer production linked incentive to boost domestic manufacturing and attract
large investments.
Key Features • Under this, the government will provide an incentive of 4% to 6% on goods
manufactured in India and covered under target segments to eligible
companies for a period of five years with financial year (FY) 2019-20
considered as the base year for calculation of incentives.
• A total amount of nearly 1.5 Lakh Crore has been earmarked across sectors, for
next five years.

1.3 INSPIRE (Innovation in Science Pursuit for Inspired Research) Scheme


What’s in News?
• Dr. Satyapriya Bhandari, recipient of the INSPIRE Faculty fellowship has used chemical
reactions to modify the surface of these nanoscale crystals called quantum dots (QDs) for
fabricating optical materials that can have sustainable applications in optical sensors, light-
emitting usages, composites and fluorescent biological labels.

Objective To target one million original ideas/innovations rooted in science and societal
applications to foster a culture of creativity and innovative thinking among school
children. 
Components 1. Scheme for Early Attraction of Talent (SEATS)

It aims at attracting talented youth to study science by providing INSPIRE
Award, to experience the joy of innovations, of Rs.5,000/- to one million
young learners in the age group 10-15 years. 
2. Scholarship for Higher Education (SHE)
The scheme offers 10,000 scholarships every year @ Rs 0.80 lakh per year
to talented youth in the age group 17-22 years, for undertaking Bachelor
and master’s level education in Natural and Basic sciences.
3. Assured Opportunity for Research Careers (AORC)
Offers doctoral INSPIRE Fellowship in the age group 22-27 years, in both
Basic and Applied sciences (including engineering and medicine). 

1.4 Stand Up India Scheme


What’s in News?
• More than Rs 25,586 crore sanctioned to over 1,14,322 accounts by the Banks under Stand-
Up India Scheme in 5 years.
• Scheme has been extended up to the year 2025.
Scheme Summary
Nodal Ministry Ministry of Finance
Objective To promote entrepreneurship amongst women, Scheduled Castes (SC) &
Scheduled Tribes (ST) categories, to help them in starting a greenfield enterprise
in trading, manufacturing and services sector, by both ready and trainee
borrowers.
Key Features • Promote entrepreneurship amongst women, SC & ST category.
• Provide loans for setting up greenfield enterprises in manufacturing, services
or the trading sector & activities allied to agriculture by both ready and
trainee borrowers
• Facilitate bank loans between Rs.10 lakh to Rs.1 crore to at least one
Scheduled Caste/ Scheduled Tribe borrower and at least one woman
borrower per bank branch of Scheduled Commercial Banks
Eligibility • SC/ST and/or women entrepreneurs, above 18 years of age.
• Loans under the scheme are available for only green field projects. Green
field signifies, in this context, the first time venture of the beneficiary in the
manufacturing, services or the trading sector & activities allied to agriculture
• In case of non-individual enterprises, 51% of the shareholding and
controlling stake should be held by either SC/ST and/or Women
Entrepreneur.
• Borrowers should not be in default to any bank/financial institution.

1.5 Pradhan Mantri Awaas Yojana - Gramin


What’s in News?
• Completion of 92% of targets of 1st phase of the scheme i.e. from 2016-17 to 2018-19 have
been achieved.
• Rs 39,269 cr has been allocated in the FY 20-21 which is so far the highest in any year since the
launch of PMAY-G.

• The expenditure incurred by states amounting to Rs 46,661 cr in FY 2021-22 is the highest since
the launch of the scheme.
• “Awaas+” survey was conducted by all the States/UTs for identification of those households
who though eligible but have not been included in the Permanent Wait List of PMAY-G.
Scheme Summary

Objective Provide a pucca house, with basic amenities, to all houseless in rural areas by
2022.
Target Construction of 2.95 crore houses with all basic amenities by the year 2022.
Funding Central and State Governments in the ratio 60:40 in plain areas and 90:10 for
North Eastern and hilly states.
Eligible Identified using information from Socio Economic and Caste Census (SECC)
beneficiary subject to 13 point exclusion criteria.
Key Features • Minimum size of house is 25 sq. mt.
• Unit assistance of Rs. 1.20 lakh in plain and Rs 1.30 lakh in hilly states, difficult
areas
• Loan upto Rs. 70000 from financial institutions
• Provision of assistance for toilets construction (Rs. 12000) though
convergence with Swachh Bharat Mission-Gramin, MGNREGS etc
• Monitored through community participation (Social Audit), Member of
Parliament (DISHA Committee), Central and State Government officials,
National Level Monitors etc.

1.6 Van Dhan Vikas Yojana


What’s in News?
• Recently, TRIFED has informed that as on 31st March 2021, 33,360 Van DhanVikas Kendras,
have been subsumed into 2224 VDVKCs of 300 forest dwellers each as against the target of
50000.
• The remaining16,640 Van Dhan Kendras would be subsumed in approximately 600 VDVKCs
under TRIFED’s Sankalp Se Siddhi initiative.
Note: Van Dhan Vikas Kendra includes 20 tribal members and 15 Van Dhan Vikas Kendras form 1
Van Dhan Vikas Kendra cluster.

Objective to improve tribal incomes through value addition of tribal products.
Features • At State level, the State Nodal Agency for Minor Forest Produce (MFPs) and
the District collectors are envisaged to play a pivot role in scheme
implementation at grassroot level.

• Locally the Van Dhan Vikas Kendras are proposed to be managed by a
Managing Committee (an SHG) consisting of representatives of Van Dhan
SHGs in the cluster.
• Composition: As per the plan, TRIFED will facilitate establishment of MFP-
led multi-purpose Van Dhan Vikas Kendras, a cluster of 10 SHGs comprising
of 30 tribal MFP gatherers each, in the tribal areas.

1.7 Pradhan Mantri Kaushal Vikas Yojana (PMKVY)


What’s in News?
• Recently, Ministry of Skill Development and Entrepreneurship (MSDE) has conducted a first-
of-its-kind regional workshop for Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 3.0 in
Gangtok, Sikkim.
• It has informed that Under PMKVY 1.0 and PMKVY 2.0, more than 1.21 crore youth have been
oriented successfully.
Scheme Summary
Launch Year & PMKVY 1.0 – Launched in 2015
Background PMKVY 2.0 – After the successful implementation of pilot PMKVY (2015-16),
PMKVY 2016-20 was launched by scaling up both in terms of Sector and
Geography.
PMKVY 3.0 - The scheme shall be implemented in two phases: 1st phase shall
be implemented on pilot basis during the year 2020-21 known as PMKVY 3.0
(2020-21). The scheme shall initiate the creation of implementation framework
for the second phase (2021-2026) of the scheme
Nodal Ministry Ministry of Skill Development and Entrepreneurship (MSDE)
Implemented By • Centrally Sponsored Centrally Managed (CSCM): This component was
implemented by National Skill Development Corporation. 75% of the PMKVY
2016-20 funds and corresponding physical targets have been allocated
under CSCM.
• Centrally Sponsored State Managed (CSSM): This component was
implemented by State Governments through State Skill Development
Missions (SSDMs). 25% of the PMKVY 2016-20 funds and corresponding
physical targets have been allocated under CSSM.
Objective • Create an ecosystem for the youth to make informed choices on the
available skilling avenues.
• Provide support to youth for skill training and certification.
• Promote sustainable Skill Centres for greater participation of private
sector.
• Benefit 8 lakh youth over the scheme period (2020-21).
Key Components • Short Term Training (STT): The training under the STT courses generally
of the Scheme range between 200-600 hours (2 to 6 months). The courses are National
Skills Qualification Framework (NSQF) aligned. School / college dropouts or
unemployed youth of Indian nationality shall benefit from the scheme.

• Recognition of Prior Learning (RPL): RPL enables Indian youth to obtain
industry-relevant skill certification. The duration of the training / orientation
under RPL ranges between 12-80 hours.
• Special Projects: This component is meant for projects that require some
deviation from the terms and conditions of Short-Term Training under
PMKVY depending on special needs in terms of geography, demography and
social groups.

1.8 One Nation One Ration Card Scheme


What’s in News?
• Recently, The Centre praised the achievements of Rajasthan in the implementation of the “one
nation, one ration card” scheme to enable migrant workers and their families to access the
benefits of the public distribution system (PDS) from anywhere.

Key Feature • Beneficiary can access Public Distribution System (PDS) across the nation
• Eligible for rice sold at Rs. 3/kg and wheat at Rs. 2/kg only
• Standard format of ‘one nation, one ration card’
o State governments to issue the ration card in bi-lingual format by
using the local language and the other language could be Hindi or
English.
o 10-digit standard ration card number, wherein first two digits will be
state code and the next two digits will be running ration card numbers.
o A set of another two digits would be appended with ration card
number to create unique member IDs for each member of the
household in a ration card.

1.9 Pradhan Mantri Formalization of Micro Food Processing Enterprises (PM FME) Scheme
What’s in News?
• Ministry of Food Processing Industry and Deendayal Antyodaya Yojana – National Rural
Livelihood Mission (DAY-NRLM) of the Ministry of Rural Development (MoRD) have agreed
to work together on implementation of PM-FME to support Self Help Group (SHG)
entrepreneurs in food processing.
• Both Ministries have decided to work closely on the component of providing seed capital
support to SHG members with the maximum permissible amount of support as Rs. 40,000/-
per SHG member based on their existing business turnover and requirement.
• An amount of 29.01 cr. has been approved towards the seed capital support for 10314
beneficiaries covering 6694 enterprises from the States of Andhra Pradesh, Chhattisgarh, Goa,
Gujarat, Haryana, HP, Karnataka, Madhya Pradesh, Maharashtra, Meghalaya, Odisha,
Rajasthan, Sikkim, Telangana, Tripura, Uttar Pradesh.

Nodal Ministry Ministry of Food Processing Industries (MoFPI)
Launch Year 2020
Objective To provide financial, technical and business support for upgradation of existing
micro food processing enterprises
Tenure 5 years – from 2020-21 to 2024-25
Funding • Rs. 10,000 crores for coverage of 2, 00,000 enterprises over 5 years.
Pattern • 60:40 ratio between Central and State Governments, in 90:10 ratio with
North Eastern and Himalayan States, 60:40 ratio with UTs with legislature and
100% by Center for other UTs.
Key Features • One District One Product (ODODP) approach- to promote local indigenous
specialized products.
• Credit facility provided:
o Individual micro food processing units- credit-linked capital subsidy
@35% with a maximum ceiling of Rs.10 lakh per unit
o Seed capital @ Rs. 40,000/- per SHG member
o FPOs/ SHGs/ producer cooperatives- credit-linked grant of 35% for
capital investment
o Marketing & branding- 50% grant at State or regional level and Rs.5 lakh
for preparing Daily Progress Report for branding & marketing.
• Capacity Building & Research
o National Institute for Food Technology Entrepreneurship and
Management (NIFTEM) and Indian Institute of Food Processing
Technology (IIFPT) to spearhead Capacity Building & Research in
collaboration with the state.

1.10 Sukanya Samriddhi Yojana


What’s in News?
• Recently, Union Minister of Education has presented the AICTE Lilavati Awards 2020 on
women empowerment.
• During the awards he has also informed about Sukanya Samriddhi Yojana.

Key features • Minimum deposit in a financial year – ₹ 250 and thereafter, in multiples of
fifty rupees.
• Maximum deposit in a financial year – ₹ 1.5 Lakh.
• Account can be opened in the name of a girl child till she attains the age of
10 years.
• Only one account can be opened in the name of a girl child.
• An account may be opened for a maximum of two girl children in one family.
• Maximum Two-three accounts can be opened in case younger girls are
twins.
• Default - A penalty of Rs 50/- will be levied per year of default, if the customer
does not deposit the minimum deposit amount of Rs. 250 in a financial year.
• Withdrawal shall be allowed for the purpose of higher education of the
Account holder to meet education expenses.
• Premature closure in case of marriage of girl child after her attaining the age
of 18 years.
• Maturity – 21 years from the date of opening of account.
• Income tax rebate under section 80C of Income Tax Act.
• Account can be opened in Post offices and in authorised banks.
• The account can be transferred anywhere in India from one Post office/Bank
to another.

1.11 Prime Minister’s Employment Generation Program (PMEGP)

Objective To provide continuous and sustainable employment to a large segment of
traditional and prospective artisans, rural and urban unemployed youth in the
country through setting up of micro enterprises.
Eligibility • Individuals > 18 years of Age, Institutions registered under Societies
Registration Act- 1860, Co-operative Societies, SHG and Charitable Trusts.
• Passing standard VIII is required for a project above Rs 5 lakh in the service
sector and above Rs 10 lakh in the manufacturing sector
Key Features • It is a credit-linked subsidy scheme which promotes self-employment through
setting up of micro-enterprises
• Subsidy from 15% to 35% is provided by the Government through Ministry of
MSME for loans up to ₹25 lakhs in manufacturing and ₹10 lakhs in the service
sector.
• The per capita investment under the scheme should not exceed Rs 1 lakh in
plain areas and Rs 1.5 lakh in hilly areas.
• 2 weeks training period is mandatory for all the beneficiaries
• No collateral security
• Any industry including coir-based projects (excluding those mentioned in the
negative list) can take advantage of this scheme

1.12 Credit Guarantee Scheme for Subordinate Debt (CGSSD)


What’s in News?
• Recently, Government has decided to extend Credit Guarantee Scheme for Subordinate Debt
(CGSSD) scheme for six months from 31st March 2021 to 30th September 2021.

Objective To provide credit facility through lending institutions to the promoters of
stressed MSMEs viz. SMA-2 and NPA accounts who are eligible for
restructuring as per RBI guidelines on the books of the Lending
institutions.

(MLIs)
Maximum sub-debt • Promoter(s) of the MSME unit will be given credit facility equal to 15
amount % of his/her stake in the MSME entity (equity plus debt) or Rs 75 lakh
whichever is lower as per last audited Balance Sheet.
Key features • Guarantee coverage of the sub-debt shall be 90%
• The scheme has moratorium of 7 years (maximum) on the payment
of principal.
• 1.5% per annum guarantee fee be charged under the Scheme by
CGTMSE.

Duration • Maximum period of 10 years from the guarantee availment date or
March 31, 2021 whichever is earlier, or till an amount of Rs 20,000
crore of guarantee amount is approved.

1.13 Atal Bhujal Yojana


What’s in News?
• Recently, Union Minister of Jal Shakti has mentioned about Atal Bhujal Yojana.
Scheme Summary

Type Central Sector Scheme
Component • Institutional Strengthening & Capacity Building component (Rs. 1,400
crore) for strengthening institutional arrangements for ground water
governance by facilitating strong data base, scientific approach and
community participation in ground water sector in the participating States to
enable them sustainably manage their resources.
• Incentive Component (Rs. 4,600 crore) for incentivizing the States for
achievement of pre-defined results with emphasis on community
participation, demand management and convergence among various on-
going schemes of the Central and State Governments and consequent
improvement in ground water regime.
Key features • The priority areas identified under the scheme fall in the states of Gujarat,
Haryana, Karnataka, Madhya Pradesh, Maharashtra, Rajasthan and Uttar
Pradesh.
• These States represent about 25% of the total number of overexploited,
critical and semi-critical blocks in terms of ground water in India.
• They also cover two major types of groundwater systems found in India -
alluvial and hard rock aquifers- and have varying degrees of institutional
readiness and experience in groundwater management.
• The scheme will also facilitate convergence of ongoing Government schemes
in the states by incentivizing their focused implementation in identified
priority areas.
• Implementation of the scheme is expected to benefit nearly 8350 Gram
Panchayats in 78 districts in these states.
• Funds under the scheme shall be provided to the states as grants-in-aid.
• Disbursement Linked Indicators (DLIs) have been have been established to
calculate the incentives. The five DLIs considered are
o Public disclosure of groundwater data/ information and reports (10% of
incentive fund),
o Preparation of Community-led Water Security Plans (15% of incentive

1.14 Post Matric Scholarship scheme for Scheduled Castes


What’s in News?
• Recently, Government has released funds to the tune of Rs. 4000 crores with Uttar Pradesh
being allocated the highest funds at Rs. 892.36 crore, followed by Maharashtra at Rs. 558 crore
and Andhra Pradesh at Rs. 450 crores.
• The funding pattern under the Scheme has been changed from the committed liability
formula to a fixed sharing pattern of 60:40 between the Centre and the States and 90:10 for
Centre and the North Eastern States.
• An amount of Rs.35,534 crore was committed by Central Govt. for this scheme till 2025-26 and
it is estimated that about 4 crore youth from the SC community will be benefitted during this

• The project, aimed at enhancing practices to prevent plastic entering the marine environment
and will be undertaken at the national level (at MoHUA), select states (Uttar Pradesh, Kerala
and Andaman & Nicobar Islands) and in the cities of Kanpur, Kochi and Port Blair for a period
of three and a half years.
• It is estimated that 15-20% of all plastics are entering oceans via riverine ecosystems of which
90% are contributed by 10 of the world’s most polluting rivers. Two of these river systems are
located in India, namely Ganga and Brahmaputra.

• Recently, Ministry of Housing and Urban Affairs has informed that out of the total committed
investments of ₹2,05,018 crore approved under Smart Cities Plans.
o Over 5,600 projects worth ₹1,73,600 crores (85% of total), have been tendered; of which
work orders have been issued for close to 4,900 projects worth ₹1,40,500 crore (69% of
total).
o 2,426 projects worth around ₹40,263 crores (20% of total), have been fully completed and
are operational.
• There has been 247% growth in tendering, 353% growth in projects grounded/completed and
663% growth in projects completed, in the last 30 months.

• Minister of State for Jal Shakti has informed that Jal Jeevan Mission crossed the 4 Crore mark
in providing new functional household tap connections (FHTC) to rural households.
• Other Key Information Shared
o He has informed that as on date, over 38% of the rural population has been covered in
total out of which 21.14% of households have been provided with tap water connection
since launch of the Mission in 2019.
o At present 58 districts,711 blocks,44,459 Panchayat and 87,009 villages have ensured 100%
coverage of FHTC.
o Budget for mission in 2021-22 has been increased to Rs. 50,011 Crore from 11,000 Crore in
2020-21.
o Funds for water supply coming from 15th Finance Commission have tied grants to RLB/
PRIs for water & sanitation, matching the State share and externally aided projects.
o Goa has become the first State in the country to provide every rural household with tap
water supply followed by Telangana and Andaman & Nicobar Islands.

• Haryana - Target to achieve the JJM target by 1st November 2022.
• Odisha – 100% saturation by 2024.
• Manipur – Target to achieve the JJM target by March 2022.
o Manipur has received performance incentive grant under the JJM for better performance

• State Action Plan is prepared by States/ UTs with an objective to provide 100% households
with tap water connections and achieve overall drinking water security
• A committee chaired by Secretary, Department of Drinking Water and Sanitation and with
members from different Central Ministries/ Departments and NITI Aayog do a rigorous
scrutiny of the proposed Annual Action Plan (AAP) prepared by States/ UTs before finalizing
the same.
• The funds are released throughout the year and regular field visits, review meetings are held
to ensure implementation of these Annual Action Plans to achieve the goal of Jal Jeevan
Mission.
• The States/ UTs are also to plan for intense training and skilling programmes, especially 5
persons in every village on water quality surveillance and local community members as
masons, plumbers, electricians, motor mechanics, fitter, pump operators, etc.
