Why Government Schemes are important?
Government schemes play a very important role in Phase 1 + Phase 2 of RBI Gr B and NABARD Gr
A/B, their weightage is especially high in Phase 2 of both these exams.
All the newly launched schemes in past one year and the old schemes that have been in news and
are directly/indirectly related to the syllabus of the examination.
We advise you to refer to this document for the coverage of the above-mentioned Government
Schemes. It contains summary + latest data/current information of all the schemes that are newly
launched and also the old schemes that have been in news (either any update or mention in
parliamentary sessions/media), starting from the month of October 2020.
You are advised to refer to the following parts of already provided ESI schemes document, for the
detailed coverage of schemes -
• Part 1 - containing newly launched schemes + old ones that were earlier not covered in our
previous document
• Part 2 – old schemes (prior to 2018)
Note –
Students are advised to refer to this doc as a reference of the old + new schemes that are important
for the examination and also the current info related to the same. It must be considered as a last-
minute revision module. However, if you have time, you must refer to the main schemes document

1.9 Pradhan Mantri Formalization of Micro Food Processing Enterprises (PM FME) Scheme
What’s in News?
• Ministry of Food Processing Industry and Deendayal Antyodaya Yojana – National Rural
Livelihood Mission (DAY-NRLM) of the Ministry of Rural Development (MoRD) have agreed
to work together on implementation of PM-FME to support Self Help Group (SHG)
entrepreneurs in food processing.
• Both Ministries have decided to work closely on the component of providing seed capital
support to SHG members with the maximum permissible amount of support as Rs. 40,000/-
per SHG member based on their existing business turnover and requirement.
• An amount of 29.01 cr. has been approved towards the seed capital support for 10314
beneficiaries covering 6694 enterprises from the States of Andhra Pradesh, Chhattisgarh, Goa,
Gujarat, Haryana, HP, Karnataka, Madhya Pradesh, Maharashtra, Meghalaya, Odisha,
Rajasthan, Sikkim, Telangana, Tripura, Uttar Pradesh.

Key features • Minimum deposit in a financial year – ₹ 250 and thereafter, in multiples of
fifty rupees.
• Maximum deposit in a financial year – ₹ 1.5 Lakh.
• Account can be opened in the name of a girl child till she attains the age of
10 years.
• Only one account can be opened in the name of a girl child.
• An account may be opened for a maximum of two girl children in one family.
• Maximum Two-three accounts can be opened in case younger girls are
twins.
• Default - A penalty of Rs 50/- will be levied per year of default, if the customer
does not deposit the minimum deposit amount of Rs. 250 in a financial year.
• Withdrawal shall be allowed for the purpose of higher education of the
Account holder to meet education expenses.
• Premature closure in case of marriage of girl child after her attaining the age
of 18 years.
• Maturity – 21 years from the date of opening of account.
• Income tax rebate under section 80C of Income Tax Act.
• Account can be opened in Post offices and in authorised banks.
• The account can be transferred anywhere in India from one Post office/Bank
to another.

Objective To provide continuous and sustainable employment to a large segment of
traditional and prospective artisans, rural and urban unemployed youth in the
country through setting up of micro enterprises.
Eligibility • Individuals > 18 years of Age, Institutions registered under Societies
Registration Act- 1860, Co-operative Societies, SHG and Charitable Trusts.
• Passing standard VIII is required for a project above Rs 5 lakh in the service
sector and above Rs 10 lakh in the manufacturing sector
Key Features • It is a credit-linked subsidy scheme which promotes self-employment through
setting up of micro-enterprises
• Subsidy from 15% to 35% is provided by the Government through Ministry of
MSME for loans up to ₹25 lakhs in manufacturing and ₹10 lakhs in the service
sector.
• The per capita investment under the scheme should not exceed Rs 1 lakh in
plain areas and Rs 1.5 lakh in hilly areas.
• 2 weeks training period is mandatory for all the beneficiaries
• No collateral security
• Any industry including coir-based projects (excluding those mentioned in the
negative list) can take advantage of this scheme

Duration • Maximum period of 10 years from the guarantee availment date or
March 31, 2021 whichever is earlier, or till an amount of Rs 20,000
crore of guarantee amount is approved.

What’s in News?
• Recently, Prime Minister has distributed 4.09 lakh property e-property cards under the
SWAMITVA scheme on National Panchayati Raj Day.
• The pilot phase of the Scheme was implemented during 2020–2021 in the states of
Maharashtra, Karnataka, Haryana, Uttar Pradesh, Uttarakhand, Madhya Pradesh and selected
villages of Punjab and Rajasthan.

Objective To provide rural people with the right to document their residential properties
so that they can use their property for economic purposes.
Funding Central Sector scheme with a projected outlay of Rs 79.65 crores for the pilot
phase (FY 2020 -21).
Component • Establishment of Continuous Operating Reference System (CORS) Network
• Large Scale Mapping using Drone
• Information, Education, Communication (IEC) Initiatives
• Project Management via National Programme Management Unit (NPMU) at
National level and State Programme Management Unit (SPMU) at State Level
• Enhancement of Spatial Planning Application “Gram Manchitra”
Key Features • 6.62 lakh villages will be eventually covered in this scheme
• The mapping will be done across the country in a phase-wise manner over
a period of four years – from 2020 to 2024. Presently, the pilot phase is being
approved for the year 2020-21.
• Pilot Phase is extended to eight States- (Haryana, Karnataka, Madhya
Pradesh, Maharashtra, Uttar Pradesh and Uttarakhand) covering approx. 1
lakh villages and CORS network establishment is planned for two States
(Punjab and Rajasthan)
• Property Cards will be prepared and given to the respective owners.

Bharat Mission-Urban focusing on sustainable solid waste management and Prime Minister’s
vision to phase out single use plastic by 2022”.
• The project, aimed at enhancing practices to prevent plastic entering the marine environment
and will be undertaken at the national level (at MoHUA), select states (Uttar Pradesh, Kerala
and Andaman & Nicobar Islands) and in the cities of Kanpur, Kochi and Port Blair for a period
of three and a half years.
• It is estimated that 15-20% of all plastics are entering oceans via riverine ecosystems of which
90% are contributed by 10 of the world’s most polluting rivers. Two of these river systems are
located in India, namely Ganga and Brahmaputra.

Aim It aims to cover 1.04 crore households, provide 2.5 lakh community toilets, 2.6
lakh public toilets, and a solid waste management facility in each town.
Objective • Elimination of open defecation and Eradication of Manual Scavenging
• Modern and Scientific Municipal Solid Waste Management
• Effecting behavioral change regarding healthy sanitation practices
• Capacity Augmentation for Urban Local Bodies (ULBs)
Funding • The funding pattern between the Central Government and the State
Government/ Urban Local Bodies (ULBs) is 75:25 (90:10 for North Eastern and
special category states).
• The gap in financing of the components would be met by the beneficiary
contribution, private funding, funds with private companies under Corporate
Social Responsibility (CSR) and the Swachh Bharat Kosh of the Ministry of
Finance.

• Certification is renewed on annual basis through annual verification by a
process of peer appraisals as per the process of PGS (Participatory Guarantee
System) -India.

Objective to promote cities that provide core infrastructure and give a decent quality of
life to its citizens, a clean and sustainable environment and application of
'Smart' Solutions
Coverage and The Mission will cover 100 cities and its duration will be five years (FY2015-16

• State Action Plan is prepared by States/ UTs with an objective to provide 100% households
with tap water connections and achieve overall drinking water security
• A committee chaired by Secretary, Department of Drinking Water and Sanitation and with
members from different Central Ministries/ Departments and NITI Aayog do a rigorous
scrutiny of the proposed Annual Action Plan (AAP) prepared by States/ UTs before finalizing
the same.
• The funds are released throughout the year and regular field visits, review meetings are held
to ensure implementation of these Annual Action Plans to achieve the goal of Jal Jeevan
Mission.
• The States/ UTs are also to plan for intense training and skilling programmes, especially 5
persons in every village on water quality surveillance and local community members as
masons, plumbers, electricians, motor mechanics, fitter, pump operators, etc.

Objective To provide safe and adequate drinking water through individual household tap
connections by 2024 to all households in rural India.
Funding Pattern • Total estimated cost of JJM is Rs. 3.60 Lakh Crore
• The fund sharing pattern between Centre and State is 90:10 for
Himalayan (Uttarakhand, Himachal Pradesh) and North-Eastern States,
100:0 for UTs and 50:50 for rest of the States.
Key Features • Provide potable water at service level of 55 litre per capita per day
• Special focus is on women and children.
• Every village will prepare a Village Action Plan (VAP) which will have three
components:
• Water source & its maintenance, Water supply and Greywater (domestic
wastewater) management.
• The community has to contribute 5% or 10% of capital cost for in-village
infrastructure as the case may be, in cash/ kind/ and/ or labour
