Tax Reform Programs
His most notable program were the “Blue Master Program” and the “Voluntary Tax Compliance Program”. The
Blue Master Program was made in order to reduce the abuse of both the taxpayers and the BIR personnel. The
Voluntary Tax Compliance Program was created to encourage professionals in both private and government sectors to
report their true income and pay the correct amount of tax.
Aquino Administration:
After the People’s revolution in February 1986, the “Operation: Walang Lagay” was made in order to promote
the efficient and honest collection of taxes. The Value-Added-Tax is also one of the structural reforms provided for the
1986 Tax Reform Program which is used to simplify tax administration and make the tax system more equitable.
Ramos Administration:
During the Ramos Administration, the ACTS or Action-Centered Transformation Program was created to align
the organization (BIR) towards the fulfillment of its vision and mission. It is also during this time that the Tax
Computerization Project was made in order to establish a modern and computerized Integrated Tax System and Internal
Administration System.
Estrada Administration:
One of the most significant reform measures was the implementatin of the Economic Recovery Assistance
Payment (ERAP) Program. In order to encourage and educate consumers/taxpayers to demand sales invoices and
receipts, "Humingi ng Resibo, Manalo ng Libo-Libo" was created. The Large Taxpayers Monitoring System was also
established to closely monitor the tax compliance of the country's large taxpayers.
Arroyo Administration:
Under the Arroyo Administration, the BIR’s thrust was to transform the agency to make it taxpayer-focused.
Measures to enhance the Bureau's revenue-generating capability were also implemented, the most notable of which
were the implementation of the Voluntary Assessment Program and Compromise Settlement Program.
The controversial Sin Tax Reform bill, which seeks to increase excise taxes on alcohol and tobacco products. The
revenue from the new law, formally known as Republic Act 10351 or the new Sin Tax Reform Law of 2012, will go into
the construction of clinics and hospitals, in addition to discouraging Filipinos, especially the youth, from smoking and
drinking.
Duterte Administration:
The Tax Reform for Acceleration and Inclusion (TRAIN) is the first package of the comprehensive tax reform
program (CTRP) envisioned by President Duterte's administration, which seeks to to correct a number of deficiencies in
the tax system to make it simpler, fairer, and more efficient.
