UNDERSTANTING CIVIC ENGAGEMENT

This provides the “what” of civic engagement.

Nation bldg. is about good governance and good citizenship.

Due to the alarming trend of poverty and corruption, not only in our country but in
many countries all over the world, governance (the delivery of public goods) is considered the
responsibility of all sectors, primarily by the gov’t., especially in the academe sector.

The bottom line is that, “a well-informed and well-involved citizenry” facilitates good
governance.

Here are seven (7) key concepts that are useful to know:
1) Society, 2) Values, 3) Poverty, 4) Human Rights, 5) Good Leadership, 6) Contribution of
Teachers and parents to nation bldg. and 7) Sustainable Human Dev’t.

The challenge is how to create a personally-owned perspective for serving the country.

How we may be able to build a good Society?

 Trust and challenge others to solve problems


 Alleviate the sufferings of the poor, powerless, exploited, and the oppressed
 Focused on the common good (even globally)
 Be responsive, effective and accountable institution (start w/ the family)
 Be creative and innovative in bldg. a good society
 Be united (non-killing)
 Establish a humane community having sustainable environment
 Contribute to a peaceful, just and caring community
 Be of God-centered, loving and caring citizen

Values – guide actions towards goals.


Our Constitution provides framework on what we need to be valued for, like;
unity, faith in God, patriotism, work, respect for life, order, promotion of the
common good, respect for law and gov’t., concern for family and future generations,
concern for the environment, truth, equality, justice, freedom, love, and
peace.

Many Filipinos live in Poverty (60%)


 making it foremost concern in civic engagement like the ff. issues w/c are considered as
the foundation for poverty reduction.
 weak economic management
 unemployment
 high population growth
 underperforming agricultural sector and unfinished land reform agenda
 governance issue (corruption)
 conflict and scty issues
 disability

Human Rights – citizens ought to be aware of their rights and obligations.


Jose Diokno states three basic human rights w/c are commonly violated.

 right to life – as a people to survive


 right to dignity – as a people to self-determination/worth
 right to dev’t – to develop as a people

LEADERSHIP in ORGANIZATION

What is Leadership?

 It is the Art of influencing people to get the necessary support and cooperation in
community affairs, and to maintain solidarity among people.
 It is the ability to influence others towards desired goals.
 It also mean, “doing the right things”.

Who is a Leader?

 Is the one who helps / facilitates communities of people, takes risks, and envisions a
better future for his / her group, encourages commitment, and helps people move
ahead along a path to accomplish a goal.
 The one who make decisions, direct community activities, speaks for the community.

Virtues as foundation of Leadership

a. Prudence – a habit w/c enables man to direct his actions to human life’s goals, knowing
the right thing to do and apply it.
b. Justice – the habit of giving each one his / her due w/ constant and perpetual will.
c. Fortitude – the habit of overcoming the difficulties and pressures of life in pursuit of
goodness.
d. Temperance – the habit of bringing desires and natural inclinations of man under
control of reason.
e. Industry – the habit of working hard and working under pressure.
f. Loyalty – the habit of remaining true to your friends and to your principles in times of
difficulties.
g. Responsibility – the habit of being accountable for his / her actions, duties and
obligations.
h. Cheerfulness – the habit of being optimistic (hopeful) by always seeing the bright side of
things.
i. Generosity – the habit of sharing the good that one has w/ other people; thinking first
the people around him / her and looking on how to help and serve them.
j. Magnanimity – the habit of having great ideals and ambitions of doing good; being
concerned w/ doing great deeds of service to others by devoting one’s life to help one’s
country and people.

Characteristics of a Leader

1. Have the will to lead rather than manage;


2. Maintain high morale (self-esteem / self-confidence) among their people;
3. Inspires commitment and teamwork;
4. At times, display energy, passion (desire), and enthusiasm;
5. Are focused and able to focus those they lead;
6. Take prudent (careful / cautious) risks;
7. Are honest w/ themselves;
8. Carry-on despite setbacks (hindrances / impediment / obstacles);
9. Know their field and job in depth;
10. Work to instill values in their people;
11. Orient themselves towards the customers;
12. Take a long-term perspective;
13. Invite inputs;
14. Tolerate mistakes;
15. Set standards and objectives;
16. Remain calm under fire;
17. Ensure that people have the resources to do their job;
18. Believe in themselves and their people;
19. Initiate change rather that to react on it;
20. Take responsibility;
21. Not afraid to work side by side w/ good, ambitious people;
22. Envision an better future;
23. Do not blame others;
24. Have ”the buck stops here” attitude;
25. Want to win;
26. Are curious and flexible;
27. Test assumptions constantly;
28. Don’t over control;
29. Give subordinates leeway (freedom) to act;
30. Tolerate, if not invite, dissent;
31. Believe they can affect the world for the better;
32. See opportunity in challenges;
33. Make instinctive decisions;
34. Take time to teach people their point of view.

Week 2 Assignment:
When can we say that citizenry are deemed to be well-informed
concerning civic engagement and well-involved on civic engagement?
