REACTION PAPER ABOUT THE ARTICLE OF “THE PRACTICE OF ARCHITECTURE IN THE
PHILIPPINES: A PRIMER FOR PUBLIC”

THE ROLE OF THE ARCHITECT HAS A REMARKABLY POWERFUL POSITION YET THE
PRACTICE OF THE ARCHITECTS STILL SEEMS TO BE UNKNOWN, ESPECIALLY HERE IN THE
PHILIPPINES. IT IS A PROFESSION ITSELF THAT IS LOOKED DOWN UPON IN THIS COUNTRY. AND
BECAUSE OF THE PROVISIONAL LAWS IN THE PHILIPPINES, WHICH ALLOWS THE ENGINEERS
SIGN THE ARCHITECTURAL PLANS, SADLY, IT IS ALSO THE REASON WHY THE BUILDINGS HERE
ARE UGLY. THERE’S A BIG DISPARITY BETWEEN A WELL-DESIGNED BUILDING FROM ONE THAT’S
ENGINEERED. CLEARLY, ONE SOUNDS BETTER THAN THE OTHER YET CLIENTS WHO HAVE A
LIMITED OR LIMITS THEIR BUDGET, WOULD GO TO ENGINEERS WHO CHARGE LESS.
FOR ME, IT IS IMPORTANT FOR THE PUBLIC TO KNOW THAT THE ROLE OFTEN RESULTS
IN THE ARCHITECT BEING THE FOCUS OF DISPUTES AND RESENTMENT AS HE OR SHE TRIES TO
BALANCE THE CONFLICTING NEEDS OF THE BUILDERS, THE ENGINEERS AND THE “CLIENT,”
THAT IS, THE OWNER OF THE BUILDING. THE ARCHITECTS ROLE IS QUITE OFTEN THE ULTIMATE
DECISION MAKER ON A PROJECT, THE PERSON WHO IS SUPPOSED TO COORDINATE THE
AESTHETIC AND PRACTICAL NEEDS OF THE OWNER WITH THE PRACTICALITIES AND DESIGN
CRITERIA OF THE ENGINEER, THE BUILDERS AND THE LOCAL AUTHORITIES. THEY ARE THE
PROFESSIONALS DOING ALL THE CONCEPTUALIZATION & DESIGNING OF THE WHOLE BUILDING
SYSTEMS, THE ONES THAT ARE ACADEMICALLY QUALIFIED, REGISTERED, LICENSED &
RESPONSIBLE FOR ADVOCATING THE FAIR & SUSTAINABLE DEVELOPMENT, WELFARE &
CULTURAL EXPRESSION OF SOCIETY'S HABITAT IN TERMS OF SPACE, FORMS & HISTORICAL
CONTEXT.
DESIGNING, PLANNING AND DEVELOPING ARE THE INTEGRAL TASKS IN AN ARCHITECT’S
DAILY ROUTINE. THEY LEAD AND DEVELOP PROJECTS FROM EARLY CONCEPT THROUGH DESIGN
DEVELOPMENT, ORGANIZE AND MANAGE PERMIT DOCUMENTS, COORDINATE PRELIMINARY
ARCHITECTURAL STUDIES FOR MAJOR NEW STRUCTURES AND ALTERATIONS TO EXISTING
STRUCTURES AND SITE DEVELOPMENT, ORGANIZE AND MANAGE PERMIT DOCUMENTS, WORK
WITH TEAMS ACROSS BUSINESS LINES IN REMOTE LOCATIONS, COORDINATE WITH
SUBCONTRACTORS, RESOLVE COMPLEX DESIGN ISSUES WITH INNOVATIVE AND PRACTICAL
SOLUTIONS, AND MODIFY EXISTING PLANS AND ELEVATIONS TO FIT CLIENT AND SALES NEEDS.
THEREFORE, THE ARCHITECTS MAY BE REQUIRED TO PROVIDE PREDESIGN FIGURES SUCH AS AN
ENVIRONMENTAL IMPACT OR FEASIBILITY STUDY, COST ANALYSIS AND LAND-USE STUDY. FINAL
CONSTRUCTION PLANS ARE CREATED BY THEM AND USED BY BUILDERS AS A STEP-BY-STEP
GUIDE ON HOW THE LOOK AND DETAILS OF THE BUILDING WILL PLAY OUT, INCLUDING
PLUMBING, COMMUNICATION AND HEATING, ELECTRICAL, VENTILATION AND STRUCTURAL
SYSTEMS. THE PUBLIC MUST ALSO KNOW THAT THE DUTIES OF AN ARCHITECT IS TO FOLLOW
BUILDING CODES, FIRE REGULATIONS, ZONING LAWS AND CITY ORDINANCES WHEN CREATING
PLANS. WITH THESE, THE PUBLIC WILL KNOW THAT THE ARCHITECTS ARE INDEED CAPABLE OF
DESIGNING SAFE SPACES AND BUILDINGS THAT ARE ALSO BEAUTIFUL AND HUMANE.
ANOTHER IMPORTANT THING THAT THE PUBLIC MUST REMEMBER IS THAT ARCHITECTS
DO THEIR RESPONSIBILITY AND NOT BUSINESS AGREEMENTS. RESPONSIBILITY FOR ONE (1), TO
CREATE AN EDIFICE THAT WOULD BE SUFFICE TO SUSTAIN ITS RIGHTFUL PURPOSE AS AN
INFRASTRUCTURE AND TWO (2), TO MAKE AN EFFORT TO LEVEL UP THE DESIGN OF THE
INFRASTRUCTURE THAT WOULD CERTAINLY LAST FOR A LONG TIME.
THOUGH ARCHITECTS CAN HELP DURING THE CONTRACT NEGOTIATION PHASE, THE
ESTIMATION OF THE COSTS AT DIFFERENT STAGES OF THE PROJECT PROGRESS HELPS IN
HAVING A CONTROL OVER THE BUDGET. THE ARCHITECTS DO HAVE AN IMPORTANT ROLE IN
VISUALIZING TOP TO DOWN OF THE WHOLE BUILDING STRUCTURE, AND THEREFORE, RESULTS
IN EMERGING WITH NEW IDEAS AND DESIGNS. THIS WILL BRING DIFFICULTY IN THEIR
IMPLEMENTATION IF WITHOUT THE HELP OF THE ENGINEERS AND WITHOUT UNDERSTANDING
THE PRACTICALITY OF CONSTRUCTION. HENCE, PEOPLE, ESPECIALLY TO THE CLIENTS, SHOULD
KNOW ONE OF THE GREATEST CHALLENGE AND THE RESPONSIBILITY OF THE ARCHITECT,
WHICH IS TO NOT UNDERESTIMATE THE COST OF MATERIALS AND THE CONSTRUCTION TIME.
BECAUSE IN THIS POINT, IT HELPS IN BRINGING OUT EFFECTIVE COST ESTIMATION. MEETING
AND DISCUSSIONS SHOULD ALSO BE KEPT WITH DIFFERENT MEMBERS AND PROFESSIONALS OF
THE ORGANIZATION BEFORE APPROVAL OF THE PROJECT DESIGN. THIS HELPS IN REALIZING
DIFFERENT TECHNICAL AND ESTIMATING DIFFICULTIES THAT WOULD BE FACED, OPINIONS AND
ECONOMICAL IDEAS.
LASTLY THAT THE GENERAL PUBLIC MUST REMEMBER IN COMMISSIONING AN
ARCHITECT FOR A PROJECT IS THAT THE PRACTICE OF AN ARCHITECTURE IS A PROFESSIONAL
SERVICE AND THEREFORE SHOULD ENSURE A FAIR COMPENSATION. THE WORK CARRIED OUT
BY THE ARCHITECTS ARE PROPERLY ORGANIZED. THIS DEMANDS TO KEEP THE RECORDS OF
DIFFERENT CONTRACTS, THE DETAILS OF THE PROJECT, THE COST AND THE BUDGET DETAILS,
THE TIME LIMIT AND THE DAY BY DAY PROGRESS REPORT. MOST OF THE CASES THE
ARCHITECTS HAVE TO WORK WITH THE CIVIL OR STRUCTURAL ENGINEERS FOR
COMMUNICATION AND DISCUSSION RELATING THE TECHNICAL ISSUES FACED IN THE DESIGN
AND THE IMPLEMENTATION. ARCHITECTS ARE CHARGED OF PERCENTAGE FEES WHEN THEY
ARE HIRED FOR FULL ARCHITECTURAL SERVICES. FULL SERVICES SUCH AS DESIGNING,
ADVOCATING, AND MANAGING THE PROJECT FROM START TO FINISH, A PROCESS THAT CAN
SOMETIMES TAKE YEARS TO COMPLETE. ACCORDING TO THE ARTICLE III; “THE ARCHITECT'S
RESPONSIBILITIES IN RELATION TO HIS/HER CLIENT” STATES THAT THE ARCHITECT'S RELATION
TO HIS/HER CLIENT IS DEPENDENT UPON GOOD FAITH. TO ENSURE THE CONTINUED EXISTENCE
OF SUCH STATE OF GOOD RELATIONSHIP, THE ARCHITECT'S POSITION CARRIES WITH IT
CERTAIN MORAL OBLIGATIONS TO HIS/HER CLIENT AND TO HIMSELF/HERSELF. THE ARCHITECT
SHALL ALWAYS ENDEAVOR TO PROTECT THE CLIENT'S INTERESTS BUT NEVER AT THE EXPENSE
OF HIGHER PUBLIC INTERESTS AND PUBLIC WELFARE. ARCHITECTS DON’T GO INTO
ARCHITECTURE TO TAKE OR EVEN TO MAKE MONEY BUT TO GIVE SOMETHING BACK TO THE
SOCIETY. ARCHITECTS KNOW THAT THE DESIGN OF CITIES AND BUILDINGS AFFECTS THE
QUALITY OF LIVES AND COMMUNITIES, WHETHER THIS IS ACKNOWLEDGED OR APPRECIATED,
THEY NOT ONLY IMPROVE THE BUILT WORLD AND ENVIRONMENT BUT ALSO DESIGN IN ORDER
TO IMPROVE PROCESSES.
