Consumer Health

Background Information for Learners:

Consumer health aims to develop a person’s ability to evaluate and utilize health
information, products and services wisely and effectively. All of us are consumers. We acquire
health information, purchase health products and avail of health services to appraise, improve,
and maintain our health.
You are faced with health information and products every day from different people
and forms of media. It is important to examine and evaluate the reliability of any piece of health
information before applying it to your well-being. Here are the criteria that will help you
determine whether the information is reliable or not.
1. Credibility. It tells about the source and recency of the information.
2. Content. It. tells about the accuracy, disclaimer, and completeness of information.
3. Disclosure. It tells about the purpose and caveat of the information.
4. Interactivity. It tells about the feedback mechanism and means of information
exchange between the source and consumer.

Health Service Providers and Healthcare Plans

Background Information for Learners:

The people are the primary determinants in the development of a nation. Strong nation
needs healthy citizens who will propel the socio-economic stability and productivity, thus
contributing to the improvement of quality of life.

Health services then are very essential to keep members of the community in good
shape and become contributors to meet the emerging demands of the society for development.
Health care services are usually offered by healthcare providers who are trained professionals
that ensure physical and psychological fitness of every individual (Meeks, et al., 2011). This
implies that healthcare plans in the community, school or in the family be prepared and
communicated to ensure that all aspects of physical, psychological and emotional and social
well-being are being taken into consideration. The objectives of establishing the healthcare
plan are to appraise the health conditions of individuals through screening and examinations
cure and treat disorders; to prevent and control the spread of diseases; to provide safety,
emergency care, and first aid, and to ensure a follow-up program for individuals who have
undergone treatments.

Quackery: Types (medical, nutrition, device)
and Harmful and Psychological Effects

Background Information for Learners

Consumers receive health information, products, and services from various sources,
thus individuals may be prone to frauds.

Quackery is a form of a health fraud, is any advertisement, promotion or sale of


products and services that have not been scientifically proven safe and effective (Meeks, et al,
2011). It is being operated by a quack. A quack is a fraudulent or ignorant pretender to medical
skill or a person who pretends professionally or publicly to have skill, knowledge or
qualifications he does not possess.

There are three major characteristics of health quackery (Schaler & Carroll, undated).
First it is a big business. A huge amount of money is spent on fraudulent health products and
services. Second, it multiplies and spreads fast. Lastly, it thrives on individuals who are
diagnosed with illnesses that are known to be cured.

Our ancestors have used traditional practices for health care years ago. In this module,

In our country, Republic Act No. 8423 or the Traditional Medicine Act of 1997
provisioned the creation of the Philippine Institution and Alternative Health Care (PITAHC),
which works closely with the Department of Health. PITAHC is also the law-making body
with regards to the effective use of traditional and alternative medicine.

These complementary and alternative health care modalities are often taken for granted
because some individuals believe that traditional medical care may not be enough to treat a
person who is ill. A complementary medicine is availed and integrated with traditional
medicine like herbal medicine which is the practice of the medicinal and therapeutic use of
plants while alternative medicine is offered in place of traditional medicine.

Consumer Act of the Philippines (RA 7394)

Background Information for Learners:

Republic Act 7394 or the Consumer Act of the Philippines is a national policy that
protects the interest of the consumer, promotes general welfare, and establishes standards of
conduct for business and industry. There are eight (8) basic rights of a consumer according to
the act (Galvez Tan, et al., 2009).

By knowing your consumer rights, you have the power to report illegal and fraudulent
products and services. There are several government agencies that we can approach. The
following agencies plays a vital role in consumer welfare and protection.

1. Department of Trade and Industry (DTI)


2. Department of Agriculture (DA)
3. Department of Education (DepEd)
4. Department of Health (DOH)
5. Food and Drug Administration of the Philippines (FDA)

Directions:
To accomplish this task, analyze the scenario below.
Cecilia has always dreamt of having fairer skin. To turn her dream to reality, she bought
a whitening product endorsed by one of the most famous actresses in the country and was
reassured of positive results. Few days later, she developed red spots on her cheeks. Worried
that the spots would eventually worsen, she immediately consulted a dermatologist and was
immediately advised to stop using the product because it contains chemicals that damaged the
normal aura of her skin.

Guide Questions:
a. Is there a violation of the Cecilia’s Basic Consumer Right/s? (Yes/No)
b. If there is, to what government agency can she file complaint against the products’
manufacturer?
c. In 3-5 sentences, think of a possible way/s to educate people in your community to

ACTIVITY II: Championing Consumer Welfare!

Direction:
In connection to the celebration of Consumer Welfare Month, each one of us has the
responsibility of becoming a Consumer Welfare Advocate. To accomplish your task, you
need to follow these procedures:

1. You may choose any of the following activities (whichever interests
