1. All the doors, hatches and openings etc. on main deck through which progressive
flooding can occur should be kept closed and secured at sea. (except for the access)
2. For any sailing/floating condition of loading slack tanks are to be avoided as far as
possible. Only a single tank (or combination of tanks p & s) for each kind of liquid on
board may be allowed to have simultaneously free surfaces.
For all conditions of loading the initial metacentric height and the stability curves are to
be corrected for the effect of free surfaces in liquid tanks.
4. Before a voyage commences, the Master must be satisfied that at least the minimum
stability criteria are met for both the estimated departure and arrival conditions. Loding
of all deck cargo are not to be exceeded the following limits:
6. For any crane lifting operation, the master is to ensure the classification requirements,
and also crane operation requirements as recommended by the crane manufacturer are to
be complied with. The master is also to ensure that the crane lifting operation is carried
out in calm water.
a) Compliance with the stability criteria does not ensure immunity against capsizing
regardless of the circumstances or absolve the Master from his responsibilities. Masters
should therefore exercise prudence and good seamanship having regard to the season of
the year, weather forecasts and the navigational zone and should take the appropriate
action as to speed and course warranted by the prevailing circumstances.
b) Care should be taken that at any time of loading the cargo allocated to the ship can be
filled in such a way that compliance with the criteria can be achieved. If necessary the
amount should be limited to the extent that ballast weight may be required.

c) Before a voyage commences care should be taken to ensure that the tanks are either
fully filled or empty to minimize free surface effects under the effect of acceleration
caused by rolling and pitching. Alternatively care should be taken to ensure that the
estimated free surface moments that can occur will not impair the stability of the vessel.
It is required that the vessel satisfies the following minimum stability criteria in all
conditions of loading.
1.1 The criterion given hereunder is recommended for new decked seagoing passenger
and cargo ships of 24m in length and over and applies to all loading conditions.
1.2 This criterion supplements the stability criteria of the Recommendation on Intact Stability for
Passenger and Cargo Ships under 100m in Length in resolution A.167(ES.IV) as amended by
resolution A.206(VII). The more stringent criteria of resolution A.167(ES.IV) and the weather
criterion of the present recommendation should govern the minimum requirements for passenger
or cargo ships under 100m in length.
1.3 The minimum stability of passenger and cargo ships of 100m in length and over should comply
with the weather criterion or the present Recommendation in addition to other appropriate
stability criteria to the satisfaction of the Administration.
1.4 Administrations are invited to adopt, in conjunction with other appropriate criteria, the weather
criterion of the present Recommendation unless satisfied that experience justifies departures
therefrom.
a) RECOMMENDED CRITERION
2. The ability of a ship to withstand the combined effects of beam wind and rolling should be demonstrated
for each standard condition of loading, with reference to the figure as follows:
1. The ship is subjected to a steady wind pressure acting perpendicular to the ship’s
centreline which results in a steady wind heeling lever (lw 1).
2. From the resultant angle of equilibrium(A 0), the ship is assumed to roll owing to wave
action to an angle of roll(A1) to windward. Attention should be paid to the effect of steady
wind so that excessive resultant angles of heel are avoided.
3. The ship is then subjected to a gust wind pressure which results in a gust wind heeling lever
(lw2).
4. Under these circumstances. Area “b” should be equal to or greater than area “a”.
5. Free surface effects should be accounted for in the standard conditions of loading, e.g.
according to appendix 1 to resolution A.167(ES.IV).

The symbols in the above tables and formula for the rolling period

For lifting operations, it is recommend that the maximum heeling moment developed by
multiplying the weight of the hook load and boom by the horizontal distance to port or starboard of the
hook load and boom center of gravity from centerline, considering the full range of crane elevations
and weights, is to be determined. The resulting heeling moment is to be converted to a heeling arm at
zero degrees of inclination by dividing by the barge's displacement. The heeling arm thus achieved is to
be superimposed on the righting arm curve and is to be taken as a horizontal line.
The righting arm curve is to be corrected for the increase in the vertical center of gravity due to
the boom being in the elevated position, and the hook load acting at the elevated end of the boom.
Then:
(a) For any condition of loading, the first intercept of the heeling arm curve with the righting arm
curve (equilibrium point) is to occur prior to submergence of the deck edge, or down flooding
point.
(b) The residual area between the first intercept and the angle of down flooding, the second
intercept or 40°, whichever occurs first, is not to be less than 0.03 meter-radians.

The coordinate system is the means of describing any point on the vessel in terms of three numbers:
Longitudinal, Transverse and Vertical coordinated. These are distances measured from certain
imaginary reference planes which are fixed to the vessel.
The ORIGIN is at Frame (0), Longitudinal positions are measured from Frame (0), ‘f’ & ‘a’ suffices
denote forward and aft directions.
Transverse positions are measured from the center lateral plane. ‘p’ & ‘s’ suffices denote port and
starboard respectively.
Vertical positions are measured above moulded base line; positive if above and negative below.
Heel angles are followed by ‘s’ for heel to starboard & ‘p’ for heel to port.
Trim is measured either as an angle or as a distance over a specified length. The ‘f’ suffix is used for
trim forward (bow down) & ‘a’ for aft trim.
(2) The Hydrostatic and cross curves particulars are computed from lines plan. The spaces
considered include extreme hull up to 1st deck including shell plating.

The VCG values are the maximum permissible vertical center of gravity above moulded baseline.
For any loading condition with specific displacement and trim, the permissible VCG figure is to be
