4. Cost of tender The cost of tender shall be Rs 500/- (Rupees five
hundred only) which shall be submitted in the form of
Demand Draft (DD) or Banker’s cheque from any
Scheduled bank in favour of GE Alwar payable at
Alwar. Original Demand Draft/Banker cheque along
with application shall reach office of GE Alwar within
five days from the last due date of bid submission
(exclusive of bid submission end date) along with
details of firm.

8 Eligibility Criteria
(A) For MES enlisted All contractors enlisted with MES in class ‘D’ and
contractors above and category (a) (i) shall be considered qualified
provided they do not carry adverse remarks in WLR of
competent engineer authority or any other specific
constraints.
(i) APPROPRIATE ENLISTED CLASS & CATEGORY
Class ‘D’ category a (i).
Note:- Contractors not enlisted in MES may also apply
however, they can be considered if they meet
eligibility criteria for selection of Contractors in MES
for issue of tender.
(ii) MES ENLISTED CONTRACTOR (DOCUMENTS TO
BE UPLOADED)
(a) Scanned copy of application letter requesting issue of
tender.
(b) Scanned copy of enlistment letter in MES alongwith
its enclosures.
(c) Scanned copy of Demand Draft/Bankers Cheque
toward cost of tender.
(d) Scanned copy of Provident Fund Code Number of
firm.
(e) Scanned copy of GST registration Number of firm.

(B) For other contractors (a) Documents meeting enlistment criteria of MES for
eligible class and category with regards to contractors
not registered in MES should meet the MES enlistment
criteria corresponding to satisfactory completion of
requisite value of similar works, annual turnover,
solvency, working capital appropriate class and
category, fixed assets, engineer establishment etc.
(Affidavits in original and attested copies of supporting
documents to be furnished with applications).
Enlistment criteria are available in all MES offices and
MES web site www.mes.gov.in. Their financial bids will
be opened only after eligibility criteria if fulfilled.
(b) They should not carry adverse remarks in Work
Load Return (WLR)/or other similar report of any
authority.
(c) No recovery outstanding in any Govt Deptt (for
which affidavit to be submitted).
(d) Copy of police verification (within last one year) from
the police authorities of the area where registered office
is located. For proprietor, each partner, each director,
valid passport duly notarized shall also be acceptable
in lieu of police verification.
(e) Scanned copy of Demand Draft or Banker’s cheque
towards cost of tender documents in favour of GE
Alwar payable at Alwar.
(f) EMD of requisite value. The original EMD in the
form of FDR from any Schedule/Nationalized bank in
favour of GE Alwar shall reach office of GE Alwar
before the date and time of opening of Technical Bid
(Cover-1), otherwise Financial bid (Cover-2) will not be
opened.
(g) Copy of Employee’s Provident Fund Code Number
of firm.
(h) Copy of GST Number of the firm.
(b) Applicant contractor should not carry adverse
remarks in WLR/or any other similar report of any
authority.
(C) For all Contractors Contractor will not be allowed to execute the work by
subletting or through power of attorney holder on his
behalf to a third party/another firm except
sons/daughters of proprietor/partner/Director and
firm’s own employees, Director, Project Manager. This
shall be subject to certain conditions which will be
prescribed in the Notice of Tender forming part of the
tender documents.

(C) The contractor enlisted in one class below the “Eligibility Criteria” given above may also
participate in e-tender. Accepting Officer may consider such applications in the event of
inadequate response from eligible class contractors.
(D) (i) Applications/bids not accompanied by scanned copies of requisite DD/Bankers Cheque
towards cost of tender and earnest money (as applicable) shall not be considered for validation of
‘T’ bid and their finance bids will not be opened.
(ii) Tenderers/bidders to note that they should ensure that their original DDs and earnest
money (as applicable) are received within 06 days of bid submission end date.

(iii) In case of applications/bids form enlisted contractors of MES, where scanned copies of
requisite DD/Bankers Cheque towards cost of tender has been uploaded but physical
copies are not received by the stipulated date, finance bids will be opened. However non-
submission of physical copies of cost of tender shall be considered as willful negligence of
the bidder with ulterior motives and such bidder shall be banned from bidding for period of
six months commencing from the date of opening of finance bid.
(iv) In case of applications/bids from unenlisted contractors, where scanned copies of
requisite DD/Bankers Cheque towards cost of tender has been uploaded but physical
copies are not received by the stipulated date, finance bids will not be opened. Name of
such contractors along with complete address shall be circulated for not opening of their
bids for a period of six months commencing from the date of opening of finance bid.
(v) In case of applications/bids/(enlisted contractor as well as unenlisted contractor) where
scanned copies of requisite Earnest money (as applicable) were uploaded but the same are
not received in physical form within stipulated time, such bids shall not qualify for opening
of finance bid.
(vi) Court of the place from where tender has been issued shall alone have jurisdiction to
decide any dispute out of or in respect of this tender. After acceptance of tender, “Condition
72- Jurisdiction of Courts” of IAFW-2249 shall be applicable.
(E) Contactors not enlisted with MES will be required to upload necessary documents to prove
their eligibility for enlistment in eligible class & category of work as enumerated here-in-above.
Contractors not enlisted with MES shall also refer para 1.5 of section 1 of Part I of MES Manual on
Contract 2007 (reprint 2012) to comply the eligibility for enlistment in eligible class & category of
work.
(F) Tenderers/bidders to upload their Service tax Registration number alongwith the T bid. Non
submission /uploading Service tax Registration number shall be disqualified in the T bid
evaluation and his finance bid shall not be opend.
(G) In case of rejection of technical/prequalification bid, contractor may appeal to next higher
Engineer authority i.e CWE Kota on e-mail ktz3-mes@nic.in against rejection, whose decision
shall be final and binding. However contractor/bidder shall not be entitled to any compensation
whatsoever for rejection of technical/prequalification bid.
