What is Democracy?
Democracy is a form of
government in which the rulers
are elected by the people.
● This definition is too simple that is why we
need to learn all the other features of
democracy.

● Because most of the governments have


elections but not all the governments are
democratic.

● Just election and just selection of the


rulers by the people is not the ultimate test
of democracy.

Pakistan

❖ Elected representatives have some powers.

❖ But the final power rests with military officers and


General Musharraf himself.

Hence, Pakistan under General Musharraf cannot be


called a democracy.
In a democracy the final
decision making power must
rest with those elected by the
people.

China

Elections are regularly held after every 5 years for


parliament - Quanguo Renmin Daibiao Dahui
(National People’s Congress).

NPC has the power to appoint the President of


the country.

Comprises 3,000 members from all over China.


Few are elected from the army.
Candidate needs the approval of the Chinese
Communist Party for contesting the election.

Only the members of the Chinese Communist


Party or eight smaller parties allied to it were
allowed to contest elections held in 2002-03.

In a way the government is always formed by


the Communist Party.
Case of
Mexico

Since 1930, elections after every 6 years to


elect its President.

Never been under a military or dictator’s rule.

Until 2000 every election was won by a party


called PRI (Institutional Revolutionary Party).

Opposition parties did contest elections, but


never managed to win.
What was
wrong with
the Mexico?

PRI used many dirty tricks to win elections.

Government employees had to attend its


party meetings.

Government teachers used to force parents to


vote for the PRI.

Media largely ignored the activities of


opposition political parties.
Sometimes polling booths were shifted from one
place to another that created difficulty for people
in casting votes.
