It's easy: 'to' is used before the new figure, and 'by' is used to show the change. It's the
same when you are talking about a fall.
When describing
changes I prefer
to avoid words
like soar, rocket
rise decline oscillation stability
and plummet
because they are growth reduction vacillation leveling out/off
too
"sensationalist" - increase decrease fluctuation plateau
they exaggerate
improvement drop
too much, and
are more surge fall
journalistic than
academic in upsurge downturn
style. So be
careful about boom dive
them and use
leap
them with care
jump
Try to show a good command of English grammar by using both noun and
verb forms.
- There was a rise in house prices between 1990 and 1995. (noun)
