FOR IMPLEMENTING ERP IN KSIDC

Kerala State Industrial Development Corporation Ltd. (KSIDC) invites Expression Of Interest (EOI) from
System Integrators/ERP implementation partners for short listing, for Study, Design, Development and
Implementation of Enterprise Resource Planning (ERP) based Solution at KSIDC, to carry out IT systems
Implementation to meet the current and future business requirements of KSIDC. The Authorized
implementation partner by OEM or OEM itself itself of the offered ERP product shall apply.

INTRODUCTION OF KSIDC
Kerala State Industrial Development Corporation Ltd. (KSIDC) is a wholly owned company of Government of
Kerala, for the promotion and development of medium and large scale units in the State. As the nodal agency for
foreign and domestic investments in Kerala, KSIDC provides comprehensive support for investors, besides
processing various incentive schemes and facilitating constant interaction between the government and the
industrial sector.

Established in 1961, KSIDC is led by a core group of seasoned professionals from various fields including
Engineering, Management, Finance and Law. The expertise of these professionals in planning and management
of various kinds of projects help the corporation to provide comprehensive assistance for investors.

ACTIVITIES OF KSIDC
KSIDC, as a facilitator and financier for industries, offers wide ranging assistance in industrial promotion. The

KSIDC has engaged Network Systems & Technologies (P) Ltd, Kochi, Kerala State as consultants, to
conduct System study and gap analysis. The User Requirement Specification (URS) prepared by them is
posted in KSIDC Website (www.ksidc.org) for detailed study and evaluation of the project concept.

OBJECTIVE OF THE PROJECT:

The KSIDC has evolved an IT plan with the objective of computerisation and networking. Over a period of
time, considerable level of computerisation has been achieved in KSIDC. A few applications have been
developed in-house for management of all of these activities. These applications need to be integrated where
feasible, and the existing applications need to be enhanced by computerizing all possible activities through
development of single software/ERP.

The proposed solution should be able to integrate to the Existing Financial accounting software of KSIDC
which is built on ASP.Net/SQL

To achieve the objective, KSIDC has prepared a User Requirement Specification (URS) document. Based on
the URS, KSIDC has decided to invite EOI from eligible applicants for the deployment of ERP or an Integrated
IT Solution. The solution can be either be a custom developed application OR a packaged product available with

the applicant OR a packaged implementation of multiple solutions properly integrated.

PRE- PROPOSAL CONFERENCE

The system is fairly complex and needs a thorough understanding of the underlying KSIDC processes. To have
a better understanding, a Pre-proposal conference will be organised by KSIDC. All eligible applicants wishing
to participate should attend the conference at their own cost. A maximum of two representatives of an applicant
is permitted to attend this conference. KSIDC will address all queries raised by the applicants during this
conference. If any query cannot be answered immediately, written replies will be sent to all applicants/replies
posted in KSIDC website.
SCOPE OF WORK
KSIDC would like the applicants to propose the IT solution towards the automation of its business processes,
based on the details of scope given. The KSIDC has to achieve the development and implementation of
integrated ERP by incorporating the functionalities of different departments and divisions of KSIDC. For the
successful implementation of the same, KSIDC has availed the services of Network Systems & Technologies
(P) Ltd, Kochi, a software consultancy firm to prepare the URS (User Requirement Specification). These
documents should be kept as the base requirements and guidelines for the development of ERP software.
1. The proposed system shall meet the following objectives:-
a. The system shall process information in an integrated manner and make best use of technology
for uploading/transferring data between different departments and between KSIDC offices
through KSIDC lease line.
b. Proposed system shall be based on standard software architecture for interoperability with
various heterogeneous applications in existence, being planned or likely to be set up in the future
c. Data integrity and consistency must be ensured. The proposed system should also cater for fast
query retrieval
d. High Security. The new system shall cater to high security levels. Access to the system is to be
strictly on the basis of securely administered list of users on the KSIDC-wide intranet. Since
numerous functions have to be addressed, security permissions have to be both at the levels of
application and the database; hence a proper profiling engine is to be made to validate authorised
users. Single sign on facility should be incorporated in the system.
2. The scope of the project consists of the computerization of all the functions of KSIDC using standard
ERP package with customizations as required as well as post implementation support. The detailed
scope of the project consists of the following activities:
a. The detailed As-Is process and system study including identification of pain points and
challenges in the current processes and systems.
b. Detailed to be processes design which addresses the pain points and challenges identified in the
above activity.
c. Development of overall IT architecture. Mapping of the functional requirement of the To-Be
processes to out of the box features provided by ERP. Gap analysis for identification of the
extent of customization required in the ERP application for meeting the requirements of the
proposed processes. Any custom developed application will have to be integrated with the ERP
application.
d. GIS Implementation
e. Identification of data migration requirements
f. Design, customization, development, integration testing and implementation of the solution.
Preparation of data migration templates and scripts.
g. User Acceptance of Test (UAT)
h. Training needs assessment and delivery
i. Go-Live planning and Post go live support
j. Project and risk management throughout the duration of the project

 3. The following key requirements must be considered while suggesting the solution:-
a. Define the design specifications of the solution, complete in all respects, and ensure efficient
implementation inclusive of any process management review that may be required to provide the
utmost benefit to KSIDC.
b. The solution should provide a high Return-On-Investment. The solution should be extendable,
open and flexible as per industry standards so that the architecture for this solution can be utilised
require additions / upgrades to this architecture without the need to undo any of the investment.
c. The system should also provide mechanism in ERP for error handling and robustness to scale up
on demand to support future applications with major changes.

ELIGIBILITY CRITERIA:

• The applicant should be SEI-CMMi Level 3 or ISO certified in the field of IT services
and software development as on 31.03.2010 (Copy of Certificate to be enclosed)

• The applicant should be a company registered under companies Act 1956 since last five years. (
Document Proof should be attached)

• The applicant should have implemented successfully at least three projects of order value at
least Rs.1 Crore each out of which one should be a software solution system for State/ Central
Government/PSU Organization. Copies of Work order/Implementation certificate or
completion certificate of each such project should be enclosed with EOI.

• The applicant must have more than 100 computer professionals working full time in India with
the company with relevant experience as on March 2010

• The applicant should have involved at least one Portal solution and integrated with ERP or
Similar system for State/ Central Government/PSU Organization.

• The applicant should have annual turnover at least Rs. 100 Crores per year during the last
three years, 2007- 2008, 2008-2009 and 2009-2010 and should have made profits in each of
the last years.

• The applicant should have a minimum Net worth of Rs.50 Crores in the past 3 financial years
from it’s India business. Net worth is defined as sum of shareholders capital and Reserves and
surplus.

• The applicant should have executed one similar solution which has min 50 users spread over
multiple locations

The offers submitted by applicants will be evaluated as per the eligibility criteria and the details
provided. In the next stage, shortlisted applicants only will be issued Request for Proposal (RFP) for
submission of detailed technical and financial proposal.

KSIDC reserves the right to accept or reject any or all of the offers without assigning any reason whatsoever and
to take any measure as it may deem fit, including annulment of this process at any time, without any liability or
obligation for such acceptance, rejection or annulment.
