some exceptional circumstance is unable to maneuver as required by these Rules and is therefore
unable to keep out of the way of another vessel. A vessel not under command could be either power-
driven or under sail. A vessel not under command may be making appreciable way through the water
but having difficulty with steering so other vessels should keep well clear. And the special circumstances
that occur onboard a ship that would qualify it to be called a vessel not under command are:
1. It is unable to maneuver as required by this Rule.
2. Unable to keep out of the way of another vessel
3. And has the privilege over PDV, Sailing vessel, fishing vessel, and a vessel constrained by her
draught.
The importance of having safe speed during restricted visibility is to lessen of having risk like collision
during the voyage and to have safe and smooth navigation. For example, having safe speed is indeed
very important because when restricted visibility is encountered or expected, the first responsibility of
the officer of the watch is to comply with the relevant rules of the applicable regulations for preventing
collisions at sea, with particular regard to the sounding of fog signals, proceeding at a safe speed and
having the engines ready for immediate maneuvers so that we can avoid grounding or avoid collision
with marine obstacles and even another ships.
