hair. Whether a romant,ic reLationship exisEed or not is immaterial in
this particular case. A sexual relatsionship is not required for

4. CDR Stopyra failed to set the etandard of appropriate conduct
required of a commanding officer, and his actions advereely imPacced -
the comnand cLimate and mission readinees of the ship. He.faiLed. to
maintain a bhoroughly profeseional relatsionship with his juniorg ats all
t,imes, and his fraternization was noticed by the enEire crew. Tbe
frat,ernization was so blatant that it became the topic of snide remarks
and jokes among the junior members of the crew. It is astoniehing that

XO, SUPPO and the writteD accusation of the SUPPO J.abeling the
relationship as inappropriate, he failed to take any action tso

The lollowing summary was prepared fi'om oral staten'rents given during an interview on
2 December 2009. lt is an accurate and complete summary of the interview and is true
and complete to the best of my knowledge. I gave a statement in the interview and

My relationship with CDR Stopyra (the CO) is coufteous and professional. Because of
my duties as the ship's medical officer, I see the CO everyday to discuss medical issues
as they relate to the crew's heaith. I also discuss other professional issues with CDR
Stopy'a, including training issues, the integrated training team (ITT) as well as medical
issues. I discuss tltese issues with the Commanding Officer because i understand what
the CO wants done and I know what needs to be accomplished. Some of the otlrer
l)cpartntcrrt l-leads on the ship have a poor unclerstanding of the conrmanding officer's
trairring plrilosophy. During the ITT meetings, I discuss what needs to be done because
somc of the other participants do not do what needs to be done to successfully
accomplish the integrated training team goals. I and the Chief Engirieer a.re the driving

wardroom typically stay out later than I would like to with the exception of the CO and
XO. CDR Stopyra and I went out on ovemight liberty in Bahrain but stayed in different
rooms in the same hotel. We went sltopping and had dinner together. We also went out
togcthcr ort liberty in Rota. Spain wlrere we had dinner with the husbanding agent and
sevcral othcr olficiais. Tlrere are also other wardroom events that I participated in with
C'DR Stopyra as well as other members of the wardroom for example a rug flop in
Bahrain. dinner with the Jordanian CNO, a wetting down in the beginning of deployrnent

into the pantry. This sign was directea ati-r@U1)*i,o had been making breakfast and
preparing salads fbr herself and CDR Stopyra. Th6 Department Heads expressed discomfort
about the arnount of access I-ffty5 had to the Commanding Officer. I discussed rhe issue
u ith the Commanding Otficelb-ut Cf R Stopyra did not feel that there was anyrhing wrong

Officer by their own choice. The Chief Engineer has the most access to the Commanding
Officer, the First Lieutenant is somewhere in the middle, and the Supply and Operations.

WJltTJ the first night, and CDR Stopyra anaLlff1[t\^t" dinner alone on the second night
in port.
I have never witnessed any physical contact between CDR Stopyra and tffitUn I believe

We have 63 first aid boxes, 4 mass casualty boxes and 3 battle dressing stations, an operating room and 2
dental operatories on THIS ship, yet no medical topic appears on the Officer Training schedule. But which is
more likely to happen : fire the MK38 in an other than training setting, or have to deal with a medical emergency
and CASEVAC situatron on the fly?

CDR Christopher Stopyra
1n2002, Commander Stopyra accepted orders for duty under instruction at the U.S. Naval
War College, Newporl R.I., where he completed Joint Professional Military Educatign
Phase I and received his Master's degree in National Security and Strategic Studies. ln.
his following tour, he served as the Executive Officer aboard USS CARTER HALL
(LSD 50). In September 2005, he reported for duty on the staffof the Chief of Naval

the CNO's staff, Commander Stopyra completed an individual augment (LA) tour as.the
alternate commanding officer for the Provincial Reconstruction Team in Afighanistaq,

and was promoted to the rank of commander in May 2008.
Commander Stopyra took command of the USS FORT MCHENRY (LSD 43) in May
2009, deploying once again to the 5s and 6m Fleet areas of operations with the BATAAII
ARG and 22"o MEIJ, supporting maritime security and counter-piracy operations, :
His personal awards include the Meritorious Service Medal (two awards), Navy
Commendation Medal (four awards) and the Navy Achievement Medal (two awards)
which he tributes to the great Sailors and Marines he has served with.
