1. PURPOSE
Substation Automation Systems: Design and Implementation Substation Automation System which is
a system computerized substation equipped with IED bay control unit (BCU), IED Protection, server,
gateway and local HMI with the ability to maneuver installation automatically using standard IEC
protocols.c
2. SCOPE
This document applies to 150kV Palu-3 coal fired steam power plant substation and includes the
integration of the following:
- 150kV Bus Coupler - 150kV Bus Protection
The 150kV Palu-3 coal fired steam power plant substation includes the following equipment:
- ARTECHE saTECH Server: 150kV Palu-3 coal fired steam power plant substation HMI servers
the substation operator interface consist of two (2) industrial PCs with Linux operating system
configured as redundant server. The PCs has Ethernet port connected to LAN via Ethernet
switches.
- ARTECHE saTECH HMI (Human Machine Interface) : 150kV Palu-3 coal fired steam power
plant substation HMI Client the substation Operator Interface HMI Client is integrated with each
server PC. Each OI Client is equipped with 2 LCD monitor 1920x1080, with size at least 24”.
- Printers there is one color printer that can be used as an event list, trend or hardcopy
- Bay Control Unit (BCU) bay computer unit proposed for this area of ARTECHE make type
saTECH BCU. These are used to gather information from system for monitoring and control of

different electrical bays/feeder from 150kV Palu-3 substation. Each bays computer unit is
integrated with Ethernet Switch card of make which enables the BCU to be connected to single
Ethernet ring network. Ethernet switch are proposed to constructs single Ethernet fiber optic ring
network using IEC61850 protocol
- Intelligent Electronic Devices (IEDs) (P142, P143, P642, P543, P746) have Ethernet port that
enabled to connect to network ring fiber optic as well as for communication within station bus
with IEC61850 protocol. Connection from Ethernet switch to IEDs is using fiber optic
- GPS SNTP Time Server is for time synchronization information of the ARTECHE saTECH
system is received from GPS (Global Positioning Satellite) using a GPS Antenna and GPS
receiver/clock at the substation. Time synchronization of all IEDs, BCU, HMI server and so on
are managed by the GPS network time server
- Gateway will be used as gateway for connection between 150kV Palu-3 substation ARTECHE
saTECH systems to SCADA Control Center. PC Gateway with ARTECHE saTECH gateway
software shall act as an interface to receive and send data between SCADA and 150kV Palu-3
substation. DNP.3.0 protocol shall be used for this communication between 150kV Palu-3
substation and SCADA Dispatcher Center
to perform control, monitoring, Alarming, process visualization, data logging and archiving function.
The main functionality of the server is to collect and store all real time data. The ARTECHE saTECH
HMI is configured and tailored to the substation application. The HMI Client takes information from
the data server and provides a user-friendly interface for ease of operation and maintenance.
The engineering console is used for ARTECHE saTECH configuration using an engineering tool
called CNF using state of the art XML technology. The compiled configurations will then be
downloaded to the other devices through the network ring.
The following features are available on HMI as standard function:
a. Control execution through direct control or select before execute control box pop up window, with
feedback. The control command is unique without any conflict.
b. Interlocking equation viewing facility, provided by a selection of a button on the control box pop
up window.
c. Monitoring and display of the alarms with priorities, dedicate alarms view with features such as
sorting and filtering.
d. Alarm acknowledgement, on dedicate alarm view, with restricted user right.
e. Deactivated alarms clearing from the dedicated alarm view, also restricted with user right.
f. Monitoring and display of the events, on dedicated event view.
g. Control system supervision display with the status of device, on system views.
h. Take control facility to receive command from one control center requesting to switch control
authority.
i. Configurable access right for operator based on 3 level of authority: public level, substation
operator level, administrator level.
j. User profile tool that provides capability to additional users into the system without any
significant limit secured with user right
range of application from the most basic to the most demanding. The open architecture and
conformity to standards ensure interoperability with existing and older equipment as well as third
party IEDs (with IEC 61850 protocol)
