Theoretical Background Draft:

The Philippines, being an archipelago, is surrounded by bodies with water, accompanied with
large number of rivers, lakes, and streams. As a result, scarcity of water has never been a serious issue.
Surprisingly, it is occasionally an overabundance of water that causes problems. The Philippines has a
reasonably well-defined rainy season due to the monsoons. There are many other weather processes
that produce precipitation, such as tropical cyclones, thunderstorms, the ITCZ, frontal passes, and so on.
These, on their own, can produce a significant amount of precipitation, and when combined with the
monsoon, are capable of generating strong and heavy precipitation. The excess of rain or the runoff can
result in a potentially dangerous phenomena known as flooding in low-lying areas.

The Mines and Geosciences Bureau in Central Visayas has previously mapped out flood-prone
areas in all of the province's towns and cities. Cebu City's Downtown area (Colon and waterfront areas),
Mabolo, Tagunol to Pardo area, North Reclamation Area (Mahiga creek area), River banks along the
Mananga, Sapangdaku, and Guadalupe rivers, Paknaan, CICC, Mandaue City's North reclamation area,
and Along the National Highway from Consolacion to Compostela are some of the major flood-prone
areas. These places have been designated as 'highly susceptible' to floods and thus require immediate
attention.

Mitigations are made to solve flooding. Drainage system are one of the designs created to
minimize flooding. A drainage system is a natural or man-made waterway through which water flows or
drains to remove excess water. The water in a drainage system is supposed to flow away smoothly and
effectively before being disposed of in a surface watercourse. To avoid floods, an effective drainage
system is required to allow water to move as rapidly as possible off and away from the land.
Roads, an important factor of transportation, should be free of flood. Floods have negative
repercussions for travel, such as limiting vehicle movement and causing traffic congestion. N. Bacalso
Avenue, a busy road located in Cebu City and usually the en route for going to another metropolis,
Talisay City, are usually flooded with knee-high waters when torrential rain happens. A portion of this
road beside the Mambaling Underpass is located near two supermarkets and a fastfood chain, causing a
traffic of people and vehicles that will be stranded for a while due to the flood.

An avenue situated in Metro Cebu is expected to have a good drainage system. Seeing that the
water could no longer be contained in the rounded walls of the culvert installed underground, the water
escapes to the surface, making the drainage system ineffective.
