1. Statement of Policy
The Pamantasan ng Lungsod ng Maynila (PLM) recognizes the medical, social and economic
toll of the COVID-19 pandemic to the PLM academic community, including to students,
faculty members and administrative employees.
PLM, as a premier public university dedicated to public service, seeks to alleviate the social
and economic impact of the COVID-19 pandemic to its students, by ensuring that the students
can continue with their studies in the University despite the effects of the current health crisis.
PLM shall continue to adopt measures to broaden access to education by ensuring the
reasonableness and propriety of tuition and other school fee charges, in due consideration of
existing circumstances.
2. Purpose
This Administrative Order is being issued to provide guidelines concerning the extension of
financial assistance in the form of discounts to tuition and other fees to graduate and
professional school students who were economically affected by the COVID-19 pandemic, as
approved under Board Resolution No. 4904 dated 03 September 2021.
3. Coverage
This Administrative Order shall cover all paying students of PLM, including students enrolled
in the College of Law, the College of Medicine, and the Graduate Programs of other PLM
schools and colleges.

Students who are, or are children of, single parents, senior citizens, persons with disabilities
and PLM employees, and students who have been economically affected by the COVID-19
pandemic are also covered by this Administrative Order. The term “economically affected”
pertains to inability or difficulty in payment of tuition and other school fees in PLM due to any
of the following reasons:
a. loss of job or employment, whether permanent or temporary in nature, on the part of the
student or any one of his/her parents or guardians, during the national declaration of State
of Calamity due to the COVID-19 pandemic. This shall include those formally or
informally employed in industries or sectors which are not allowed, or only partially
allowed, to operate during the community quarantine periods;
b. reduction in family income of the student, whether permanent or temporary in nature, due
to reduced work hours or other alternative work arrangements imposed as a result of the
COVID-19 pandemic;
c. closure of business or enterprise, whether wholly or partially owned by the student or any
one of his/her parents or guardians, during the national declaration of State of Calamity
due to the COVID-19 pandemic.
The term “financial assistance” shall apply to all fees being collected by PLM, including
tuition fee, miscellaneous fees, laboratory fees, development funds, and such other school fees,
of whatever nature, that are being collected by PLM during enrollment. The financial assistance
provided in this Administrative Order shall apply during the Academic Year 2021-2022.
a. A PLM student covered by this Administrative Order may request financial assistance in
the form of discounts on tuition and other fees from the Office of the University President
by submitting a letter of intent to that effect, accompanied by a Sworn Written Statement
that he/she is, or is a child of, a single parent, senior citizen, person with disability, or that
he/she or his/her family was economically and financially affected by the COVID-19
pandemic as defined under Section 3 of this Administrative Order. In the case of PLM
employees, his/her employment shall be verified with the Human Resource Development
Office (HRDO).
b. The PLM student should provide sufficient proof to the satisfaction of the University that
he/she is, or is a child of, a single parent, senior citizen, person with disability, or that
he/she or his/her family was economically affected by the pandemic. The student may
attach the single parent ID, senior citizen ID, or PWD ID, among others. In the case of
students economically affected by the COVID-19 pandemic, he/she shall attach in his

application documents that show loss or substantial reduction of income, loss of job or
employment, closure of businesses, and the like.
c. The Office of the President shall evaluate the documents submitted by the student
concerned and shall verify the authenticity and veracity of the student’s documents and
claims. Once verified and authenticated, the Office of the President may grant financial
assistance in the form of discounts on tuition and other fees to the student concerned under
the following terms and conditions:
d. The return service mentioned in Section 4(c) of this Administrative Order shall be in
addition to other return or community services, of whatever nature or purpose, required
by laws or other University policies, rules or regulations.
e. In addition, all paying students of PLM are also allowed to avail themselves of the option
to pay their tuition and other fees in installments (up to five (5) equal installments) without
having to apply therefor. The payment by installments shall be included in the student’s
sworn undertaking.
f. A student who is found to have filed a fraudulent or false claim shall be subject to
disciplinary sanction pursuant to the provisions of the Student Manual. Moreover, he/she
shall be required to immediately pay the full amount of the financial assistance granted to
him/her, otherwise, his/her academic credentials shall be withheld by PLM unless and until
full payment is made.
5. Repealing Clause
All other orders, memoranda, guidelines, rules and regulations which are inconsistent with this
Administrative Order are hereby repealed, modified or superseded accordingly.
