REQUEST FOR APPROVAL TO PRINT COPIES OF THE REVISED PUBLIC


SERVICE RULES

Kindly recall that at the meeting of the Federal Executive Council (FEC)

held on Wednesday 29th September,2021, the revised Public Service Rules

was formally presented by the Head of the Civil Service of the Federation and

same was approved with some recommendations by Council members.

2. Prior to the transmission of the draft PSR to Cabinet Secretariat and finally

the FEC, series of meetings were held with stakeholders to elicit their

contributions at the early stage of the review exercise. Following the meetings

with Stakeholders, many Technical Committees were also appointed to

harmonize the proposals from stakeholders; one of such was the appointment of

ten serving and retired Permanent Secretaries and Directors of Human

Resources, which was chaired by the Permanent Secretary, FCTA. The draft PSR

that emanated from the Technical Committee was presented to the National

Council on Establishments (NCE) at its 42nd meeting held in Lagos, 2020.

Therein, the Council identified with the draft document, made inputs and

approved its passage to the FEC.


3. With a strong desire to evolve an enduring document to transform the

Service for efficiency and effectiveness, the draft document was subjected to

another round of review by a Technical Committee comprising retired and

serving Directors (Human Resources). The assignment of the Technical

Committee yielded the final draft PSR that was transmitted to the FEC and

subsequently approved with some recommendations to be effected in the

document.

4. The prominent recommendations by FEC have been incorporated in the

document in the following areas: -

- use of the phrase “fight corruption as against “reduce corruption’’

in the foreword page;

- Review of the Protocol list in the first chapter (introduction) of the

PSR to include SGF and Federal Executive Council members (Rule

010101);

- Reservation of 5% employment opportunities for persons with

disability (Rule 020202) (e)(ii);

- The need to exhaust available administrative processes including

clearance by the Head of the Civil Service of the Federation by

aggrieved Public Servants before proceeding to Court of Law to seek

redress (Rule 110201(ii);


- Dismissal arising from criminal cases shall be reported to the

relevant Law Enforcement Agency following the decision(s) of the

appropriate authority (Rule 100407;

- compensation in fatal cases or injury in a work place or outside the

normal work place shall be treated as provided for in the Employee

Compensation Act 2010. Payment shall be within three months after

the incident (Rule 160206);

- add to Rule 170305 the phrase “In the absence of the

Board/Council, the Honourable Minister of the Supervising Ministry

shall exercise such powers ‘’

- add to Rule 090202 the phrase “and ensure that the identities of

participants are clearly established’’

- Equitable distribution of training opportunities amongst staff in all

MDAs (070103); and

- Inclusion of Research and Development Agencies in the

classification/ categorization of Parastatals in the PSR (Rule 170102).

5. If the foregoing is in order, the next line of action is to embark on the

printing of the seed copies of the revised PSR in the range of 500 booklets.

6. You are hereby invited to note that: -

(i) The revised PSR received contributions from various segments of

Stakeholders and Technical Committees in and out of the Service;


(ii) the National Council on Establishments at its 42 nd meeting in Lagos

State in 2020 adopted the document and recommended its passage

to the FEC;

(iii) the Federal Executive Council at its meeting held on Wednesday

29thSeptember,2021, approved the revised PSR with some

recommendations to be incorporated which have been effected in

the areas captured in paragraph four above;

(iv) the foreword page of the PSR is to be endorsed by Mr. President, the

draft letter to that effect is placed abc;

(v) the final copy of the revised PSR is placed abc; and

(vi) Approve: -

a) the transmission of the foreword page in the PSR for the

endorsement of Mr. President;

b) printing of 500 seed copies of the revised PSR; and

c) forwarding of letter to the Revenue Mobilization Allocation and

Fiscal Commission for the consideration of the rates proposed by the

National Salaries, Incomes and Wages Commission on Estacode and

Duty Tour Allowances for Political, Public and Judicial Office holders.

7. The vote of charge is ERGP 30125750 under Development of Strategy and

Policy and Public Service Reform.

RE: REVIEW OF DUTY TOUR ALLOWANCE AND ESTACODE ALLOWANCE


IN THE FEDERAL PUBLIC SERVICE
I am to refer to your letter Ref. No. RMC/FEF/20/S.3/VOL.VII/829
of 18th May, 2021 on the above subject notifying this Office that the
Commission has embarked on the holistic review of the remuneration of Political,
Public and Judicial Office holders and in this regard, wish to apprise you that
the Federal Executive Council (FEC) at its meeting held on Wednesday, 29 th
September, 2021,in the course of approving the revised Public Service Rules
conveyed no objection to the upward review of the remuneration including
allowances and fringe benefits of the aforementioned Office holders.
2. However, contrary to the recommendation of N80,000.00 per diem as Duty
Tour Allowance (DTA) for Ministers/SGF/HCSF and equivalent forwarded by the
National Salaries, Incomes and Wages Commission, Council members proposed a
raise to N100,000.00. Copies of the letters on the recommended rates by the
National Salaries, Incomes and Wages Commission are attached herewith for
your guidance and necessary action.

3. Please accept the warm regards of the Head of the Civil Service of the
