Corruption Script
Corruption Script
corruption exists in all levels of the government. Actually it is one of the large
problems talaga that the country is facing diba. So how is it so? Why do you
think corruption occurs in the Philippines? So I think that It is because those
people or these officials want to get rich in a very simple and easy way. They get
money allotted for the improvement of the country for their personal pleasures.
Then when this occurs, the Philippine treasury will lose millions, billions.
Wherein fact according to a report in 2016, by that year, the country loses 200
billion pesos from smuggling and 400 billion pesos from tax evasions. And
according to these 2.6 trillion pesos is lost annually in corruption globally. So
with this, these corrupt people uses the money, then the Philippines will
eventually borrow money from other countries just to meet the needs/ debts of
the country. As the country continues to borrow money it will still lack the needs
dahil puro utang nalang then these unfortunately results to poverty, unfinished
projects, and economic loss.
Speaking of economic loss. One of those that contribute to our economy is
our businesses. With that, Malaki rin talaga ang apekto ng corruption sa mga
businesses. On point of view of businesses, high corruption levels severely
restrict the efficiency of business operations here in the Philippines.
This includes extensive bribery within the public administration. Those
vague and complex laws that make foreign companies vulnerable to extortion
and manipulation by public officials. Favoritism and undue influence that are
widespread in the courts, leading to time-consuming and unfair dispute
resolution, and to an uncertain business environment. There is also corruption
in the customs administration, like fraud that occurs for companies when filing
import and export documentation.
To further discuss, isa isahin natin kung ano ang say or rate ng mga
companies sa different systems/ levels in the government.
1. Corruption risks are high in the judicial system. There are bribes and irregular
payments that occurs in return for favorable judicial decisions. Judicial officials
tend to receive bribes due to the reason that they have low salaries. It is sad
because we know that the judiciary should be formally independent.
kaya nilang mainfluence and mga proceedings in civil and criminal cases.
That is why companies doesn’t trust the procedural fairness and transparency
as this are influenced by nepotism, favoritism, and impunity. Companies do not
have sufficient faith in the independence of the judiciary and they rate the
efficiency of the legal framework in settling disputes and challenging regulations
as poor.
Did you know Marie that investment arguments can take several years to
resolve due to a lack of resources, understaffing, and corruption in the court
system. Also, foreign investors have reported that the inefficiency and
uncertainty in the judicial system are disincentives for investment; investors
regularly decline to file disputes due to the perception of corruption among
personnel and the complex and slow litigation processes.
Actually may chika ako para diyan partner. Sinetch itey. Isang
dahil hiningan daw siya ng PHP 15 million bribe in exchange for a favorable
ruling in an insurance claim noong august 2016.
Moving on.
2. Second is the Police System in the Philippines. Corruption risk is also high
under this system and according to a report the police system is widely regarded
as one of the most corrupt institutions in the country. OHHH. Reports of the
police and military engages daw extortion, and being involved in local rackets.
Companies report that they cannot rely on the police services kaya na marami
Businesses rate the National Police’s commitment to fighting corruption as
‘poor’.
Again, another chika, President Duterte has accused several police generals of
being involved in the trafficking of illegal drugs.
authorities in order to release approximately 1,300 Chinese nationals who were
working in this tycoon kung sino man siya sa kanyang mga resorts illegally
noong feb 2017.
4. Fourth is the land administration wherein corruption risks in are also high.
Companies report that they are expected to give gifts daw when they are about
to obtain a construction permit. With that businesses have insufficient
confidence in the protection of property rights. According to reports, the court
system is slow to resolve land disputes. Land records are not properly managed
due to a lack of trained personnel and funds.
5. There is a high risk also of corruption when dealing with the tax
administration. Companies report that they are expected to give gifts daw when
in meetings with tax officials. Tax regulations are among the most problematic
factors for conducting business in the Philippines. Some business dont pay their
taxes honestly Officials at the Bureau of Internal Revenue (BIR) are believed to
be prone to corruption and known for embezzlement and extortion. Businesses
rate the BIR’s commitment to fighting corruption as poor
With that Marie, may chika nanaman ako. Sinitch itey ang isang Revenue Officer
ng BIR was caught extorting PHP 125,000 from a local company.
6. There is a high risk of encountering corruption when dealing with the customs
administration. Companies reported that irregular bribes and payments in
import and export procedures are very common in the customs administration.
A business survey indicates that the Bureau of Customs (BOC) was the only
agency receiving a rating of ‘very bad’ when it came to its commitment to fighting
corruption. Companies cite burdensome import procedures and corruption at
the border as being among the most problematic factors for importing . The
efficiency and time predictability of procedures are rated as poor
The Bureau of Customs (BOC) has indicated that smuggling of goods, among
which cigarettes, vehicles, and oil, into the Philippines has led to the evasion of
taxes worth at least USD 1 billion yearly. There is also consistent fraud in the
form of under-invoicing when importing and exporting costs the state USD
billions in revenues each year.
Another chika for today.
umanoy inakusahan of accepting bribe money worth P100 million to P220
million monthly since 2012.
7. Next is, the public procurement that is very concerning because as reported,
there is a very high risk of corruption in this sector, which is subject to rampant
corruption, irregularities, and inconsistent implementation of legislation. This
arises mostly in order to win a govt. contract. Diversion of public funds, as well
as favoritism in the decisions of public officials, is very common.
Local-level public procurement lacks transparency, fostering a culture of
corruption through the misuse of the pork barrel system; fyi itong pork barrel
systems are funds for discretionary use by representatives for projects in their
respective districts. Philippine law allocates responsibility for monitoring,
investigating and sanctioning irregularities in public procurement to a number
of different state institutions, leaving potential misconduct, inefficiency and
impunity unchecked.
