Overview
In the interest of fully complementing the human resources and institution needs and
requirements of the industry, energy, and emerging technology research and development
sectors, making the opportunity available to the great majority, PCIEERD implements the
Capability Development Program (CapDev), as follows:
a. The Institution Development Program (IDP) aims to cover provision of support for
upgrading of research laboratories and facilities of academic and research institutions in
areas within the PCIEERD sectoral priority areas or the Harmonized National R&D
Agenda (HNRDA) and where there is inadequacy of research expertise and/or facilities.

The IDP shall include upgrading and/or setting up of research laboratories, purchase of
laboratory equipment (including highly specialized software)/facilities and small research
grants aimed at developing research capabilities.
b. The Regional Research Institution (RRI) aims to develop research capabilities of the
PCIEERD Regional Consortium member institutions and eventually increase the available
RSEs in the region. This funding opportunity encourages new researchers and/or new
institutions (first timers) from Higher Education Institutes (HEIs), government Research
and Development Institutes (RDIs), non-profit S&T networks and organizations, private
sector, and other proponents seeking funding for their R&D initiatives.
c. The Good Governance through Data Science and Decision Support Systems
(GODDESS) aims to provide assistance for the development of appropriate systems and
technologies to address the specific needs of the National Government Agency (NGA),
Local Government Unit (LGU), academic or research institutions and Micro, Small and
Medium Enterprises (MSME) and enable them to adapt data driven governance and
evidence-based management.
Opportunity summary
The Full-Blown Proposal should fall as a non-research and development project.

However, this should not preclude other Consortium members to submit and application.
b. RRI – This is open to all researchers of the member institutions of PCIEERD and potential
researchers/institutions who may wish to be part of the regional research institutions of
PCIEERD. Preference is given to new researchers and/or new institutions, who are new to
the R&D Ecosystem.
b. RRI – The development of research projects to address the needs and priorities of the
region. The Regional Research Institution (RRI) Program for new researchers and
institutions in the region shall provide an R&D funding assistance for new researchers
and/or new institutions members.
o Proposals must be aligned with the R&D priority areas of the Regional Consortia.
o Regions with ongoing RRI projects should focus on other priority areas of the region.
o Preference is given to institutions that have not availed a regular research and
development fund under the PCIEERD/DOST Grants-in-Aid Program.
c. GODDESS – The development of technologies or systems using the data available in the
institution or cooperating partner, which maybe NGA, LGU or MSME, to provide solutions
in any of, but not limited to, the following areas:
• Urban mobility (smart parking, intelligent traffic management, integrated multimode
transport)
• Energy management (smart meters and management, renewable sources of energy,
energy efficiency and green buildings)
• E-governance and Citizen Services (public information, electronic service delivery,
citizen management, video crime monitoring)
• Waste management (waste to energy & fuel, waste to compost, treatment of C&D
waste, garbage management system)
• Water Management (smart meters & management, leakage identification & preventive
maintenance, water quality monitoring)
• Smart systems (National Park management, e-governance on pre-emptive evaluation,
smart tourism system)
• Other thematic areas identified that may be identified by the institution or cooperating
partner LGUs or NGAs or MSMEs based on their needs and priorities.

Any Filipino who maybe students (undergraduate and graduate), researchers, engineers and
faculty from any academic and research institution with proven competence may apply for
GIA support of DOST-PCIEERD and its grant-giving units, provided that application/projects
fall under the specific priority research areas with overall goal to benefit Filipinos.
How to apply
1. Applications/proposals using the prescribed format (DOST Form 3) must be submitted
in the E-proposal portal at http://dpmis.dost.gov.ph from 17 January - 18 February,
2022. Documentary requirements must also be uploaded in the said portal. A
notification will be issued to eligible entities whose applications/proposals have been
evaluated and preliminarily recommended for award.

Applicants shall follow the DOST GIA Proposal Format – Non R&D for IDP and
GODDESS program and R&D Format to be used if under the RRI program, below will
be accomplished in the e-Proposal portal at https://dpmis.dost.gov.ph. Instructions for
submission are also available in this site.

Refers to the Title of the research project or activity and also CapDev program
(IDP/RRI/GODDESS) being applied for, as identified in Section A of this
announcement.

4. Applicants are required to submit proposals through the DOST e-Proposals portal
before the Closing Date on 18 February 2022. Applicants will receive automatic reply

through email confirming receipt of proposals. Please be informed that DOST-PCIEERD
will not accept proposals directly submitted to PCIEERD in hard or soft copy.
Only applications/proposals from Eligible Entities that meet all of the Eligibility/ Qualification
Requirements as stipulated in the PCIEERD Administrative Order No. 2016-028 s. 2016
“PCIEERD Guidelines in the Implementation of the Infrastructure Development Program,”
PCIEERD Administrative Order No. 2021-005 “Revised Guidelines on the Implementation of
the Good Governance through Data Science and Decision Support System (GODDESS)
Program” and DOST Administrative Order No. 011 “Revised Guidelines for the Grants-in-aid
Program of Department of Science and Technology and its Agencies.” Applicants found
ineligible for funding consideration as a result of the threshold eligibility review will be notified
within 15 calendar days of the ineligibility determination.
All applications/proposals will be screened and evaluated by the HRIDD. Only those qualified
will be endorsed to the PCIEERD Management Team for final recommendation/approval.
