Finance Officer, JPMO
The incumbent will assist the Joint Programme Management Office (JPMO) under the direct
supervision of International Programme Manager (IPM) and with overall guidance from
Operations Manager, UNFPA Bangladesh and ensures the effective functioning of financial
operations and systems in support of the programme and office management. He/She
works closely with programme and project personnel providing financial monitoring and
analysis of projects and advising on expenditure trends and implementation rates.
Duties and Responsibilities
A. Advisory support to different project personnel
• Advise and support project personnel in different projects of JP‐VAW on programme
budget reallocations and chart of accounts coding, accounting, policy interpretation,
application of financial regulations and rules and other financial matters.
• Provide training to JPMO on application of financial policy, Atlas use etc. Training
may be held through a variety of mediums.
• Develop an expert understanding of UNFPA regulations, rules, policies and
procedures and Atlas in order to be able to provide integral monitoring, advice and
support to JPMO. Prepare draft accounting instructions for review of supervisor.
B. Monitoring and Analysis of accounts
• Analyze and monitor OFA balance and Expenditure (Certificates of Expenditure
(COE)/FACE information) regularly for reasonableness. Contact projects to rectify
errors where observed with a view to ensure regulations, rules, policies and
procedures are adhered to. Monitor expenditure levels at regular intervals and
balance sheet account balances to ensure validity and accuracy (done via review of
Dashboard, Accountability Checklist, and other indicators and tools including Ageing,
Project Monitoring Reports and recommend proper coding of items and clearance of
invalid items by coordinating with COs.
• Ensure accuracy, coding and prompt settlement by projects in quarterly advances.
• Review accounting transactions to ensure compliance with policies and procedures.

C. Administrative Support
• Adapts processes and procedures, anticipates and manages operational
requirements of programme/project inputs under national execution in terms of
personnel, sub‐contracts, equipment and other programme and project related
events to facilitate programme/project delivery.
• Prepares and monitors the administrative budget and ensures financial transactions
are in accordance with UNFPA financial rules and procedures. Proposes procedures
to improve internal controls and efficiency and responds to audit issues.
• Reviews and prepares material for common system activities relating to common
services and premises, cost recovery, security etc and represents UNFPA in related to
inter‐agency meetings and working groups in the absence of supervisor.

• Oversee Finance and Admin Associate of JPMO regarding Inventory management,
Vehicle management and store management.
• Liaises with personnel and administrative sections of other UN agencies for inter‐
agency coordination.
D. Assist in accountability obligations
• Monitor financial information integrity and completeness via the dashboard and
ensure the following are performed to allow for monthly closures:
- vouchers are posted,
- charges to incorrect accounts are corrected,
- Purchase orders and requisitions are not excessively aged,
- petty cash is properly processed,
- staff advances are properly accounted for and collected upon, and
programme budgets are not over allocated
E. Assistance in monthly, quarterly, year end closure process
• Assistance with monthly, quarterly, year end closure process and prepare financial
analysis, schedules and statements as requested including other statutory reports
and prepare financial analysis as requested.
F. General
• Promote continuous improvement and harmonization of business processes.
• Financial forecasting of expenditure amounts for local UNDP.
• Complete mandatory courses at UNFPA (e.g. Ethics etc) and courses having a direct
impact on day‐to‐day work (e.g. IPSAS). Encourage taking other courses for
continuing professional development.
• Perform activities that may be assigned from time to time to ensure the success of
the working team.
Job Requirements
A. Academic requirements:
Masters’ degree in business administration, finance, accounting or related field.
B. Experience:
5 ‐7 years of relevant experience in the public or private sector.
C. Languages:
Fluency in oral and written English.
D. Computer skills:
Proficiency in current office software applications. Exposure to ATLAS software
would be taken as added advantage
