in general terms; and
the government to pay a contractor a
fixed dollar amount.
"Level-of-Effort"
Contracts
Level-of-effort contract is suitable for
investigation or study in a specific
research and development area. Its
purpose is usually to report results
achieved through application of the
required level of effort. However,
payment is based on the effort expended

PLUS DIRECT NON-SALARY EXPENSE
Frequently used method
Based mainly on Direct Salaries
Important: set the time period to be guaranteed
Important factors:
Salary Cost - salary + benefits
Multiplier - Overhead + contingencies
Direct Non-Salary Expenses - Living, traveling, communications, equipment,
supplies, health, and safety
Overhead - Taxes, insurances, business developments, loss of productive time,
and costs of acquiring equipments not as direct costs.
Accounting records - records of all factors considered.
Similar to the salary cost times
multiplier in that it includes all direct
personnel expense, overhead, and
profit.

Direct expenses are reimbursed.

Useable for undefined scope.

Legal and Admin
Costs
Audits, Costs of issuing bonds, property taxes, interest for
borrowed money during construction.

Anything outside the knowledge of the CE.

Contingencies
These are intangible costs

20% or more should always be added as a

contingency for the study and report phase.

10% for the final design phase.

5% for the end of the construction estimation.
