Introduction
Funding from the Investing in
Canada Infrastructure Program
(ICIP) has been obtained by the
County to fund three projects:
1. County Road 14 (Yankee
Line) Rehabilitation
2. James A. Gifford Causeway
Rehabilitation
3. Chemong Bridge
Rehabilitation

James A. Gifford Causeway
•The first 4 phases of the Schedule C EA were completed for the James A. Gifford Causeway
rehabilitation in 2013

•An advance surcharge contract to place rock fill for the widened embankment was completed
and is separate from the 2021-2023 ICIP works

•Proposed design will include:


• Street lighting
• Opportunities for active transportation
• Surface water drainage improvements
• New road platform
• Rotary Park improvements
• Review extension/provision of utility conduits

North Shore Rehabilitation
•North shore gabion baskets are in poor condition and at the end of their
service life (40 years old)

•Recommend to delay causeway rehabilitation until north shore can be


restored to minimize deterioration of pavement and for staging works as
part of the rehabilitation

•Winter contract to limit in-water works

Coastal Engineering 101

• As wave reaches shore, wavelength shortens and amplitude increases

• Force on lake bed/shore increases as waves hit shore

• Large force at the top of the slope

• Moves small particles down the slope face

Preliminary Recommendations
1. Remove complete extent of gabion baskets along the north side of the causeway
(maintenance item as gabion baskets are at the end of their service life)
2. Offset the centreline of the causeway away from the north shore
3. Remove baskets and replace with larger rock fill to resist wave action
4. Review use of armour stone at east end where alignment is closer to the bridge
5. Recommendation to complete this work in advance of the pavement resurfacing
6. Recommendation to complete this work in the winter to limit work outside of water (reduced
DFO requirements restrictions and reduce environmental impact – no wave action)
7. Recommend direct award by council with time-and-material contract to Drain Brothers
Excavating Ltd. to complete restoration of north shore (similar to Chemong Bridge
embankment repairs and 2018 wind storm damage repairs)

Scope Risk of North Shore Repairs
•DFO may determine this to be in-water works and require authorization or permit - TBD

•DFO and/or Curve Lake First Nation may require additional consultation -TBD

•Range of cost risk:


• Moderate if DFO accepts this as maintenance and out-of-water work (similar to emergency
restoration completed previously)
• High if DFO determines this as “in-water work” requiring the same magnitude of construction
measures and monitoring as the south bank
• Additional Indigenous Peoples consultation is expected including environmental monitoring

Projected Costs
•ICIP Grant Value: $9,585,000 total

•Original Project Budget Estimate: $9,885,000 (excl HST)

•Current Estimate (excluding HST) low range: $10 M; high range: $12 M
• The Project is generally on budget (including additional works for bridge scour repairs, and Ward
Street and Robinson Road underground intersections improvements)
• Based on funding Robinson Road intersection scoped to only complete subsurface electrical plant
(future signal works)
• Uncertainty in DFO requirements and inflation may increase the estimated cost

• North shore repair approach (100% armour stone): higher cost /reduced width
• North shore repair approach (100% rock infill) approach: reduced cost/ wider width
• Baseline estimate based on 90% rock fill/ 10% armour stone
• Scope Change No. 7 (potential DFO and Indigenous Peoples consultation)
• Total: TBD
