HSE PLAN

1. OBJECT :

This HSE plan is specific to the interventions planned as part of the project “Purified Phosphoric Acid SX
Plant Project in Ain Sokhna, Suez region, Egypt"

2. Objective:
This document outlines the Health, Safety and Environmental (HSE) system within which the Project will
operate.
The document is intended to define the overall framework and objectives for HSE Management throughout
the installation and reparation all phases of project activities, and furthermore define the measures and
activities considered necessary to achieve the desired results.
The work shall perform in compliance with the DBI Policies, Systems, Procedures and Guidelines. All the
employees shall be authorized to stop work if it deemed unsafe.
 Identifying the hazards involved in the work or services and implementing the necessary controls
to eliminate or mitigate hazards
 complying with the HSE Regulations
 Preventing damage to the environment during execution phase

3. COMMUNICATION :
All HSE requirements, topics and performance are communicated and explained to stakeholders using the
following means:
Site Entry Training: All personnel visiting the site for the first time must complete a site introduction
program.
HSE committee meetings: A meeting is held each month by the OHS and Environment committee to deal
with the various HSE topics and the necessary measures that GCER must recommend to control all OHS risks
and the significant environmental impacts generated by its operations.
GCER Intranet: All HSE procedures, instructions and plans can be consulted by all our employees via the
intranet.
HSE inspections: Daily inspections are carried out on the site by the QHSE department to check the
application of HSE rules.

4. Description of the context in which the construction site area is located


These works will be carried out in Egypt – Sokhna factory
Location: Ain Sokhna - Egypt
The site is inside a big factory with several plants

5. General Description of activities


Referring to the method statement document that details the procedure to be carried out during:
- The installation of 74 x new VFS X HYBRID DOA UNITS;
- The modification of 34 x TANK UNITS including both new installation and reparation activities;
- Assembly joints Dismantling and lamination for dispersion piping, Launder piping, connection between DOP
Tank and Spirok Tank;
- The reparation of 2 x 34820.T.8 CONCENTRATOR FEED TANK;
- The reparation of 2 x 36820.V.6 LOADED ORGANIC TANK;
- The reparation of 4 x 34820.V.7/34820.V.3 AFTER SETTLER (Raffinate and Stripping);
Including preparation, dismantling, reparation and installation WORKS.
The following work activities sequence should be followed:

SECTION 4: First aid measures

SECTION 7: Handling and storage

7.1 Precautions for safe handling


Advice on safe handling : Open drum carefully as content may be under pressure.
Avoid formation of aerosol.
Provide sufficient air exchange and/or exhaust in work rooms.
Do not breathe vapours/dust.
Do not smoke.
Container hazardous when empty.
Take precautionary measures against static discharges.
Avoid exposure - obtain special instructions before use.
Avoid contact with skin and eyes.
Smoking, eating and drinking should be prohibited in the
application area.
For personal protection see section 8.
Dispose of rinse water in accordance with local and national
regulations.
Secondary operations, such as grinding and sanding, may
produce dust.
Maintain good housekeeping. Do not permit dust layers to
accumulate, for example, on floors, ledges, and equipment, in
order to avoid any potential for dust explosion hazards.

Advice on protection against : Take necessary action to avoid static electricity discharge
fire and explosion (which might cause ignition of organic vapours). No sparking
tools should be used. Keep away from open flames, hot
surfaces and sources of ignition. Use only explosion-proof
equipment.

Hygiene measures : Wash hands before breaks and at the end of workday. When
using do not eat or drink. When using do not smoke.

7.2 Conditions for safe storage, including any incompatibilities


Requirements for storage : Keep container tightly closed in a dry and well-ventilated
areas and containers place. Containers which are opened must be carefully
resealed and kept upright to prevent leakage. Observe label
precautions. No smoking.

8.2 Exposure controls

Engineering measures

Remarks : The exact break through time can be obtained from the

EN 374 derived from it.
