E. OTHER FINDINGS AND OBSERVATIONS


The following information was noted during onsite monitoring of EMB-MRF Funded
located at Barangay Luna Candol, Gubat, Sorsogon.
 Upon coordination with Ms. Lea Santos and Ms. Rose Lyn Fajardo, it was
disclosed that the EMB Funded MRF is operational and currently only receives
biodegradable wastes generated by stalls at the Gubat Public Market and nearby
barangay.
 Aside from Ms. Lea, MAO of LGU Gubat a co-partnership at EMB-MRF Funded
and assigned personnel Mr. Roy E. Las Pinas also stated that the operation is
still ongoing.
 The assigned personnel from MAO collects withered and littered plants and/or
leaves inside the compound where the EMB MRF funded is located and stores it.
 Mr. Roy E. Las Pinas mentioned the machines are temporarily not operational as
of July 2022 due to a busted/damaged junction box at the MRF, in a result the
facility has no current electrical connection.
 In addition, Mr. Las Pinas stated that they’ve requested at LGU Gubat to replace
the junction box and waiting for the release.
 Proper housing keeping observed around the facility.

G. REMARKS AND RECOMMENDATIONS

The Barangay Local Government Unit of Luna Candol, Gubat, Sorsogon has partially
complied with the major provisions of RA 9003 specifically Rule XI of its IRR in the
operation of the Materials Recovery Facility. Furthermore, it is recommended that the
following actions be undertaken by the Barangay Local Government Unit:

 The LGU must maintain to keep records of daily weights or volume of wastes
received, processed, and removed from the Materials Recovery Facility (MRF).
Records of wastes received and stored at the MRF at all costs be secured and
maintained for future reference and evidence of compliance with the barangay.
 Provide a separate logbook for other matters such as special occurrences, fire,
unauthorized loads, injury, and property damage to keep track of the activities or
events occurring at the MRF.
 Strictly prohibit littering, dumping, and open burning of any type of waste in the
barangay, especially in public places.
 Strictly maintain the implementation of the municipal and barangay ordinances
regarding Solid Waste Management, segregation-at-source, and segregated
collection and apprehending SWM violators.
 Conduct an IEC campaign in the barangay promoting and practicing household
composting, recycling, and other waste diversion method; and
 Provide training to the personnel in charge of the MRF to enhance their knowledge
and skills in managing the area.

Moreover, the aforesaid MRF should only serve as temporary storage for the
recyclables, special & residual wastes, and should not be used as a final disposal site of
wastes of any kind with the exemption of biodegradable wastes.
