    RESOLUTION NO. 8 - S - 2021A Resolution on ATTY. ARTURO SAMOY BERNARDINO as
    the ELECTEDBARANGAY HUMAN RIGHTS ACTION OFFICER (BHRAO)of BARANGAY
    MOLINO II, CITY of BACOOR, CAVITE in compliance toJoint Memorandum Circular of
    DILG and CHR No. 1. S. 2014WHEREAS,
     it is the policy of the State to promote and protect the dignity of
    e v e r y person and guarantee full respect of his human rights;
    WHEREAS
    , in pursuance to the above mandate, the Commission on Human Rights(CHR)
    designed the Barangay Human Rights Action Center (BHRAC) Program, whichaims to empower
    the ordinary citizens to take the lead in the promotion and protectionof human rights at the barangay
    level;
    WHEREAS,
     the Department of the Interior and Local Government (DILG), as one of CHR’s
    partners, in the implementation of the BHRAC program, has issued MC 2006-45enjoining the
    Punong Barangays to conduct the Barangay Assembly Day on October 21,2006 highlighting election of the
    Barangay Human Rights Action Officer;
    WHEREAS,
     the qualifications of BHRAO are the following:1 . N o t l e s s t h a n 2 1 y e a r s o l d ; 2.Must be a
    person of probity and integrity;3.Must not be an elective/ appointive official of
    the government;4.At least a high school graduate;5.Once elected, he/she must not engage
    in partisan political activities;6.Committed to the cause of human rights; and7.Willing to
    undergo BHRAO training;
    WHEREAS

    , the term of office of the elected BHRAO shall have a term of five (5) whitout re-election.

    WHEREAS
    , removal of the BHRAO from office adheres to the following grounds:1 . V i o l a t i o n   o f H u m a n
    R i g h t s 2 . L o s s   o f C o n f i d e n c e 3.Non- performance of functions
    WHEREAS,
      f o r   t h e   P o s t   E l e c t i o n   A c t i v i t y ,   t h e   C o m m i s s i o n   o n   H u m a n   R i g h t s ,   i n collabor
    ation with DILG Field Officers, will con duct orientation training for the BHRAOin accordance with
    the schedule set by CHR; and all Local Chief Executives of the localgovernment units at all levels are
    encouraged to provide assistance in the conduct of the said orientation training.
    WHEREAS,
     after the BHRAO had undergone the required training, a resolution shall beissued by the Barangay/
    Municipal Council, formally conferring the BHRAO’s authorityas such and the Commission shall
    then issue a Deputation Certificate and a BHRAOIdentification Card;
    NOW, THEREFORE
    ,   o n   m o t i o n   o f   K a g a w a d   R I C O   J .   T A G L E ,   C h a i r p e r s o n   o n Com
    mittee on Rules and Amendments, seconded by all the present members of
    theSangguniang Barangay;
     RESOLVE, AS IT IS HEREBY RESOLVED
     that
      A T T Y .   A R T U R O   S A M O Y BERNARDINO is the ELECTED
     
    BARANGAY HUMAN RIGHTS ACTION OFFICER(BHRAO) of BARANGAY
    MOLINO II, CITY of BACOOR, CAVITE via viva voce
    onMARCH 21, 2021 during the conduct of BARANGAY ASSEMBLY DAY through
    zooma n d   F B l i v e   s t r e a m i n g a n d   w i t h i n t h e   f a c e - t o -
    f a c e   p r e s e n c e   o f   t h e   S a n g g u n i a n g Barangay and invited association officers;UNANIMOUSLY
