III. RATIONALE:

A. Background

SDO Cauayan City has been recognized nationwide just recently by the
Educational Technology Award Body because of its innovation in the delivery of
instruction to the learners with the use of technology, the PROJECT BERNARD
also known as Bringing Education through Radio, Non print and Automated
Resources to the Diverse Learners. The project is named after the City Mayor
Bernard Faustino La Madrid Dy who provided more than 100% support to the
Basic Education Learning Continuity Plan Implementation. The said project is
the mother initiative as an education strategy to address problem on
education during the pandemic period.

For almost three years now, it has been the major means of bringing education
with in person interaction. However, just like other projects and programs, they
should be tailored fit to the current demand of the clienteles.

SDO Cauayan City aims at increasing the literacy and numeracy rates of all the
Cauayeno learners regardless of learning stage they belong. The division top
management officials believe that reading and basic numeracy are the
predictors of success. When all learners are literate and numerate, all other
domains and skills including life skills shall become likely, hence the Project
CAESAR-JC is conceived towards normalcy.

B. Current SDO Situations

Schools Division Office of Cauayan City is catering to the educational needs of


79 public elementary and secondary schools and 25 private schools with a total
number of 40,000 learners and 1500 teaching and non- teaching school-based
personnel.
With the adaptive and strategic leadership of SDO top management headed by
the City Schools Division Superintendent Alfredo B. Gumaru Jr, Assistant
Schools Division Superintendent Adonis C. Ceperez, and CID Chief Ruby Maur,
a blue print of the major programs, projects and activities (PAPs) was made
available for effective and efficient implementation of this School Year BE-LCP,
aligning them to the current needs of schools and learners.

Supported by Republic Act 11249 known as Bayanihan to Heal as One Act, the
Office keeps on innovating ways to continue Deped Operations transitioning
from limited face to face to full blast face to face interaction in the normal
classroom.

Utilizing the different platforms during meetings, teaching and seminars has
been proven as efficient and cost effective to some aspects. These include,
zoom, google meet, hangs out meet, live streaming, Webinar through Facebook
live, teaching on the air, e-tutoring and the like. Now, here comes the hybrid
platforms. It is a mixture of face to face and remote learning with the power of
technology at the middle. One of the most significant literacy and numeracy
project implemented in the new normal is the Project CATCH Them Early
version 1,2 and 3.

The latest version of the CATCH prepared the Master Teacher -key players and
the 711 recipients for a limited face to face classes. This is a one on one
teaching and tutoring session likewise known in the field as Adopt-A-learner
reading project. It also include the 61 functionally-executed school reading
programs and the provision of 1:1 ratio of Marungko and Fuller Approach
Workbooks to the target learners.

As a result, there were only 304 learners left tagged as Non Readers from the 5
districts who will be subjected to the newest project of the year dubbed as
PROJECT CAESAR.

Though focused on literacy and numeracy, its activities cater all learning
domains and competencies of all school age children inclusively.

c. The Project CAESAR-JC

The project CAESAR- JC or Calibrated, Advanced and Enhanced Support to


Accelerate Reading Journey of Cauayeno learners is a support mechanism
project designed for every school and learning center to ensure complete and
quality learning by filling up identified learning gaps, catching up essential
learning lost and enriching the learning gains from the strategy instruction
Project BERNARD which was the major activity in the previous BE-LCP.

Generally, tt seeks to achieve the SDO Goal: Determined in Yielding 100%


Literacy Rate by 2025.

The project is conceived after analyzing the learning assessment result through
summative and formative assessment and observation. Part of the
recommendation is the need to fill up identified learning gaps in a specific
subject, grade level, class grouping, and even individual. It is also prescribed to
catch up the learning lost of a specific learner on his or her unique learning
pace and learning preferences. And finally, it is endorsed as a reinforcement
support to maximized the learning gains of the above average and privilege
learners.

Hence, aside from the regular classroom, there is a project CAESAR-JC


standing at our back as our belayer to provide the immediate needs both the
teachers and the learners as a remedial and enhancement strategy in
escalating the literacy and numeracy levels of all the learners

IV. TERMINAL OBJECTIVE

Every Cauayeno learner a reader or 100% reader by 2025. Incrementally, a


literacy rate increase by at least 10% annually from its baseline (current) 70%.

2. To catch up essential learning lost, and ( 76-89 gen average)

3. To enrich the learning gains from the previous projects implemented (90
gen and above gen average)
