Summary Description of Project

The ultimate goal of this project is to encourage the members to actively participate in sustainable Fish Production and
Marketing and improvement of their basic standard of living which, to date, is very low. For the people to actively participate in
Micro-Economic activities and the opportunity to earn a cash-income to sustain a living, support is paramount.

This project will Improve the standard of living, and this will be achieved through marketing of their fish. This will also ensure
that our people are involved in sustainable Micro-Economic development at this level. Supporting this Village based
commercial entity will have the people motivated resulting in increased production.

This project will also ensure untapped resources such as sea is utilized for the benefit of the PNG Economy as a whole.

Estimated Time for Project Completion.

The Estimated time it take to complete the project will be (1) Year & (12) months. Below is the Estimated Project Cost and

1. Development Objective
The overall objective of the project is to alleviate poverty and improve the
peoples' standard of living. The project is in line with District, Provincial and
National Development Priorities as it will assist the rural communities to actively
participate/utilize their resources for a better standard of living. It is also in line
with the Government’s “Green Revolution Policy”, and the current “National
Agriculture Development Plan”, (NADP).

2. Project Description

The project was identified by Department of Madang officers based at the Madang Urban District Headquarters, with input
from village councilors and officers from the Fishing Industry-National Fisheries Authority (NFA). This identification came
about when community representatives with the support of the people took the initiative in forming the Marama Women’s
Fishing Group to seek assistance. The idea is to channel assistance through the Association for the people to be able to
market their enormous amount of Fish that had been harvested away by international fishing companies such as R.D.Tuna
Canners Pty. Ltd. over the years, due to lack of proper fishing equipment and transportation difficulties.

2.2 Problems that the project aims to address.

The project aims to address difficulties faced in transportation and marketing of fish and the lack of other economic activities in
the area as a result. The non-marketability of fish and transportation difficulties have resulted in poverty in the communities. It
is hoped that poverty will be alleviated and standard of living in the communities improved through this project.

The Marama Women’s Fishing Group has been formed to address this problem. It has initiated a pioneer project
in setting up a bottom fishing farm 20km out to sea from the mainland coast of Bogia for herding school of fish
which no fisherman is allowed to enter. Further, groups of 132 clan members from neighboring villages have
come together in unity to give support for labour for development purposes. In the long term, the Group will
become a self-sustaining commercial entity that will stand to serve the interest of the communities.

Project Formulation

The methods outlined here seek to address the problem and how it will achieve its objective. The following Output simply
means as part of the project, the results or benefits and outcomes from the project. Those will be implemented, including the
costs & activities that are involved & used during the overall project initiation. The Inputs simply means materials and other
logistics support needed during the project at start and finish. The returns from the project after completion and fully
operational.

2.4.1 Objectives
To create an income earning opportunity for communities in Bogia District.
2.4.2 Output 1
1 x Fish Farm to be established at sea within Numbia Village, and four other strategically located villages (Yassa, Zogari,
Madauri and Budua).

 Survey of fishing zones, – already done by NFA officers from Madang Town.
 Survey and stock take of number of Fishing Equipment (logististics in LLG/Villages, - already done by NFA officers

3. Project Benefits
The immediate beneficiaries of the project will be the men, women, youth and other community based organizations such
as the churches in the Bogia District. These groups will benefit immensely by selling their fish to the project for a cash
income, the opportunity that does not exist at the present time. The ensuing outcomes will be that they will be able to
participate in the local economy that will provide regular cash income. This will promote a better and healthier life style
giving rise to an improvement in the standard of living.

4. Technical Aspects

There were no other alternatives considered to achieve the objectives. The approach suggested here is the best
way to achieving the problems associated with marketing and transportation of Fish within the Marama Women’s
Fishing Group, member villages and the District as a whole.

5. Project Sustainability

It is a sustainable development plan taking the initiative towards maintain the Government’s “Green Revolution Policy”, and
the current “National Agriculture Development Plan”, (NADP). Sourcing of efficient financial returns, empowering individual
and groups from various origins and bringing into effect social and economic benefits.
5.1 Risks to the project & How the risks be overcome or managed.

5.2 How the recurrent costs such as staff costs or maintenance and repair costs be met, both during and after the
project.
The project is a self-sustaining commercial entity and all recurrent costs will be met by the project from the
income generated from marketing of fish. There will be no problem after the project becomes self-financing after a
year one onwards.

5.3 The Originating Organization or local community contribution to the project.

The originating organization, (Marama Women’s Group) will hire a Management and Accounting consultant
(Peter Rupunae) who will provide Management and Accounting training to Administrative staff and fishers. The
consultant will also work in close consultation with other stakeholders such as the National Fisheries Authority.
Mr. Rupunae has been involved with local farmers for 3 years now and has experience in Project Management.

The local communities' contribution will be free labor in the implementation process.

5.4 Land Ownership Issues

The project is based on customary land or SEA and the fisherwomen are the land/SEA owners themselves. There
are no land issues at this point in time and there is unlikely to be one in the foreseeable future.

5.5 The Owner and/or responsible people for any infrastructure, equipment and materials that come out of the
project.

The Marama Women’s Fishing Group will be responsible for any infrastructure, equipment and materials that come out of the
project.

6. Cross-cutting Issues

The project will have neutral impact on the environment, as it is environment friendly that is aimed at encouraging
fishermen/women in expanding and increasing cultivation of their sea or rather fish. It will cause no problems with Land/SEA
use and preservation of the natural environment.

6.2 Gender, Minority groups or Ethnic & Religious Issues.

Women’s groups, youth groups and individual farmers, including church groups will benefit from the financial returns the
fishing group derives from its operations as they will become financial members and be part and parcel of this project.

6.3 Other potential impact on the spread of HIVIAIDS (e.g. people traveling to new areas; transportation access
being created or Provincial HIVIAIDS Co-ordinator)

Hiv/Aids awareness will be included in the projects training and awareness programs as the epidemic has the potential in
damaging the human resources and destabilizing the economy. Awareness will be carried out in the community’s
context/perspectives. This will be done in consultation with the Provincial Hiv/Aids Office. At first most of the
producers/fisherwomen/man will be the land owners themselves (youth groups, charges, women.)

7. Institutional Capacity of Implementing Agency

The project will be implemented by the Marma Women’s Fishing Group, with support from the Management/Accounting
Consultant (Peter Rupunae). Assistance will also be provided by the NFA officers. The officers of these two organization are
aware of this project and will be available to assist. It is envisaged that other Fishermen/women will be given similar assistance
after this is successfully implemented and becomes a model project.

The Management/Accounting Consultant is a University of Technology Degree qualified Accountant and has been involved
with rural farmers for over 3 years now. He has 3 years of Management/Accounting experience having worked for various
companies in PNG for over 6 years.

Officers from the National Fisheries Authority-Madang, including the DAL officers from both the Provincial and District offices
will ably support him.
