Bipartisan Opportunities:

Audit of CCSD (I would also add Washoe)

In a report by KOLO, Sep. 19. 2022:

Nevada Assembly Democrats have submitted a bill calling for a legislative audit of the Clark
County School District.

The audit would be for consideration during the 2023 legislative session, and comes following
2019 legislation updating Nevada’s decades old funding formula.

In a statement, the assembly said the audit was being called to ensure efficacy and
transparency in school district funding.

“Financial transparency and accountability is key to ensuring confidence in CCSD. I requested


this bill because my constituents routinely ask me about this issue. This request for a legislative
audit will allow the Legislature to more proactively engage with CCSD to fully answer these
questions to the satisfaction of parents, students, teachers, and staff impacted by these
decisions. We look forward to working collaboratively with CCSD leadership on the audit,” said
Assemblywoman Maggie Carlton, Chair of the Assembly Committee on Ways & Means.

The unassigned ending fund balance (reserves) of CCSD increased from $6.4 million as of June
30, 2017, to $113.4 million as of June 30, 2022, resulting in better financial stability and better
bond ratings. Despite Nevada’s lowest in the nation education funding status, CCSD
educators, support staff, and administrators produce better student academic outcomes with
the money we receive.”

NOTE:

Nevada Schools are last in the nation as per pupil funding has increased by 25 percent.

CCSD eliminated grading and implemented pass/fail.

CCSD also implemented ESL and testing scores and outcomes have plummeted.

Teachers union (CCEA) has demanded $200 million and will lobby this session. That money is
coming from the CARES ACT and is one-time funding that will not be available for their future
needs unless taxes are raised.
Union is currently looking to raise NV sales tax to highest in nation, but withdrew their ballot
initiative in 2022. Sup. Jara hiked administrative salaries by more than $400K last year.

AUDIT CEA Health Trust Fund:

Union runs health insurance trust for teachers and received $50 M of tax payer money as a
bailout. No one can explain or has been forced to explain the shortfall.

As reported by Channel 8, Sept. 24, 2021:

The Clark County School District issued a statement early Friday following a late night school
board meeting where numerous teachers expressed concerns about their health care coverage
and unpaid medical bills.

“Despite the presentation to the Board, the CCEA failed to adequately explain the $42 million
THT deficit, or satisfactorily and accurately answer questions about the solvency of the THT,”
said the statement which was released shortly after midnight.

THT Health, the non-profit insurance which covers thousands of district teachers and their
families, is having money problems. THT Health is overseen by CCEA, the teachers’ union.
Executive Director John Vellardita, said the trust has not been adequately funded by the school
district for years and needs an increase in contributions to avoid more an increasing deficit.

The district’s statement said the burden shouldn’t fall on employees.


As of 2019, according to PEW, NV has a high 8.6 percent unfunded pension liability as a share

of personal income CA has 7.3%. So. as Sisolak’s budget proposes additional double-digit
raises for state employees, Lombardo must reject these raises through consideration of the
debt, recent raises, and the recession.

Opposition Research of Nevada NGO’s and organizers

she is encouraging families and persons, who are undocumented, to register/vote, and they
did.

Headquarters are next to the Nevada Democrats in Reno across from the airport and they have
an immigration office in Reno. Heavily involved in lobbying and legislation. I am blocked from
viewing their tweets. They were instrumental in the census and spent over $1M on lobbying in
2016 according to their 990. At the time, Yvanna Cancela was President. I cannot find a recent
990 since 2018.

message on politics, talking to voters about the importance of governance and the need to
make their opinions heard rather than urging support of one candidate over another. We

participate in our elections.
 
In 2012, we registered over 7,000 voters, mainly high school and college students and low
income families. We reached out to over 40,000 young voters by phone and increased early
vote turnout by 10 percentage points among the 5000 people we talked to during that time
period. PLAN is committed to year-round voter registration and GOTV efforts that lift up
marginalized communities, and will also pursue policies to improve and expand voter
registration opportunities for all eligible voters.

workshop, we train people to see issues and experiences through a racial justice lens.
Additionally, we put together trainings on timely topics and have sent activists to numerous
other trainings in order to develop a talented corps of community leaders in our state.

represented and filed by Marc Elias. Former Union organizer. Married to Rudy Zamora, Director
of CHISPA NV, and environmental justice organization.

Emily will be present at many meetings in Carson City and will be instrumental in the drafting of
bills and legislation.
Battle Born Progress:

501-c4. Exec. Director, Annette Magnus. Registered lobbyist. Will be near Emily Zamora as
they lobby on similar issues and she is a very vocal, very in-your-face personality. Not opposed
to wearing costumes.

Heavily involved in census and fighting “right-wing” misinformation with rapid response.

Per Influence Watch:

The center also provides scoring for Nevada legislators based on their voting records. In 2019,
BBP gave perfect scores to nearly half of the Nevada Legislature for supporting progressive
approaches to gun control, education, voting rights, and other agenda. Each legislator given a
perfect score was a Democrat.[1]

BBP was lauded by Nevada Democratic senator, Catherine Cortez Masto, for their advocacy in
progressive matters. [2] BBP has publicly expressed their position on defunding the police and
critical race theory. In 2020, the organization tweeted that “Police officers in schools helps
foster the school-to-prison pipeline,” and advocated for cutting police spending to save money.
[3] BBP has also been an outspoken supporter of Critical Race Theory (CRT) being taught in
public schools, and in July 2020 BBP executive director Annette Magnus reportedly stated that
Nevada schools “should be teaching” Critical Race Theory. [4]
In 2021. BBP released its annual score card for Nevada lawmakers. All legislators who scored
100 were Democratic, and the highest score a Republican legislator received was a 54.
