EXECUTIVE ORDER NO.

07 - 2017

DESIGNATION OF YOUTH DEVELOPMENT OFFICER IN THE MUNICIPALITY OF SANTA RITA,


PAMPANGA

WHEREAS, Republic Act 10742, otherwise known as the Sangguniang Kabataan( SK )Reform Act
of 2015 and its Implementing Rules and Regulation, provides for the creation of a Youth
Development Office in every province, city and municipality;

WHEREAS, DILG Memorandum Circular No. 2017-36 dated February 24, 2017 Mandates all
Provincial Governors, City and Municipality Mayors to create their respective Local Youth
Development Office (LYDO) within areas of jurisdiction;

WHEREAS, with the limitations on personnel services, a Youth Development Officer shall be
designated in order to serve the purpose and shall be under the Office of the Social Welfare;

NOW THEREFORE I, ENGR. FERDINAND L. SALALILA, Local Chief Executive of the Municipality
of Santa Rita, by the power vested in me by law, do hereby designate, PEDERICO Y. SINGIAN
Child Development Worker as YOUTH DEVELOPMENT OFFICER of the Municipality of Santa
Rita.

SECTION 1. FUNCTIONS

In accordance with Section 24 (d) of Republic Act 10742, the Youth Development Officer shall:

1. Register and verify youth and youth-serving organizations (Subject to the revitalized
Youth Organizations’ registration Program (YORP) guidelines);

2. Provide technical assistance to the Local Youth Development Council in the formulation
of Local Youth Development Plan;

3. Facilitate the election of the LYDC representatives;

4. Serve as secretariat to the LYDC;


5. Conduct mandatory and continuing training of SK officials and LYDC members, in
accordance with the programs jointly designed and implemented by the National Youth
Council (NYC) and DILG;

6. Provide technical, logistical and other support in the conduct of the mandatory and
continuing training programs, and such other programs of NYC and DILG;

7. Coordinate with the Commission, with regard to the youth programs within their
jurisdiction;

8. Perform such other functions as may be prescribed by law, ordinance, or as the LCE, the
DILG or the NYC may require.

SECTION 2. EFFECTIVITY

This Executive Order shall take effect immediately.
