Part I. Introduction
The insurgency in the Philippines already existed before the creation of the
National Task Force to End Local Communist Armed Conflict. In fact, the insurgency in
the country has been present for more than fifty years. Former presidents tried to ensure
the protection of the people and their bill of rights through peace talks, some of which
came to fruition, but still, the elusive peace is so hard to attain.
Summary
This EO seeks to enlighten the youth and the indigenous people who often fall prey
to the deceitful ways of the leftist. The problems currently faced by the government point
at insurgencies as the root cause. We cannot pursue economic development without
peace nor pursue peace without economic growth.
Reaction
The destruction and chaos caused by the terrorist groups undeniably bring more
hardships to our struggling economy. Many investors are hesitant to invest in our country,
for they were harassed and threatened by the insurgents.
Oftentimes, the victims of misinformation and misconception are the youths and
the indigenous people in far-flung areas who fall prey to the convincing doctrines of the
communists. These unscrupulous leftists played on the sentiments of the victims earning
their trust in the process and urging them to unite with them for the so-called common
good and equal justice. Some were killed for refusing to join in their cause.
In response, the government tried to counter the rebels' deceitful tactics through
the creation of a national task force to end local communist armed conflict hence,
Executive order no. 70, institutionalizing the whole-of-nation approach to attaining
inclusive and sustainable peace, creating a national task force to end local communist
armed conflict, and directing the adoption of a national peace framework was formulated.
With this approach, the government was able to address the issue at the grass-
root level and managed to convert some rebels back to the government while preventing
others from joining the other side through the collaborative efforts of all the agencies
involved,
Insurgency is a national crisis. It affects all walks of life. The programs in the EO
must be inclusive of all, especially the youths and the underprivileged to bring awareness
to them and gain their support to fight insurgencies.
The government needs all the help it can get to win this battle. Our economy is
suffering because it is impossible to have peace and order without socio-economic
development nor have socio-economic development without peace and order. These two
go hand and hand. Each one is unattainable without the other.
Application
The success of this program can be seen in the number of returnees and the
declining numbers of communists. However, to attract more considerable public attention,
the programs must be adopted and supported by the next administration. All agencies
involved must continue to strive harder to gain the trust and confidence of the people,
especially the youths, the underprivileged, and the indigenous people. The continuity of
the program is vital in attaining sustainable peace and socio-economic development.
The convergence of different agencies to form a National Task Force to End Local
Communist Armed Conflict under EO 70, Institutionalizing the whole-of-nation approach
to attaining inclusive and sustainable peace, creating a national task force to end local
communist armed conflict, and directing the adoption of a national peace framework is
the government's response to counter the deceitful ways of the communists in recruiting
and influencing gullible victims and to bring awareness to the people, especially the
youths and the indigenous people in far-flung areas.
The collaborative efforts of all the agencies involved are vital to the continuity of
the program. They must be vigilant in ensuring that the number of returnees continues to
rise and the number of recruits on the other side continues to dwindle until fully quenched.
