1.0 Purpose

The purpose of the Safe Work Instruction is to detail measure on the requirement and
responsibilities for any work activities during the hours of darkness in areas where the general
illumination/lighting is inadequate. It is also to reduce the safety and health risks associated to the
night work activities.

2.0 Scope

The scope of this instruction applies for the whole Gagasan Maya’s project site.

3.0 Definitions

 Hazard
 Is a situation that can cause harm or has potential to harm a person, the environment or
damage property.

 Risk
 Relative exposure to danger – expose (someone or something valued) to danger, harm, or
loss.

4.0 Responsibilities

4.1 Project Manager / Construction Manager


 The Project Manager / Construction Manager shall ensure full compliance of this
Safe Work Instruction and its requirement along with other legal and statutory
requirement.

4.2 Site Engineer


 The Site Engineer shall ensure the compliance of the safety and health requirement
before any commencement of work.
 The Site Engineer shall ensure all permit to work is properly filled and approved
before any commencement of work.
 The Site Engineer shall ensure that the assessment of the hazards and its control
measure has been implemented before any commencement of work.

4.3 Site Superintendent / Site Supervisor


 The Site Superintendent / Site Supervisor shall conduct Pre-Task Talk before any
commencement of work by brief all the workers on the hazards, risks and the
control measures on the related activities and ensure it is properly recorded.
 The Site Superintendent / Site Supervisor shall ensure the compliance of the safety
and health requirement before any commencement of work
.
4.4 Site Safety Supervisor
 The Site Safety Supervisor to ensure that the provision of the safety and health
requirement is complied with and shall inspect and rectifying any unsafe practice
or condition at site.
 To report any incident or issues happened on site to Safety and Health Officer.
 To ensure that all workers is complying with the PPE requirement on site.

4.5 Employees / Operators


 Employees / Operators shall cooperate with the site superintendent / site supervisor
to ensure compliance and shall not interfere or misuse the safety measure that had
been place on site.
 To use the PPE provided along the activities period.

5.0 Procedure

5.1 General Aspects


 The following general aspects of area lighting should be followed:
 All points of entry, exit, pathways, and muster points shall be clearly
illuminated and marked.
 Ladder access and egress shall be clearly illuminated.
 Lights shall be located to avoid glare and spaced to provide adequate
illumination for the areas covered.
 Lighting should be provided in confined spaces and back-up lighting shall be
provided in case of power failure.
 Portable generators must meet requirements of the equipment instruction.
 Lighting poles shall be earthed and the electrical supply circuit will be fitted with
residual current devices.
 Cables supporting temporary lighting shall be routed to ensure they do not present
a tripping hazard.
 All lighting fixtures shall be installed in a secure manner to prevent accidental
movement or falling.
 Temporary electrical installations shall meet all legal requirements.
 Bulbs attached to lighting strings and extension cords shall be protected by lamp
guards.
 Broken or defective bulbs shall be promptly replaced.
 All lights used for illumination shall be protected from accidental contact or
breakage.

 All metal-case lighting sockets shall be earthed.


 Lighting should be mounted on poles or towers and spaced for optimal light
distribution.
 Bulbs shall be protected from breakage as designed by the manufacturer or as
required by regulating agencies.
 Lighting fixtures shall be positioned to prevent employees from coming into contact
with the fixtures during work operations.
 Lighting supply cords and cables shall be installed and maintained in a manner
consistent with good electrical wiring practices.

5.2 Area Lighting


 The objectives of area lighting should be to produce an overall level of illumination
sufficient for personnel and equipment to move around and complete work
activities safely.
 Parking lots and non-production areas will require lighting based on volume of use
and security concerns.
 When setting up lighting, consideration will be given to the layout to ensure that all
areas receive light from at least two directions to prevent shadows.

5.3 Work Vehicle and Mobile Equipment


 All night work vehicles, mobile equipment, backhoes, trenching machines, etc. are
required to have two working headlights and taillights, Vehicles without
appropriate lighting will not be permitted to work.
 All night work vehicles are required to have at least a single reversing light.

5.4 Traffic Controlling


 Flagmen stations shall be illuminated and clearly visible from 300m.
 Flagmen will be equipped with illuminated batons for signaling the vehicle during
night work.
 All traffic signs must be retro reflective for night work.
