3. Are halon cylinder foundations rusted and deteriorated? Ref (a) 60M-3
4. Are the halon cylinders and discharge heads free from Ref (a) 60M-3
damage, welds, bulges, dents, cracks, cuts, corrosion?
- No pits or cuts deeper than 1/16 inch?
5. Do the spare halon cylinders have the large shipping Ref (a) S-4
caps installed and the 1 ½ inch anti-recoil caps installed?
6. Is there a tare weight stamped on the cylinder dome? Ref (a) R-1
7. Are cylinder pressures IAW PMS (based on temperature Ref (a) M-1R
of space) and results recorded in a notebook or
equivalent?
8. Is the halon cylinder gross weight, halon charge net Ref (a) R-1
weight and the date weighed recorded on the back of the
cylinder record tag?
- Does the cylinder serial number match the serial number
on the front of the cylinder record tag?
9. Are the halon cylinder shipping caps properly stowed? Ref (c)
10. Are the halon cylinder valve actuators the same Ref (a) R-1
manufacture? (ANSUL with ANSUL) & (KIDDIE with
KIDDIE).
11. Do the halon cylinders have a large white stripe over a Ref (a) R-1
gray stripe near the top of the cylinder? Ref (b)
a. Is the agent name “bromotriflouromethane” painted Ref (a) R-1
vertically on the cylinder? Ref (b)
12. Is there a calibrated weight scale onboard to weigh the Ref (a) R-1
Halon cylinders and is it in good condition?

3. Is there a cylinder record card attached to each cylinder, Ref (a) M-1R,
listing gross weight, net weight and date weighed? S-3
- 5 lb CO2 cylinder PMS within periodicity?
- 5 lb CO2 cylinder hydrostatic test within periodicity (5 yrs
if cylinder required refilling, 12 years if cylinder is full)?
4. Are the CO2 actuating cylinders installed in proper Ref (a) S-3
mounting brackets?
5. Are the mounting brackets correctly installed? Ref (a) S-3
6. Are the mounting brackets loose/deteriorated? Ref (a) S-3
7. Are there sufficient mounting brackets for spare 5 lb Ref (c)
CO2 actuator cylinders?
D. ACTIVATION STATIONS:
1. Is there at least a primary, reserve and EOS activation Ref (b), (d)
station?
2. Are the primary and the reserve activation stations Ref (d)
located outside the machinery vestibules?
3. Is the filter installed correctly? Ref (a)
- Filter was installed backwards. 18M-3R/
- Filter was clogged. 18M-4R
- Filter not installed prior to time delay device.
4. Are actuation stations identified with the photo Ref (c)
luminescent marking “halon actuation”?
5. Did CO2 actuating piping/tubing reveal the presence of Ref (f)
rust and moisture?
6. Are the stations clearly marked (primary/reserve) with Ref (d)
placards and/or warning signs installed?
7. Are the pressure switches clearly marked for function? Ref (d)
8. Was ¼ inch CU-NI tubing assemblies installed in the Ref (j)
CO2 actuation piping?
9. Were the bends on the CO2 actuation tubing correct? Ref (h)
- No bends less than 5D (5 pipe diameters)?
- No bends within 1-1/2 inches of the end or 1-1/4 inch
from the swivel nut?
- Shock loops minimum 2-1/2 inches in diameter?
Note: A bend of 1/8 inch or less from being straight is
acceptable. See figure 1.
10. Are all threaded connections tight? Ref (f)
11. Was ¼” check valve correctly installed and free of paint Ref (b)
to determine direction of flow? Ref (c)
12. Were operational instructions and system diagrams Ref (d)
posted?
13. Was the correct CO2 actuation manifold vent fitting Ref (a) M-1R
installed? Ref (d)
14. Was CO2 welded-in actuation piping constructed of Ref (i)
stainless steel?
E. TIME DELAY DEVICE:
1. Does the time delay device installed match the time Ref (b), (d), (g)
delay required IAW the ship’s DC book and is it properly
engraved?
- Machinery space time delay should be 60 seconds.
- Gas turbine modules/diesel enclosures/RAST machinery
room/towed array room/flammable liquids room/paint
mixing and issue room time delay device is 30 seconds.
2. Is the time delay manual bypass valve installed on the Ref (b), (d)
primary system at the actuation station outside the
protected space? Is the bypass valve pinned in the closed
position with a tamper seal installed, labeled, classified
circle X-RAY, numbered and painted grey and white?
F. PRESSURE SWITCHES FOR PRE-DISCHARGE
ALARMS, VENTILATION AND HALON FLOW CIRCUIT:

1. Does the following occur when the primary and reserve Ref (a)
pre-discharge pressure switches are activated? 18M-3R
a. Station alarm bell(s) activated? 18M-4R
b. All in-space audible alarms/horns activated? Ref (d)
c. All in-space and station bell/audible alarm cutout
switches operational?
d. All in-space visual alarm(s)/beacon(s) activated? Was
at least one visual beacon (or its reflection) visible from all
points in the space?
e. “Halon Actuated” indicator energized at station and all
remote indicator locations?
2. Does the following occur when the primary and reserve Ref (a)
ventilation shutdown pressure switches are activated? 18M-3R
a. All interlocked supply and exhaust ventilation fans 18M-4R
secured? (Verify at controller) Note: Some secondary Ref (d), (g)
halon system ventilation systems serving multiple spaces
do not secure the ventilation. In this case, the space is
isolated using motor operated dampers. (Verify all
interlocked ventilation systems in DC book.)
b. All supply and exhaust dampers fully shut? All damper
position indicators (local mechanical and remote) correctly
indicate damper position?
c. [DDG-51 class only] Did all toxic gas dampers
associated with halon protected spaces secure when the
pressure switch was activated and automatically open
when ventilation pressure switch was reset and
supply/exhaust ventilation restored? (See Attachment
DDG51_HalonDampers-001, Sheets 1-4 for the location of
all toxic gas dampers.)
e. [DDG-51 Class Flight IIA Only] Were the exhaust vent
dampers installed upside down?
3. Does the following occur when the primary and reserve Ref (a)
halon release pressure switches are activated? 18M-3R
a. “Halon Released” indicator energized at station and at 18M-4R
all remote indicator locations? (FFG 7 Class and systems
where the release alarm is installed in the halon discharge
piping, require manual operation of release pressure
switches.)
4. Are the power available lights operating at all stations? Ref (d)
5. Do the local/remote indicators meet the following Ref (d)
requirements?
a. Alarm status panel located outside each escape trunk
exit?
b. Emergency lighting adequately provided at remote
activation stations?
G. TEST TIME DELAY FOR PROPER OPERATION:
1. Are the machinery space time delay devices engraved Ref (d)
with a time delay setting of 60 seconds? Gas turbine
modules/diesel enclosures/RAST machinery room/towed
array room/flammable liquids room/paint mixing and issue
room, etc. time delay devices should be engraved with a
time delay setting of 30 seconds.
2. Did the time delay device activate within PMS time Ref (a)
limits? Ansul/Carleton 30 second time delays = 30 +/- 5 18M-3R
seconds. Wormald 30 second time delays = 25 – 90 18M-4R
seconds. All 60 second time delays = 60 +/– 10 seconds. Ref (d)
3. Did all valve actuators fully extend (approximately ¼ Ref (a)
inch) within the time limits of the time delay [Ansul/Kidde 18M-3R
heads]?
4. [Ansul/Kidde Only] Did any of the o-ring seals leak in the Ref (a)
valve actuators? 18M-3R
5. [FFG-7 with Warmald heads only] Was the correct Ref (a)
calibrated pressure gage and all required line plugs 18M-4R
available to perform the time delay demonstration?
6. [FFG-7 with Warmald heads only] Did the pressure gage Ref (a)
indicate 90 PSI system pressure within the time limits of 18M-4R
the time delay?
7. Was there any CO2 leakage from the actuation system Ref (a)
components? Was the leakage rate sufficient to affect 18M-3R
halon activation? 18M-4R
