 ABSTRACT :-

The purpose of this project is to develop an online comprehensive crime reporting

system to engage public, police and government agencies to be more quick, proactive and
responsive to fight with crime and criminals by creating an online database of crime and
criminals for the police officers to get more faster access to information in any situations.

There are two phases in this network, in the first phase we form a network between
the general public and the police department by creating an online website where the public
can come in register their personal details which will be verified after which they can
formally give complaints which will be immediately forwarded to the specific police stations
where the scene of crime has happened or the case is registered, through the network.

Public can use this as a effective tool for reporting about any type of crimes in a faster
and easier way without going to the police station. In our project control room will perform
all the functions of the administrator from maintaining to verification they will have all the
rights.

In the second phase of this network we form a working environment for the police
department. In this network the police officers can get complaints which they can verify and
register them in that same network to keep records in a database which will also be monitored
and controlled by the control room.

The main advantage of our project will be creating an online database for the first
information report for the police department. By which the police can maintain this authentic
data in a more secure and safer way.

Another advantage of this project will be the crime and criminal search facility which
will be at the disposal of the each and every police officers This allows the police to search
for the criminals faster and easier.

This contains a complete database of all the criminals and crime so gathering
information’s about crime and criminals will also be easy.

 INTRODUCTION :-

The main aim of this project is to develop an online comprehensive crime reporting
system to fight with crime and criminals. We are using the prototyping technique in which we
have formed this network only for a small city.

 EXISTING SYSTEM :-
Though there are many existing systems for our projects implementations. The
existing system is that the public have to come to the police stations for queries and giving
complaints. In some cases there will be only one police station for a large area, in such case
the people have to travel a long distance just to reach the police stations.
The current system of working for police department works in the age old method of
handling the cases manually.The police lacks in the efficiency of providing the faster
assistance for the public.

 DRAWBACKS OF THE EXISTING SYSTEM :-

In the present system the public have to come to the police stations for making any
kind of complaints and small queries.
All the police records and details are kept in a documentary format which cannot be
used on the long run and also run the risk of getting lost in case of any fire accidents or
disasters.

It’s a tedious process for the general public to know information about the working
system and the structure of the police department.
The network which exists between the police officers within their department is a
complete manual network where information transferring and monitoring is hard.

The present control room of the police department functions only as a monitoring
wing and is inadequate for the present time scenario. the information provided by the control
room reaches the respective officials very late which becomes a complication in cases where
there requires immediate policing to be done.
The current first information report maintained by the police department is fully manual
and it has several rooms for misuse and also have the risk of being lost in cases of accidents
and disasters.

 PROPOSED SYSTEM :-
Create a crime reporting network which is fast and easy for the public to use.

Create an online database of crime and criminals for the police officers to get more
faster access to information in any situations.

Provide all the information’s about the police department for the public to know about
the structure, achievement and working system of the police department.

Public can contribute to the police department by giving information about the
missing persons or wanted persons.
 Police officers and get complaints and register them online to keep records in the police
network

This network awaits at the doorsteps of every public to serve them and lead a safer life
and make their city without any crime.
Because of the vast advancement of the technologies in the present time people can now
even use their mobile phones to access the net and thus enabling them to give complaints and
keep in touch with the police department readily at anytime anywhere.

 OVERALL DESCRIPTION :-

Describe the general factors that affect the product and its requirements.
 Product Perspectives :-

The web pages (XHTML/JSP) are present to provide the user interface on customer
client side. Communication between customer and server is provided through HTTP/HTTPS
protocols.

The Client Software is to provide the user interface on system user client side and for
this TCP/IP protocols are used.
On the server side web server is for EJB and database server is for storing the
information.

 Product Function :-

Crime Reporting: Public can use this as a effective tool for reporting about any type
of crimes in a faster and easier way without going to the police
station.
Online F.I.R. System: Police Officers and use this for writing the F.I.R online and it
will mandatory for every complaint received.
Criminal & Crime Searching: This allows the police to search for the criminals faster
and easier. This contains a complete database of all the
criminals and crime so gathering information’s about crime and criminals
will also be easy.
Missing/Wanted: The public can help the police department by giving information
about the missing peoples and wanted peoples. Who’s
descriptions are given in the website.
Detective Agencies: It contains information’s about all the detective agencies and
their complete profile. It also has the new detective registration
facilities.
Police Information’s: General public can get all the vital information’s about the
police department in this website. They can even give feedbacks and
suggestions to the department.
Chat/E-mail/Forum/Poll: These facilities are available separately for both general
public users and police officers to share their information’s.

 User Characteristics :-

Every user should be comfortable of working with computer and net browsing. He must have
basic knowledge of English too.

 Constraints :-

GUI is only in English.

 Login and password is used for identification of customer and there is facility for
guest.
This system is working for single server.
There is no maintainability of back up so availability will get affected.

 SYSTEM IMPLEMENTATION :-

 Complaint Register :-

In order for the general public to make a complaint, they have to give their personal
information’s. So if you’re an existing registered user you can just give your username and
password.

On the other hand if you’re a first time user of the website you have to furnish your
full details before making the complaint.

After finishing this you can now proceed to the complaint form and make your
complaint there.

After fulfilling all the required information’s the user can submit the complaint. A
delivery or failure report will be displayed immediately.

 Post Complaint Submission :-

The complaint form filled up by the public will be received immediately by the
administrator

The administrator will verify the correctness of the data given and check whether all
the required information’s are being filled up by the user.

If the data’s are incorrect or the information given are inadequate a failure report will
be given to the public and ask for refilling of the form till all the required data’s are received.
 If the all the data’s received are correct and all the required information’s are provided
the complaint will be stored in the database of the administrator.

 Officers Login :-

The all the police officers will be having their own profile page in the website that is
being created by the administrator at the time of their joining.

All the police officers will be given a username and password to login in the officer’s
login. They have to type it to enter the profile page.

Police login profile will have all the information’s about the police officer.

Another option available here is the criminal search, it will have the complete

Criminal database and the police officer can search for any criminal any time by just
specifying few details about the criminal.
 Officer Login :-

When the police officer want to login to his profile, he has to give his user name and
password which has been designated to him by the administrator
system.

When the username and password is given by the officer the administrator system will
check for the username password match.

If no match occurs then it will show and error message and the officer will have to
retype the correct username and password.

If the username and the password are correct the profile page will be displayed to the
police officer

 General Public Registration :-

For the general public to access the Forums, chat, mail and polls provided in the
website they have to register in the network. For this they have to fill the registration form
available in the general public registration tab.

 Registration :-
For registration the public have to fill the registration form. The form will consists of
questions involving the personal details and other required information about a person.
 After filling the form the user has to submit it, the administrator system will check the
form as whether all the required information is filled up or not.

If not the user will gets an error message indicating him to refill the form with the left
out information’s.

This process will continue till all the required information’s are got from the user.

When all the required information’s are got from the user the data’s are being stored
in the database of the administrator and the user will get a message of successful registration
in the website.
 Communication Network :-

The communication network is broadly classified into two divisions in the website.
The one is for the communication network between the general public and the other is for the
police officers.

These two are two parallel networks both don’t intersect, i.e. the general public cannot
access the communication network of the Police Officers and the Police Officers cannot
access the general public’s communication network, if the police officers want they can also
do a general public registration and join in the communication of the public.

 General Public Login :-

For the general public to login they have to type their username and password to enter
their respective profile and mailbox.

When the user types the username and password and clicks login, the administrator
system will check for that username in its database.

If not found it will show an error message as the username does not exist, if found
then the administrator will check for the matching of the password in the database.

If the password and the username does not match then also the error message will be
displayed as incorrect password, if they match then the user’s profile will be displayed with
the mailbox.
 Officer’s Login :-

For the police officers to login they have to type their username and password to enter
their respective profile and mailbox.
When the user types the username and password and clicks login, the administrator
system will check for that username in its database.
If not found it will show an error message as the username does not exist, if found
then the administrator will check for the matching of the password in the database.
If the password and the username does not match then also the error message will be
displayed as incorrect password, if they match then the user’s profile will be displayed with
the mailbox.
 Registration Form :-

The new detective agencies will come here and fill in the registration form and submit
it to the administrator system.
The administrator system will check if all the required information’s in the
registration form are filled. If not error message will be displayed and the user will be asked
to refill the left out information’s.
If all the required information’s are filled then a successful delivery report will be sent
to the mail id of the agency.
Now the administrator system will check the data’s given by the new agency is being
registered in the government’s record.
If not an error message will be given to the user or else a successful registration report
will be sent to the agency’s mail id.

 Officer’s Login :-

For the police officers to login they have to type their username and password to enter
their respective profile and mailbox.
When the user types the username and password and clicks login, the administrator
system will check for that username in its database.
If not found it will show an error message as the username does not exist, if found
then the administrator will check for the matching of the password in the database.
If the password and the username does not match then also the error message will be
displayed as incorrect password, if they match then the user’s profile will be displayed with
the mailbox.
 PUBLIC CONTRIBUTION :-

The public can contribute to the police department by giving information about the
wanted criminals and the missing persons.
 The wanted criminals information will be displayed in this tab and if the public know
any information about them and want to give that information to the police then they can
provide it here
The missing persons and the unidentified dead bodies’ information will also be
displayed here and if the public know information about them then they can give it to the
police department here.

 HELP DESK :-

The help desk is used for providing the information on how to use all the facilities in
the website to the user. This is a great tool for the user as every might not know on how to
using all the facilities in the website so this will be prove to be effective for the users.
How to make complaint: This will give all the information to the public in filling the
complaint form. So if the users have any queries they can use this to clear them.
How to use our facilities: This will contain a detailed description on how to use all the
tabs, resources that are available in the website.
Emergency Numbers: All the emergency numbers that the city police have will be
given here for the gain of the public.
Contact Us: in case if the information’s given here are not enough and if you need
more information’s you can mail about your queries to the administrator
system from here and they will help you immediately.
City Map: This will give a bird’s eye view of the city with all the major landmarks
and important places in the city with some small description about them.
 INFORMATION DESK :-

The information desk will give you many kinds of information from the general
police information’s, the laws of the Indian Government to crimepreventiontips.

The general police information tab will give you information about all the police
details their working, their achievements, their services etc.
The humane Rights tab will give you information about the human rights
commissions working and also the basic rights of every human.
The Laws & Acts will provide you with all the IPC laws, CRPC laws and the other
important acts Citizen Characters will give you information on the types and characteristics
of different types of citizens with examples here.
The steps to be followed while a criminal or suspect is arrested is given here, then the
general procedure at the time of occurrence of the crime is given here and also crime
prevention tips for the general public is also given here.
 SOFTWARE CLIENT :- (POLICE STATION)

 Complaint Register :-

The complaint register is used by the police officers to register the complaints given
by the public in the crime reporting network. Thus enabling faster actions and easy access for
every one in the department.

On spot Complaint: The public can directly come to the police station for giving the
complaints about crime. The police officers can get the details and register the complaint in
the complaint register and they store in the database of the
administrator system

Complaint through Mail: Complaints can also be sent through mail using the crime
website and it will be received in the police’s mail account and the police officers will get the
details from there and register it in the complaint register.

FIR Register: The Police can also put the FIR of any crime by logging into their
police station account for FIR Register and fill the form and submit it there which will be
saved in the database of the administrator.

The needed data’s are being filled up the respective police officer in the police station
and they have to submit it.
The administrator system will check whether all the required data’s and information’s
are provided.

If not error message will be displayed and the police officers will be asked to fill the
required information. This will continue till all the required data’s are filled in the form.

Then the FIR will be generated in the administrator’s database and the police officers
digital sign will be asked to be filled and the Fir form will finally be stored in the database.
A copy of it will be given to the person who made the complaint if needed through
mail or hardcopy.
 Case Details :-

In order to access the case details the police officers will have to give their login id
that is assigned to them specifically and make the login.

After logging the required case details of the officer will be requesting the
administrator about the case he wants to get.
The officer has to give information about the case and get the permission after that
only he will receive the case details.

If the permission is granted. The case progress will be displayed for the information
of the police officer and also the officer can attach any new proofs for the case and the
administrator system will store it in its database.
 Request for Case Details :-

In order for the police officer to get the information about a case or he has to attach a
proof about a case he has to fill the request form and submit it.

If the data’s given in the form are correct and all the information’s are got then the
request will be sent to the administrator.

Further the decision of granting permission or cancellation of request will be sent to

the user and through his mail.
 Case Details :-

Once the permission for officer is granted, he has to give the FIR number and searchi
t in the database by using the administrator system. If found the full details will be
immediately displayed to the officer or else the officer will be asked to check the FIR number
and enter the correct number.

 Proof Attachment :-

The officer has to give the FIR number to the administrator system for searching in
the database.
If the case is found all the details will be displayed and the officer can attach the
details in the page or else if the FIR number is not found in the database the administrator
system will indicate error message and ask the user to retype the correct FIR number.
 Crime Register :-
The crime register is used for making a complete record of all the crimes. These
crimes are basically divided into two types;
They are Major crime and crime against women. There is also a division for
accidents.
 Major Crime :-

The major crime is sub divided into six types they are murder, murder for gain,
dacoity, robbary, burglary, theft.

All of these have separate records maintained by the administrator system. Only the
administrator system can make changes in these records and the police officers can only view
them.

 Record Maintenance :-

The administrator system maintains these records and they only grant permission for
the police officers for reading or doing any modifications in these records.

In order to add new cases the officers have to give the complete records and
information’s and the record for the case will be created by the administrator system. The
police officers can view, modify, add and search for the cases in these records.
 Crime against Women :-

Since the women are soft targets in the society they have many crimes committed
against them so the police department maintains a complete new record of database for the
cases against women. The crime against women are classified as rape, dowry death,
molestation, sexual harassment, dowry prohibition act, kidnapping, these records are
maintained and handled by the administrator system.

 ADMINISTRATION :-

The control room is the place where the administrator system is being maintained, a
special set of police officers who are trained in network administration and maintenance are
being engaged in the control room job.

They do the job of police registration and detective agency registration for the officers
and agencies which are newly registered in the department.
 Police registration :-

The police officers register is formed and maintained by the admin. System, all the
new entries in the police department is immediately joined in the register.

All the new information’s about the existing officers are also updated by the control
room. Deletions of the records are also done by the admin. System.

key components, and underneath their basic syntaxes. You’ll find they have much in
common.

 About MS SQL:-

MS SQL is the most widely used database in the world. It runs virtually on every kind
of computer, and functions identically on all machines. MS SQL is a relational database. This
concept is an extremely simple way of thinking about and managing the data used in a
business. It is nothing more than a collection of tables of data.
SQL was developed and defined by IBM Research, and has been refined by then
ANSI as the standard language fir relational database.
SQL is a non-procedural language because it:
 Processes sets of records rather than just one at a time.
 Provides automatic navigation to the data

Rather than manipulating single records, you can manage sets of records. The most
common form of a set of record is a table. All SQL statements accept sets as input and all
SQL statements return sets as output. The set property of SQL allows the results of one SQL
statement to be used as input to another SQL statement.

SQL provides statements for a variety of tasks including

 Querying data.
 Inserting, updating and deleting rows in a table.
 Creating, modifying and deleting database objects.
 Controlling access to the database and database objects.
 Guaranteeing database consistency.
