TUMKUR UNIVERSITY

REGULATIONS GOVERNING THE AWARD OF D.Litt. / D.Sc. DEGREES

1. TITLE: These regulations shall be called the Regulations Governing the award of
Degree of Doctor of Letters (D. Litt.) and Doctor of Science (D. Sc.)
2. COMMENCEMENT: The Regulations shall come into force from the date of assent
of the Chancellor of Tumkur University, Tumkur.
3. DEFINITION:
1. University means Tumkur University.
2. Candidate means any master degree holder obtained his / her master degree
at least 10 years prior to submission of the application.
3. Fee means fee prescribed by the University for the degree offered.

4. ELIGIBILITY FOR APPLICATION:

The following shall be eligible to apply for the award of the Degree of D.Litt. / D.Sc.
with 10 years experience.

Any Master’s Degree holders of Tumkur University or of any other University


equivalent thereto provided the candidate has obtained his / her Master’s degree at
least 10 years prior to submission of application.
OR
Any person who has served in the State or Central Government for at least 30 years in
senior Management Positions as members of the All India Services or Central Services
having made a major contribution to any sphere(s) of administration and bringing
with him / her rich administrative experience in governance.

5. Candidates may apply to the Registrar (Evaluation), Tumkur University, Tumkur


along with the prescribed fees for consideration for any of the Doctoral Degrees
mentioned in section 1, irrespective of the Faculty/ Subjects in which they have
passed the qualifying Degree Examinations provided they have done adequate
work in the new subject / area or discipline as evidenced by the works produced
for the consideration after obtaining the Master’s Degree.
6. The Degree may be offered either on the basis of published research papers, book/s
or on the basis of a thesis specifically prepared for the purpose in connection with
published research papers subject to the following conditions:
a. In the case of research papers, book/s or thesis, submitted for consideration
for the degree, they shall embody exclusively original research findings of
the candidate clearly indicating the nature and period of such research.
b. Text book and such other books collected or edited shall not be accepted for
the purpose.
7. a. Candidates who apply for consideration for the award of any one of the degrees
mentioned in section 1 shall submit 6 copies of the published work(s) / research
papers / book (s) / thesis. 12 copies of the synopsis of each book / thesis / work /
work(s) and / or 12 copies of abstract of the research papers at the time of
submitting the application.
b. Such an application shall be accompanied by declaration duly signed by the
candidate to the effect that such thesis / book / book(s) / work(s) are original and
that it has not / they have not previously formed the basis for award of any degree
/ diploma or any other similar title of any University.

8. The Registrar (Evaluation) shall refer the application along with the enclosed
documents / works / research papers / books / thesis to the committee consisting
of all the Deans of Faculties for the opinion.
9. Such Board of Studies / Boards of Studies shall recommend three subject experts in
the concerned subject (s) / area (which may or may not include the members of
the Boards of Studies) to constitute a Committee to scrutinize the said thesis /
book(s) / research papers. The Registrar (Evaluation) shall thereupon convene such
a Committee Meeting which after scrutiny shall forward its recommendations to
the Chairman of Board / Board(s) of Studies. The recommendation shall already
state whether the works submitted deserve further processing. If the application
deserves further processing then the said Board(s) of Studies shall suggest a panel
of 10 names of suitable examiners. The panel of examiners shall consist of scholars
of high repute in the subjects / area concerned either from within the country or
outside the country or both. The panel of examiners shall be sent to the Registrar
(Evaluation) by the Chairman, Board of Studies / Boards of Studies.
10. The Board of Appointment of Examiners (BOAE) in the Faculties concerned shall
select out of this panel, five examiners to whom the work(s) / book(s) / research
papers / thesis submitted shall be referred, for evaluation and specific opinion on
the academic merit of the works / books / research papers / thesis and their
suitability for the award of the degree. Among the 5 examiners, one shall be
nominated as Co-ordinator by the Vice-Chancellor.
11. The report of the five examiners shall be collected separately by the Registrar
(Evaluation) and put together for referral to the Co-ordinator nominated by the
Vice-Chancellor. The work(s)/book(s)/research papers/thesis shall be considered
further for the award of the degree sought only if at least four from, out of the five
examiners, accept the quality of the work(s) / book(s) / research papers / thesis
submitted and recommended such an award.
12. The Co-ordinator shall consolidate all the reports and conduct Viva-Voce with the
help of two out of the five examiners.
13. The Co-ordinator shall, after such Viva-Voce examination, forward to the
Registrar (Evaluation), a consolidated report along with the report on the Viva-
Voce and individual examiner’s reports.
14. The Registrar (Evaluation) thereupon shall submit the report for the consideration
of the Syndicate / Vice-Chancellor. The reports shall be considered by the
Syndicate or by the Vice-Chancellor as authorized by the Syndicate and results
declared accordingly.

These decisions shall be final.
