    (O°, FARMINGTON POLICE DEPARTMENT = J Chief H. Eric Johnsen ‘The Farmington Police Department holds transparency in the highest regard. As such, our officers have been equipped with body worn cameras to capture their interactions with the public. These cameras captured video of the officer involved critical incident which occurred on March 1, 2023. ‘The investigation into this critical incident is being conducted by the Davis County Critical Incident Protocol Team. This team will interview witnesses, view video footage and analyze forensic evidence. Farmington Police do not interview the involved Farmington Police officers and have no information ‘{regarding what they experienced during this incident; however, supervisors have been able to review the body worn camera video of the officers on the scene. It is our intention to release this video to the public at the earliest opportunity. In the meantime, ‘we provide this statement with insight as to what the body worn cameras captured. (On March 1, 2023, at approximately 3:22pm, a Farmington Police officer attempted a traffic stop on a vehicle which had an illegitimate license plate. The driver of the vehicle pulled into a parking stall at the US Post Office located at 145 East State Street. Body-worn camera shows that the driver rolled the window of the vehicle down only a few inches and refused to provide identification or cooperate with the officer in any way. The driver asserted his independence from the laws of the land as well as his belief that he was not required to provide information to the officer, nor was he required to cooperate. The initial officer called for assistance and continued efforts to provide the driver with information and options, but to no avail. A supervisor, and two officers, one with a trainee assigned to him, responded to assist. The driver was ultimately identified as Chase Allan. Officers exhausted multiple further attempts to persuade Mr, Allan to cooperate and ordered him to exit the vehicle. When Mr. Allan stil refused to exit the vehicle, an officer opened the door to the car and another officer attempted to remove Mr. Allan from the vehicle. At that time an observing officer yelled out the words “gun, gun, gun!" A struggle, which appeared to last only seconds, ensued and gun shots could be heard. Officers secured Mr, Allan and began rendering aid to him. An empty holster can be seen on Mr. Allan's right hip and a handgun can be seen lying on the driver side floorboard of the vehicle. Video footage is only one part of complete comprehension of the incident, and we recognize that our understanding of the incident may change as more information and evidence is gathered and analyzed. We don't draw any final conclusions regarding the actions of the officers Until the protocol investigation has been completed. ‘The Davis County Critical Incident Protocol team has provided liaisons for both the Farmington Police Department and the family of Chase Allan while the investigation is underway.
