ANNEXURE TO STATION WORKING RULES FOR 25KV A.C.
ELECTRIC TRACTION OF NPGCL STATION
1. GENERAL
(i) The rules applicable to electrified sections have been given in chapter-xvii of the
combined GR & SR published by Railway Board (2005) for electric traction. The
general principle governing operation and maintenance of traction overhead
equipments, electric locomotives, signal and Telecommunication installation have
been given in the A.C. Traction manual. These rule books and an extract of the
relevant Para of A.C. traction manual shall be kept in each station and yard office
and all the staff dealing with safe working shall make themselves thoroughly
familiar with the same.
(ii) Brief references to important rules required to be followed by station yard staff in
their day to day work have been given in this appendix. These are, however
illustrative and not exhaustive.
2. GENERAL SAFETY PRECUATIONS
(i) All staff are warned that contract with or very near approach (within 2 meters, unless
protected by a screen as per rules) to live portion of the 25 KV traction overhead
equipment are dangerous and shall be strictly avoided {SR 17.03(12)g}.
(ii) No work on overhead lines or in the zones within two meters, of any live equipment
shall be carried out unless a regular permit to work is obtained from the authorized
traction staff and line is made dead and earthed as per rules (GR & SR 17.04,
17.03(12)). Before any OHE or bonding is disturbed, provision of GR & SR 17.06 shall
be complied.
3. SECTIONING DIAGRAM
(Station working rules diagram for electric traction)
(i) A diagram No. IRCON/EL/SWR/NPGCL(NBG) /2022/01 indicating schematically
the lines which have been equipped for electric traction is exhibited. The diagram
also indicated different electrical sections (sectors, sub-sectors or elementary section).
The controlling switches (isolator switches or interrupters), insulated overlaps and
section insulators, where the overhead equipment is electrically separated. The limit
of an electrical section (Sub-sector or Elementary section) is indicated at the relevant
structural location at insulted overlap.
A copy of this diagram is also enclosed with these special working rules and will be
part of the same.
(ii) For all purposes connected with train movement and power blocks, this diagram is
the only authorized document to be referred to. The normal position of various
switches is indicated in the diagram.
4. UNWIRED TRACKS:-
No electric locomotive with pantograph raised shall under any circumstances, be
taken to an unwired section. All levers in cabins giving access to unwired lines have
special distinguishing point work warning the lever man against setting the unwired
line for electric locos SR 17.04 (11).
5. OPERATION OF SWITHCES:-
(i) All switching operations shall be carried out in accordance with the instructions of the
traction power controller ECR/DDU except in respect of switching operations for
local blocks which may be carried out by authorized traction staff after they have
been granted local blocks by the Station Master/Assistant Station Master in
accordance with SR 17.04.(10) and ACTM Para 20600 and 20601.
(ii) In case of emergency, authorized and trained station operating staff may open isolator
switches under specific instructions of the traction power controller SR 17.03(8)(g).
(a) If the isolator switch is one the main line i.e. adjacent interrupters at either end of the
isolator switch have been opened.
(b) If the isolator switch is controlling supply to yard lines, the elementary section of yard
lines controlled by the isolator switch is free of raised pantograph of electric loco
motives or the interrupters controlling the supply to the yard line in question is
opened.
9. POWER BLOCK:-
(i) The details procedure for obtaining power block has been given in SR 17.04 (2) and SR
17.04.(3) which must be rigidly followed except in case of emergency.
(ii) The sequences of switching operations for granting and cancelling the power block for
particular section are included in the annexure. These shall be strictly followed by all
staff. Failure to follow the sequence indicated is likely to lead to dangerous
consequences. When any isolator switch is changed from its normal position, for staff
to work on overhead equipment, a danger board shall be exhibited on the switch
with the caption „DANGER MEN-WORKING‟. An adequate number of such danger
board have been provided at each station.
10. PROTECTION AT THE TIME OF POWER BLOCKS:
(i) All sections over which a power block has been granted shall be protected against
entry of electric locomotives with pantographs raised from either end during the
period of the block (SR 17.04 (11)).
Strict enforcement of longitudinal and transverse protection as per the annexure
attached shall be ensured before imposing power block. If there is/are locomotive/s
on the station over which the power block is to be given, the Driver of such,
locomotive(s) shall be given a memo by the Station Master on duty or authorized
traction staff to lower the pantograph and not to raise it till further instructions and
an acknowledgement shall be obtained. The Drivers shall not be given instruction to
raise the pantograph till the power block is cancelled.
(ii) Station Master or Station staff conducting shunting operation with electric locomotive
will ensure that under no circumstances any electric locomotive approaches near the
traction structure limiting electrical sections over which the power block may be
granted. Limits of each electric section at a station are shown in the station sectioning
diagram.
(iii) Before introducing single line working, the Station Master on duty shall ensure from
the traction power controller that there is no power block on the route on which
single line working is being introduced.
NOTE:-
For purpose of this rule dead electric engine dispatched as a vehicle shall not be
considered as an electric locomotive.
15. ELECTRIC LOCOMOTIVES:-
Provisions included in ACTM must be complied with in case of double heading or
banking by electric locomotives and precautions indicated there in must be complied
with when dispatching locomotives.
16. STEAM CRANES/HAND CRANE:
No stream or hand crane shall work on or adjacent to traction overhead equipment
unless such overhead equipment is dead and earthed.
22. FIRE:-
Regarding fire on the adjacent to any electrical equipment refer GR 6.10 (2) & SR 6.10
(3) (a) & (b).
23. Nothing in these rules ends or supersedes any general or subsidiary rules or
instructions including AC traction manual. These working rules shall be read as
supplement to the aforesaid rule books and also to the existing station working rules
of the station.
N.B. :- Whenever the code „GR‟ & „SR‟ appear in these working rules, please refer to
the
GENERAL & SUBSIDIARY RULES FOR 25 KV AC ELECTRIC TRACTION
CHAPTER XVII.
Don’t (s) :
1. Do not permit your staff to approach live traction wires within the danger zone of 2
meters (approximately 7 feet) from the traction wire.
2. Do not permit electric locomotive with raised pantograph to enter into any unwired
section.
3. Do not permit an electric locomotive or multiple units to approach any section under
power block beyond “Power Block Working Limit” boards or near section insulators
except on “Lower Painto” caution.
4. Do not allow electric engine over x-over leading to a line under power block.
5. Do not forget to observe the instructions given in A.C. Traction Working Rules when
you intend to operate any isolator switch as required by the traction power controller.
6. Do not permit any steam or hand crane to work adjacent to traction wire unless such
wires are made dead and earthed competent traction staffs are present at site.
7. Do not forget to suspend the block instrument or the signaling equipment of your
station whenever you notice any sign of unusual working.
8. Do not forget to check up your block and MORSE SIGNALLING equipment whenever
any break in traction wire takes place.
9. Do not forget to instruct your switchman/cabin man that no electric locomotive with
pantograph raised shall be permitted to enter into any unwired section.
10. Do not forget to ensure that the levers giving access to the section under power block
are fitted with caution liver collars when power block is given over a section.
11. Do not lower signals for nay electric engine or train unless the power block working
limit is beyond the adequate distance required for direct reception of signals.
12. Do not forget to instruct your lighting staff of signal lamp that he should not carry any
long rod or article likely to be brought within the danger zone of 2 meters of the
overhead wire when he goes up the signal post for lighting signal lamps. do not allow
any train hauled by Diesel Engine to enter section under “Power Block” unless
permitted by
(a) Traction power controller and except issue of OP/T-80.
Don’t (s)
1. Do not take any electric locomotive with pantograph raised to any unwired line.
2. Do not climb on the engine tender for any purpose what so ever while under traction
wires unless power is cut off and necessary “PERMIT TO WORK” issued as per rules.
3. Whenever any power block is granted on a line do not take any electric locomotive
with pantograph raised beyond “POWER BLOCK” WORKING LIMIT BOARDS or
near section isolators at the end of a section under power block.
4. Do not have any long article like firing rod, shovel or any other thing above your
engine when standing under live traction wire.
5. Do not climb on to the tender to open the cover of the water tank or to insert the
funnel on the water column. The neck of the water column can be turned from the
ground and the special pole provided for the purpose should only be used.
6. Do not direct any jet of spray or hose towards the traction wires. The jet of water of
spray should only be directed horizontally and not vertically.
